It's getting to be the  beginning of  the charitable season for our city council to extort money for the  Downtown Painesville Organization from the resident's of Painesville to finance their friend's pet projects!

You know most of them along with my favorite acronym the DPO,  Downtown Painesville Organization

This year this organization will be gifted to the amount of $28,000.
All with a stroke of a pen at the budget meeting.

As a resident I wonder where the oversight is? So I wish someone on council would ask a few questions, not to embarrass friends  but to see if you are responsible with city funds?

QUESTIONS;

BOARD ORIENTATION & EDUCATION

Does the board conduct a formal orientation for new board members and require all board members to sign a written agreement regarding their roles, responsibilities, and expectations?

CEO OVERSIGHT

Has the board conducted a formal, written assessment of the chief executive within the past year.

ETHICS & TRANSPARENCY

Have the board and senior staff reviewed the conflict-of-interest policy and completed signed disclosure statements in the past year?

BOARD PERFORMANCE

Has the board conducted a formal, written self-assessment of its performance within the past three years?

Has the board conducted a formal ,  written self-assessment of finances within the past three years?



Am I asking to much for $28,000.00 ? I don't believe they are unreasonable questions.

My only hope is that someone on council takes the initiative to ask, don't be shy. Blame me!

Next you are the  patron saints of the Senior Center. You should ask pretty much the same questions.

Knowing our council they will write the check with not so much as a reach-around! Hey, it's ATM.




On Monday night at 9:00 pm it is being reported that Wednesday Candidate Trump will present his Immigration policy, A lot can happen between now and Wednesday!

He's picked up a new nickname #Amnesty Don, which I believe is very unfair.

His new nickname should be #Amnesia Don! He for some strange reason he has forgotten the promises what put him where he presently is.

As some of you are already aware I'm not a big fan of city employee's along with not thinking much of the city administration. This is the perfect storm for me.

With all the hubbub of the city manager's resignation  I completely forgot about the Painesville Service Department employee that was ceremonial fired by the leadership of department heads and acting city manager Doug Lewis. Rest assuredly  he didn't receive a $171,000.00 good-by package.

So knowing the administration wouldn't discuss this with me (in litigation).along with the fired employee told not to speak to anyone it left me to find out some facts on the case from people close to the situation without using their names or positions.

First question is he going to fight the discharge? Yes he is. All this the first step is an arbitration  board
now I am not aware of what kind of setup the city and their unions have but I might guess three from management and three from labor.

What I have learned? The city already has three strikes against them?

It will be asked and answered was this dumping material behind the power plant practiced in the past? The city could admit to it as well as a city employee telling the arbitrators it was.
Had the crew finished the jobs assigned to them that day? Had anyone been reprimanded for overtime violation for say dumping extra asphalt on say Lynch Ave.?   Strike ONE!

Was the employee fired a union steward? Unions hold a special spot in their heart's for unpaid union representation. Believe me it's a thankless job and puts you in uncomfortable situations, along with the thought of management if we can so easily get rid of him. Youall better get with the program. This fact will be important to all arbitrator's. There are times either side needs help, this one is easy.
Strike TWO!

Now I've been told this fired employee has worked for the city for 27 years? It took you people 27 years to figure out you want to fire him?
Strike THREE!

Was any thief involved? any Immoral issue? just two wheel barrel loads of asphalt?

Now the executive director lives in Warren, Ohio and is provided a city vehicle because he's on call? On call two hours away? The other director lives in Mayfield Hts. and also receives a city vehicle for the same reason. Hope the fill out the correct boxes on their W-2 forms? Can we say special treatment?

What if the employee wins/? ATM Ain't Their Money! a public company would not enter into a situation like this , to easy to lose and the company bottom line might suffer.

This service department seems to have an abnormal amount of problems two recently hired city mechanics quit to work for other municipalities? How's that brine salting project going to work better this year? FYI that street sweeper causes more dirt than it picks up. Only three employee's can operate Vactor? Seems like another violation of union contract?

One director estimated a new water line and crib into Lake Erie at 10 million dollars? Now 14.9 million what was he using to estimate? Question; should he be reprimanded?

I hope this employee gets every dime he can out of the city. Harsh? Well after all this employee is going through he filed for unemployment benefits, In true Painesville fashion Painesville denied his claim?  That takes the cake.

