"PAINESVILLE OVERSIGHT COMMITTEE"

THERE WILL BE A MEETING ON THURSDAY 05/19/11 AT CITY HALL WITH PEOPLE INTERESTED IN THE
HAYER DR. FLOOD GROUP
IT WILL BE A NEIGHBORHOOD MEETING REGARDING RESENT FLOODING AND SEWER BACK-UP.

Presently the flat fee.......... 18%
by volume usage................. 82%
I wonder if the council and/or the administration are paying attention
^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^Tuesday POC meeting at Chester's brought out a few new people.

It was announced that Richard Tibbits has decided to run for Painesville's Ward III council seat. Best of luck to Richard in the challenges ahead. I'nm sure he will run an interesting and Pro Painesville campaign.

Abby Miller also attended; it was refreshing to see young people such as herself and Katie [Howlett] Jenkins believing in the future of Painesville.

No one came up with a formula on how to raise revenue for the water system, although the flat $10.00 fee was rejected by all. It was mentioned in the paper by our finance director the "easiest" way was the flat fee. It was decided we didn't want the easiest way but the best, honest and fairest to all city users.

I believe we will formally ask the administration to move the council meetings to the Hanlon Media Center at Harvey. Council meetings are taking over two hours and, although the front table has comfortable chairs, residents are expected to sit on hard benches. The Hanlon Center would make it a comfortable setting for everyone.
Plus the sound and video quality in the courtroom is... well... plain terrible. The council meeting should also be shown "live", along with being shown on channel 12 during the next couple of weeks following the meeting. It might also make the picture and sound quality better on the city's council site.
Two residents want council to rethink putting the visitors comments back to the front of the meeting. I also have noticed residents that want to speak to council not having the opportunity because of other family or personal reasons. They really never know at what time they will be given the chance to speak. I believe it would be in council's best interests to listen and seriously consider these actions.

Painesville residents and administration should check out the News-Herald 05/18/11 where a story on how citizens are proactive in Willoughby Hills concerning a strategic planning process.

I agree - it was refreshing to have Abby there with me! I'm working on getting more people our age involved.

That sounds fine - but the meeting either starts at 6, or 7. We have to commit to a time, and actually start AT that time. I vote for 6:00 pm.

I believe it is time to elect officers. That way a contact number or email address could be provided for questions or suggestions. Right now, the credibility is limited to what is said here and the few that show up to your meetings. As you said, there are those who can't make your meetings for whatever reason.

11:01 Yes I do. Mr. Tibbets has a real financial investment in Painesville, and I believe whats good for Painesville will also be good for him. Presently it seems Ward III has an absentee councilman. What's wrong with having a landlord on council in the first place?

Tibbets will have a conflict of interest if he is elected. Painesville's 10 year Comprehensive plan clearly states that we have as a goal to reduce rental units in the city.

As a president of the landlords association (NOAA?) and his own personal opinions he has been heard to state that he thinks we should have more apartments in this city!!!

5:50 I have never heard him mention Painesville needed more apartments only that the ones we have should be well managed. Look at the present downtown master plan does it also include more apartments, The 10 year plan? Please explain Cobblestone? Here's the deal instead of you critizing him in this blog. go ask him. I am sure he can answer any question you may have. Then ask the present concilman of Ward III.
Conflict? Does Paul Hach have a conflict? Did Robert Fountain have a conflict? Did Abbey DeLamotte have a conflict? Did Joe Hada have a conflict when his wife was on the school board?
4:36 Just about any ticket would be a dream considering the nightmare we presently have.

I support the flat fee - not the $10 per meter no matter what - but the flat fee alternatives based on either usage or meter size. The % increase was done in 2007(?) and was clearly ineffective. There needs to be a flat fee. And since the flat fee will supercede the previous 4% increase, it'll be barely noticeable on most bills.

I think that people need to have an open mind and hear Andy Unetic out with the 6 new scenarios he's created. No one will be happy about having to pay more, but there's got to be something we can live with....because we can't live WITHOUT water.

Yes, first they said that they underestimated a LITTLE. Next thing you know, they want to leave that previous increase in place and put on additional money to raise MILLIONS MORE. I don't get it, and I'm not buying it. If it wasn't for people in this city being in dire straits and/or potential dire straits because of bad/small water lines, I would say put this off until we hopefully have new people in office at the end of the year. So grateful that the POC is watching over this.

Here we go again Term. Here is the deal for you, just because you don't agree with me doesn't mean I am wrong and you are right. I don't need to go ask him, I know him and I have heard him say he wants more apartments.

Tibbets would love to have more apartments, extended housing, etc. because it is how he makes his living. This city does not need any more of either.

Instead of challenging me, he is the candidate, lets hear him post on here with his name that he agrees with reducing rentals in the city. If he makes that post I will drop it and never say another word about him again.