Is it me or does the City seem somewhat Bi-Polar on treating employee's

If the facts in this case are the way they are both parties should agree to reinstatement. Along with putting all this behind them. But that's just me.

I'd like to here the thought of resident's.


I was thinking to myself "wondered how long before Obamacare got blamed for the EpiPen fiasco? Yesterday FOXNEWS answered that question. It isn't the middlemen, greed of Mylan no it's Obamacare..... How can I verify this?

No what you do is check what a single pay socialized system like Canada. Well those commies have limited the price to Chinooks to $120.00 no $600.00 oh, and Mylan doesn't sell it in Canada Pfizer is licensed to sell it there?

This morning I was sitting on a park bench next to a homeless man. I started a conversation by asking him how he ended up this way.

He said "Up until last week, I still had it all. I had plenty to eat, my clothes were washed and pressed. I had a roof over my head, I had TV and internet, I went to the gym, the pool as well as the library. I was working on my MBA on-line. I had no bills as well as no debt. I even had full medical coverage.

I felt sorry for him, so I asked, "What happened? Drugs? Alcohol? Gambling? Divorce?"



"Oh no, nothing like that." he said "No, no. I got out of prison."




Anyone  want to take a stab at what the mood is like today in the Cruz, Rubio, Kasich and Bush households?

Council makes decision about Channel 12

Council woman Katie Jenkins suggested the possibility of Channel 12 going dark. Council proceeded with councilwoman Jenkins suggestion  to make DVD recordings and setting up a system with Morley Library for resident's to view council meetings.

A Painesville resident emailed councilwoman Jenkins with a brief statement that  came down to "are you kidding?"  Katie responded and her response was forwarded to me.

I'll keep councilwoman Jenkins response short. We have no idea how many people in Painesville subscribe to Time-Warner and how many of those watch Channel 12 and the council meeting?

Well Mrs. Jenkins you have a point. But looking back how many council meetings weren't broadcast? How many had no sound? How many had a small picture on a Black background? If anyone had any intention to kill off viewer's from watching something council could write the book.

Now yes council had discussions but with no input from resident's? Why? Many people believe the goal is to not let residents hear and see what goes on a council meeting? DVD how many Seniors or resident's have DVD player's? It's a fair estimate that many don't have computers? How will the senior get to the library?

Look it's called a Public Assess for a reason. Mentor, Willoughby anybody else do this through a library? No but council can fund DPO with another frivolous $6000 to do what with. Or another $1,400 a month to the Senior Center without oversight. But keeping something in operation you directly have control over, not so much.

If you people on council realized how suspiciously  you are viewed by residents I believe it would shock you.

I very inexpensive solution might be to have council meetings in the Dillard Media Center at Harvey? Professional setting new equipment and residents realizing viewing or hearing a council meeting doesn't mean a trip to the Library? All this considering Painesville to this date does not have a council chamber?

Let's talk about electric cost?

In a previous post I mentioned our power factor? Very dull stuff. .060219 in April to .063094 in August. This along with the number of day's you receive power makes for a confusing invoice?

Now we have all heard the tale of boiling a frog by raising the temperature of the water slowly and the frog never noticing he was boiling to death? So what does that have to do with the PCA?

Well lets say in April you used 1251 kw of electricity at .060219 your electric bill would have been

$85.42 electric rate
$75.33 PCA  for an electric bill of  $160.75 plus tax

Now lets say in April you used 1251 kw of electricity at .063094 your electric bill would have been

$85.42 electric rate
$78.93 PCA  for an electric bill of  $164.35 plus tax          

Just a small increase of what $3.60 who will notice? Wonder when and where it will stop?

AS ALWAYS IT IS OPEN TO THE PUBLIC AND IT APPEARS IN A SETTING SUCH AS THIS RESIDENTS VOICE CONCERNS IN NOT AN OFFICIAL SETTTING AS  IN A COUNCIL MEETING. THINGS SEEM TO BE HEARD

Well it's a slow Thursday night ah, Zoning Meeting tonight. Wonder what's up?

First a couple wanted to add a sun room to the rear of their house to be built on the deck? Didn't know you had to have a permit to add a room? No, you never got a permit to even build the deck? Well you can't build the room on top of the deck.  your in violation of many codes including setbacks as well as structures are not allowed on decks. But if you teardown the deck you can have a 12' X 12' room addition. Will that work for you? Very accommodating bunch that will work with you.

As at most zoning meetings there is always at least one request from Entitlement Height ( Heisley Park)  Rarely a meeting goes by without a request for a shed, swimming pool, deck and even fences.
Last night was driveway night. Residents who want to expand their driveways from the sixteen feet they have now. To basically a three car wide driveway. See as families grow so do the number of vehicles. This along with only thirty feet of frontage makes for a short driveway. Along with a city ordinance that limits driveway's to forty feet of frontage creates a problem.

Plus the narrow streets in HP limits on street parking. Look I understand the need as well as understand giving the variance. What seems to me to be the problem is the R2 multi-family zoning that causes everything from driveways to sheds pools decks whatever. Just think all these issues could pretty much have been resolved with an R1 (75) zoning. But as attorney Lyons explained to me if the city would have held the builder to R1 maybe the people living there wouldn't be able to afford their homes? As the development never being built.

He is correct but who should the city look out for? The resident's who will live there or the builder who wants to shoehorn every last house into that development? Maybe potential buyers were looking for a larger lot size and bought elsewhere. Just think Mr. Lyons maybe a good eight out of ten request might have been avoided? Although I see HP as Liberty Greens a very nice neighborhoods sometimes it appears someone wants to put a size eight foot into a size six shoe?

I predict Painesville will never build another house as an R1 (75) again and for sure now that council has approved a R1 (60).

As well as a word to the wise never bring a host of pictures of nearby homes in HP that have done what you are requesting. See there's a good chance the city never approved of those additions and now they seem to show an interest in them. Most were probably accomplished by week-end warrior's!

Myself this mess should be turned over to the Planning Commission to sort out.

An open letter to:

Painesville City Council

Painesville Administration

Painesville Law Director

 

The intent of this letter under the Freedom of Information Act is to better understand the reasoning for former City Manager Anthony Carson's resignation from his position. His reception of $171,541.91 (as an ending payment that included six months of salary, over $42,000 in vacation pay and over $62,000 in sickpay) makes one take pause. Now, in viewing the Painesville City Charter, I cannot see where this type of compensation is due to an employee that 'resigns', which then begs the question "...was this a resignation?". I believe city council has an obligation to the Painesville taxpayers exactly how the council arrived at these numbers.  Where and how did our city fathers and mothers come to this decision on Mr. Carson's farewell payment?

I sometimes believe this council freely appropriates money from the city general fund to do with as they wish. Our city is guided by a Charter and the perception seems to be that we only go to it when it is convenient for council.

Whether it's an extra $1,400 a month for the Senior Center or increasing the city's obligation to the DPO to now a total of $28,000 - where is the oversight of the monies sent to these independent groups?

Now what I am requesting is all the contracts dealing with Mr. Carson from his starting date in July 2013 to the contract in effect when he resigned from the city. Please include all addendums as well as other payments such as annuities, ongoing education reimbursements, cell phone, vehicle expense, travel, paid professional license/association fees, life insurances or any other compensation negotiated and paid by the city.

The reason for this information is for a deeper understanding on my part of the process by which the city makes these decisions.

Much to-do about nothing last night.

I guess we are going to do with downtown whatever we were going to do?

Fire Chief got council to approve a $2.00 pay raise for part-time firefighters, the department has a high overtime amount.

Water Plant supervisor George Ginnis received an award from the Ohio EPA. Rest assured he will never receive and award for cost estimations? He told council the $10,000,000 project for a new line and crib into Lake Erie will cost $14,900,000 sorry George not even close. You have been I guess around AMP-OHIO to long.

A presentation on Prostrate Cancer was also on the agenda, some really scary numbers.

Shirley Ondersin-Fees was appointed to Civil Service Commission. to replace William Horvath who passed away last month.

Another member of the Civil Service Commission  Derick Conwell a Painesville resident as well as a police officer for another community. Told council when he applied for this position it was a volunteer position and members have sacrificed time for these meetings. Asking for a $50.00 a meeting payment?

Now not only member's of the Civil Service Commission, but also the Zoning and Planning Boards I know some of these people and they  spend more than just the hour at their Thursday night meeting some research is entailed in doing this for the city. I believe if you can give the DPO $28,000 for whatever, we could pay these citizens $50.00 a meeting. They are worth every penny.