Here we don't go again. I never said you were wrong only that I have never heard him mention it. Ask him. I don't want to put words in anyone mouth. My question to you is should Painesville leave empty or forclosed homes off the market, to only be sold to people who will make it their residence? Seem you would have legal problems? You should be asking the people in charge why through actions taken or not taken this is the direction of the community?
Many people are becoming landlords because that can't come close to getting the value of their property if they sold it. Why?
I guess they would rather rent out property then get a good selling price for it?

City Hall got an earful from Hayer Dr. residents. Claiming they will collect "data" on the situation? We were told Michaels St. could be causing some of the problem as well as telling us our homes should never been built the way whey we.
Tiber Creek is now becoming the Mississippi River of Painesville.
Seems as if the city fathers are in a perfect storm with zero answer. The wheels seem to be coming off everywhere.

Just a note about a story on the front page of todays News-Herald. Feds sue Rick Osborne and the City of Willoughby.
This is the same developer that is presently planning to build Windmill Estates. Council and the administration should take notice and make sure Painesville doesn't become a party of a lawsuit. Mr. Osborne claims the lawsuit was brought on by the EPA that "acts like Nazi's and bullies." Don't even want to debate his argument if they come after Painesville it will just cost us money we don't have. I wonder if Mr. Osborne would sign an agreement accepting all legal costs the city might face?

Our paper? Not a mention of an accident last Friday onm Elm St. that involved 9 Hispanic youths. One was lifeflighted to Metro. 7 ran from their friend and the driver tried to crawl away, Seems someone in Painesville put a clamp on this story.

I believe The News-Herald goes along with the city, and has for years, as far as which stories to squelch. Not surprised the 7 Hispanic youths incident did not make the paper.

On a similar note: I was at the Richmond Convenience store the other night. Came out and a van was parked so close to my car that my mirror had only about an inch clearance. There was 3/4 of the parking lot open that they could have parked in, but chose that. It was so close, I could not see if there was damage to my car where they got out of theirs. As I was looking, a young Hispanic girl came out. She turned sideways and was going to try to get back in the van. I told her to wait until I pulled out. Had a hard time it was so close. After I got home, I thought that that girl probably did not even have a license, and I thought that I probably should have called the police before she did something worse. Their parents are all driving without licenses, so why wouldn't they? No respect for our laws at all.

Seeing 5:06's comment made me realize that I would love to see the POC demand that the City ENFORCE existing ordinances - like the one about muzzling pits - it's scary to me when I see KIDS walking these dogs who have no idea that they are likely to be dog-aggressive and wouldn't have a hope in heck of controlling them if anything happened. Don't get me wrong, I love pits, but in the hands of ignorant people they CAN be dangerous and the ordinance should be enforced. Also, let's have occupancy laws, and the ordinance against parking cars all over the front lawn, and noise and nuisance ordinances, ENFORCED. Painesville has the potential to be a really nice place to live, but right now it's too full of low-class people of all kinds who have no clue how to behave like civilized human beings and good neighbors, and they need to either be educated as to how to act, or run out of town!

I often think that my North End neighborhood would be lovely if not for at least half of the people living here, who just don't know how to live like civilized people. They ruin things for the rest of us.

To post 1;03 This is interesting, the council cannot repair the rusty water line on ELM ST. However the council can spend 286,743.00 cash on a property valued at 195,000. GOOD THINKING FINANACE COMMITTEE. TIME FOR REGULAR MEETING,S. Don,t you think ????????????. Finance committee member,s Robert Fountain, Paul Hach,James Fodor, all presently on city council.

Myself and NOAA(Northern Ohio Apartment Association)have worked in in cooperation with the city and police dept.to input crime free housing.Many unwelcome tennants have left our town because of those efforts.Am I in favor of more rentals in Painesville? Of course not but I don't control the economy,foreclosure rates,free enterprise or other factors.Am I in favorof providing good,safe,clean and well run properties? Of course I am.This subject is too large and complex to discuss here;in this format.My office is located at 8 west south st. I will be more than happy to discuss this issue or others with you.

If I remember correctly Mr. Tibbits was appointed to the housing task force by council-president Hada. Mr. hada wouldn't appoint a property owner to this without knowing him to be a responsible landlord. Also Richard was appointed to a citzens group to help save Lake East Hospitial by city manager Rita McMahon.
I believe he is more than qualified to represent Ward III.

To 2:42.....Just because Mr Tibbits might be on the same side of the fence with the administration from time to time does not mean that he is (or would be) their lackey if elected. Even the present administration gets lucky once in a while and does something right. When Term compliments the city on a job well-done, does that mean he's joined the dark side too? Maybe they actually picked the right guy for the job for once.