Oh, that elephant in the room? What happened to Anthony Carson?  Rest assured I brought up his resignation pay as well as giving everyone on council a freedom of information letter wanting copies of Mr. Carson's contract from July 2013 to the present. The $171,541.91 they just looked at me and said nothing?I will post the letter on the blog. as to what I requested.

In closing council comment's councilman Fodor explained we are in the process of looking for a 'new' city manager. And the city is in capable hands. (note; Doug doesn't want the job)

To his credit councilman Tom Fitzgerald was the only one on council who thanked Mr. Carson for his service to the city.

Acting council-president Lori DiNallo made a somewhat strange closing comment. Telling us the city wants to keep the positive direction the city is headed... And assured department heads and employees they will find a CM who will treat them with dignity? Myself I would just me happy if they did their jobs. More assurance of how the vote went?

Deep from the bowels of the Golden Dome came this insight to me. If you want to know what happened to Carson follow the money on the parking garage demolition?  Well I know it's already over $50,000 bid price?

Other News;

The Planning Commission was asked for approval of (3)  90 foot towers made of wood to be placed  on tree lawns.at E. Erie St. and Parklawn Ln.. another at Williams and Elm St. as well as a third  on Prospect St. near the post office.
These 90 foot telephone poles will be placed on the city tree lawn's? With PUCO authorization? Fine but why three so close together? Who will be served by these communication towers? Will keep you informed on the what and why if I find out. Three towers all in just the northend struck me as strange? Mrs. Shoop pay attention.

As I was doing my part last week for my sacrifice for this country by keeping those employees at McDonald's on the job. I ordered my Big Mac fries and drink and went down to Veterans Park to enjoy my lunch. As I was eating I watched a man taking photographs of our Gazebo. After a few shots he wandered over to me and questioned if I lived here? Most of my life I told him. You have one of the most beautiful town squares and Gazebo around and I'm from out of state. He then asked me its almost impossible to take a photograph of the Gazebo without getting that port-a-potty in the picture?
You have any idea why that was done that way? Look I've been around here for close to 67 years sir,I'm amazed that they didn't put the port-a-potty INSIDE the Gazebo! See that building with the golden-dome they might have an answer. Guess I'll start eating my lunch down at Rec. Park?



Think I will take my own advise to Trump and go 'dark' for a few days maybe get my dignity back?

Six council minutes to be approved with only ONE that resident's could have sat in on. All these Executive Meetings are just convenient ways to hide things from residents, oh, and there's another one tonight?

Special Award  EPA & George Ginnis, Water Department Director

Ordinances 2nd reading Repeal and Enacting Design Review District? Basically making sure we have the proper park benches and year round tree lighting in our Business District.

Ordinance 1st Reading Amending Section 167.09 Relating to Classification And Compensation Plan.
This is to change section 167.09 So we can hire more part-time firefighters, Bringing up the question how many of our firefighters work part-time for other Fire Departments?

More time to be spent on sidewalks as well as Channel 12.
Recommendations on Council Procedures (we could talk about that UNTIL THE NEXT MEETING)

More on the Housing Task Force. Maybe it should be called the Hosing Task Force?

Finance Development -Andy Unetic Maybe he can explain how we give free flowing monies to the Senior Center the failed DPO  along with the 'gifting' our former City Manager. Without any Oversight from the Council as well as the administration? Not as much as a balance sheet! Hey, these are good people... And you are spending OPM. other peoples money!

Oh, I'm seeing a lot of RED ink as both candidates put forth their economic plans. I haven't heard Hillary's yet and be assured I will weigh in on it also.

First with the Donald's

Cut income tax brackets to three from five?

A Now Republicans will always tell you a tax cut stimulates the economy. A major corporate tax cut on both big and small businesses? This for the most part is true. Republicans will always bring up the Kennedy tax cuts in 1961 as well as Reagannomics  of the early 80's.
Only some very important facts have changed  since the 80's.

In the 60's we were still the powerhouse of the world even into the 80's America was the economy to be reckoned with. Plus other economy's have prospered. We now live in a global economy.

Also even more important this country is now what 20  trillion dollars in debt?

Who out there would suggest that Kennedy or Reagan would cut taxes and at the same time borrow money to build up our military? I suppose neither.

Trump continues to talk about his friend who is building factories in Mexico. If corporate tax is lowered to 15% his business will go into hyper drive... in Mexico. See although I believe in capitalism it has one major flaw, It has no conscience, making profit is what it's all about.
I will admit Canada has a 15% corporate tax but there will be no assurances of 4% or more in growth.

Remember in the not so distant pass were  told the economy would collapse if the Bush tax cuts were repealed? What happened?

Years ago the job most Americans wanted were with the big three Chrysler, Ford, GM. GE US Steel, all the fortune 500 companies. Today The #1 employer and profit leader  Walmart pays most of their employee's not even a living wage. That in the end the American taxpayer subsidizes (Earned Income Credit) like Walmart is on the brink.. Never mind that Apple's production along with Nike is offshore. Companies like GE don't even want to do business with American companies.
 I listened to promises of 'clean coal' as well as those miner's going back? No way can coal compete with natural gas. He might as well go to Michigan and promise we will again build Pontiac GTO's. And bring back Mercury and Plymouth to boot.

SOLUTIONS?

Well we are told by Trump that Mexico will pay for the wall? How probably the only way would be through tariffs. Tariffs who do you think will pay for the tariffs? The purchaser, YOU. not the Mexican government. Oh and let's explained on that . Let's say Ford builds a Focus in Mexico and Trump puts a $1,000 tariff on that vehicle. Now GM builds the Chevy Cruise in Lordstown, Ohio pretty much at the same price of say $18,000 now the Focus automatically goes to $19,000 do you think   GM will keep that Cruise at $18,000 no, it will probably go to $18,650 that's called capitalism. Same for everything from cars to air conditioners to vacuum cleaners. If there is a wall you my friends will pay for it.

I've heard about the over 96,000 people that have quit even looking for a job? Well I'm one of them it's called retirement!

End Obamacare and replace it with what  exactly?  Can we get into specifics?

I believe the American people are a little smarter than all this. Yes, no one likes a tax increase of any kind but collecting less money and borrowing more is not the solution.

Oh, and my favorite caveat? The end of the Estate Tax! This is a tax 99.98% of Americans don't pay. But well we all know someone who does, don't we?

Tomorrow we will know what the other plan will cost us?
Something everyone should remember Congress holds the purse string's not any President!

Or this tax plan could be just sarcasm?


Someone out there seems to think President Obama and Sec. of State were co-founder's of ISIS? Along with one Presidential candidate telling us in 2007. to declare victory and get out of there?Look it up  as I have mentioned before President Bush made the firm date for American troops to leave Iraq as well as  he supported  the Iraq leader who disbanded the Iraq Military with nothing but their weapons?  That I guess formed the J.V. team But I guess those facts don't matter?

Many of you by now know of my distain for AMP-OHIO as well as Peabody Energy. I don't believe we have to go over that again, do we?

AMP executives are flocking to abandon ship down in Columbus?. I guess the 'Best of Times' are well over?

Peabody Energy you know the Prairie State people. Well as I have reported here in the past they have filed for bankruptcy. Along with taking a stock price form a $1000 a share to a close of $1.41 yesterday.

It would be interesting to find out how many millions AMP-OHIO and Peabody have cost Painesville? As we were told "we took a gamble!"

BANKRUPT PEABODY SEEKS COURT PERMISSION TO PAY 12 MILLION IN EXECUTUIVE BONUSES

Peabody Energy Corp. is asking a bankruptcy judge to let it pay up to 12 million in bonuses to the coalmining company's top executives.

Peabody president and CEO Glenn Kellow and  FIVE  other executives are in line for the bonuses, which depend upon the company's financial performance  as well as its achievement of safety, environmental and restructuring goals. Six people to divide 12 million dollars over a failed company?!

Peabody, which is asking Judge Barry Schermer to approve the payments saying the bonuses are warranted. in light of the fact that the success of it's restructuring and enhance value at this critical time.

Well back in 2005 Congress amended the bankruptcy code it required executive bonuses generally to be incentive based rather than retention based?

Odd on this filing to the judge we heard nothing about the miner's pensions, or health benefit's, or the massive clean up costs that Peabody will incur ? I guess the miner's are on their own and you and I can clean up the mess? Where we will be left up the creek without a paddle! That maybe Peabody's answer to 'restructuring'

Six people believing they are due 12 million in bonuses? Is near unbelievable, but then again it's Business in America. And a solution .....let's cut their taxes  even more?

See, sometimes real stories are even funnier than made up stories?

Here's a heads up to our Power Plant director Jeff McHugh. Before the phone goes unanswered in Columbus why is Prairie State only operating at 68% so far this year as well as OSHA issued three repeated and four serious safety violation to PSEC? All this while everyone on Painesville  Council sits on their hands, or worse yet have no idea of the situation they are somewhat responsible for?

"OPPORTUNITIES" I pet shop boys

Let's stay on Business for a while it appears it will be front and center this week.

First a short story;

A sad commentary, made worse by being so close to the truth....

A Japanese company (Toyota) and an American company (General Motors) decided to have a canoe race on the Missouri River. Both teams practiced long and hard to reach their peak performance before the race.

On the big day, the Japanese won by a mile.

The Americans very discouraged and depressed, decided to investigate the reason for the crushing defeat. A management team made up of senior management was formed to investigate and recommend appropriate action.

The conclusion was the Japanese had 8 people paddling  and 1 person steering,  while the American team had 7 people steering and 2 people paddling.

Feeling a deeper study was in order, American management hired a consulting company and paid them a large amount of money for a second opinion.

They advised, of course, that too many people were steering the boat, while not enough people were paddling.

Not sure how to utilize that information, but wanting to prevent another loss to the Japanese, the paddling team's structure was totally reorganized to 4 steering supervisors, 2 area steering superintendents and 1 assistant superintendent steering manager.

They also implemented a new performance system that would give the 2 people paddling the boat greater incentive to work harder. It was called the 'Rowing Team Quality First Program' with meetings, dinners and free pens for the paddlers. There was discussion of getting new paddles, canoes and other equipment, extra vacation days for practices, and bonuses. The pension program was trimmed to 'equal the competition' and some of the saving were channeled into morale boosting programs and teamwork posters.

The next year the Japanese won by two miles.

Humiliated, the American management laid off one paddler, halted development of a new canoe, sold all the paddles, and cancelled all capital investments for new equipment. The money saved was distributed to Senior Executives as bonuses.

The next year try as they might, the lone designated paddler was unable to even finish the race (having no paddles), so he was laid off for unacceptable performance, all canoe equipment was sold and next year's racing team was out-sourced to South Korea.

Sadly , the End.

Here's something else to think about: GM has spent the last thirty years moving all it's factories out of the U.S., claiming they can't make money paying American wages.

TOYOTA has spent the last thirty years building more than a dozen plants inside the U.S. The last quarters results:

TOYOTA makes 4 billion in profits while GM racks up 9 billion in losses.

GM is still scratching their heads and collecting bonuses.

That's why You now see  Lexus on our streets and Pontiac's are but a memory!

Well attended the August Painesville City Board of Education meeting Monday evening.
Speak of the dog days of summer?

Let's get to the highlights;

First off our district just doesn't have a very stellar reputation.
This is not due to the excellent Future Business Leaders of America Program run by Miss. Raport and business advisor Pat Brown from Avery-Dennison. To very dedicated people to this program.

Harvey High School finished Nationally in First place in the national FBLA competitive event in Atlanta, Georgia in the field of  Digital Video Production
Sierra Johnson
Brooklyn Jones
Were recipients of this award.

Harvey also placed  ninth-place nationally in;
Emerging Business Issues
Isaac Mendez-Gibson
Ben Pacheco
Katie Rupert

Also Miles Hammod was recognized for finishing in the top ten two years in a row. (hope I heard that name right)

I realizes National FBLA awards are not as sexy as a State Championship in a major sport. But take it from me a father who had a daughter participate in FBLA it has served her well out in the real world.

More good News!

Lake Erie College for the first year and for future years will be awarding a $4000.00 scholarship to a Harvey student. This will be a four year scholarship they will receive $4000.00  for all; four years.
It appears LEC is reaching out to Painesville will Painesville reciprocate?
Senior Chris Parcel was the first Harvey student to receive this award.

This plus the usual business.

I see where a second grade elementary teacher will now teach Spanish at Harvey? Very diverse teachers?

It was point out that for most students the first person they come in contact from the school district is a bus driver. Come on Hal put a big smile on your face and welcome all your rider's to their school day. EVERYDAY !

Now as I mentioned  the SRO for Heritage was on the July agenda and we were told there were questions. It will be on the August agenda. Well it wasn't and I asked why? Seems the turmoil at city hall has caused the contract not to be finalized yet. I was assured the Chief Powalie and Mr. Haffa had worked out the issues as I was assured an SRO will be at Heritage on the opening of the school year.

My open Letter to Former City Manager
Anthony Carson

Dear Mr. Carson,

I hope this letter finds you in good health and positive thoughts.

I am composing this letter as for you to understand what many in Painesville believe.

Your arrival in Painesville appeared to be a fresh start for our community. The old regime had grown stale along with some terrible decisions. What happened to you last week should have come as no big surprise. A city government where the council gives direction to the city manager who then proceeds to implement their desires. Well sir that's not the way it works in the Ville' council had become so used to turning the reigns over to a few including the former city manager that now they no longer know the purpose that they are to serve. It has become a council that directs citizen problems to the administration along as a decision to be no more  than community cruise director's with many having their own pet organizations to fund  or protect with their perks. Whether it be the Senior Center, DPO or even protection of department heads that are friends. You might have not been aware of all this?

That said maybe you should have done your homework better when you applied to this position?

A community who's leaders somehow 'Lost' a hospital.
A community that an administration approved and council agreed to very devastating electric contracts and other r ventures.
A community where services such as street repair that have become non-existent
A community who's newest resident's better part were in Painesville illegally.
A community where the median income was constantly getting lower.
A community without a real business district.
A community with a low scoring school system that doesn't attract new quality residents.
A community where some council members are excused way to often.

The problems with the Senior Center as well as Downtown were here  well before you arrived
The staff you inherited? Some very good some incompetent. They at least should follow directions.

You did make some obvious headway in your short time.
Flooding issues became more than taking points. A waste program that was affordable. A cemetery we can be now be proud of.

Sorry it didn't work out. Rumors abound on the reason of your leaving some even suggest criminal activity? If this was true I believe council should act accordingly?
As this is Painesville everyone is looking out for their own skin.

Good luck a community that is looking for leadership will find you.

Again thank you for all the responses you have given me.   may not have always agreed but in you decisions but they were always for the betterment of Painesville

As promised, I have sent all seven council members, our acting city manager as well as our law director this email.

Carson Contract

First Doug, let me congratulate you on being named interim city manager.

Would you please send me Mr. Carson's last contract- including the
compensation/severance he received upon his resignation last week. I believe it is the administration's obligation to the citizens of this city to proactively inform them. We should see transparency in this matter.

I believe is his short time as our city manager, he made strides to put Painesville on a better path. I also understand that personalities clash.

Rest assured that I am not asking for any explanation for this decision, only how much the decision will cost us. I for I , don't believe his resignation came without a price.

Please inform me if there is a problem with this request.

So what does the City Charter say?

TENURE

The city manager serves at the will of council. In the event of his removal by council he shall receive three (3) months notice. If he is suspended from duty of subsequence to be given such notice. He shall neither less receive his compensation for three (3) month period.

Don't try to find this in our city charter it was somehow amended in 2013. All that it reads now is that city manager serves at the will of council. 

Little matter nothing about a resignation? So can people assume if you resign you don't even get a kiss good-by?

On another matter;

At the July 25,2016 Town Hall a resident complained about her home being robbed three times and was receiving no calls from the administration or the police about some issues about the break-ins. At that time Councilman DeLeone and Councilwoman Shoop along with then assistant city manager Doug Lewis made the statement someone will be in touch tomorrow. Well as of August 2, 2016 nothing. The resident texted me. I said I will do my best to remind people. Called councilman DeLeone Tuesday around Five,. He left me a voicemail claiming it would be taken care of. O.K. as of 4:05 PM this resident has heard nothing? There seems to be a failure to communicate?



First time in my life to witness a presidential candidate go after a Gold Star Mother, Claim he had a "relationship" with a world leader, he has never even spoken to? Believers his opponents are fire marshal's in different cities. This after being rescued from a stuck elevator by the same fire department.  Another military mother is booed at a Pence rally. The claim that the NFL sent him a letter about debate dates that the NFL denies. And in the end believes the election in November is "rigged" Somehow I view this all as a gift to Democrat's from God. If they would have put Bush, Rubio, Kasich just about anyone else they would be 25 points ahead in the race! I believe more and more Republican office holder's abandoning this ship.
