"CITY COUNCIL MEETING JULY 20,2009

City Council Meeting this Monday night. some interesting subjects to come up.
Mentor Ave. Historical District, also a public hearing at 8:00p.m.
Repealing Ordinance pertaining to City Directors living in the City.
3rd reading on Zaremba Inc. as site developer for the Hospital site.
LEEDS vote on that construction project.
And finally the Golden Dome is leaking again and we need $50,000.00 to fix it.

City Council Meeting lasted three hours Monday night a real marathon. Will give highlights later only to say it was very interesting. One gentleman who owns the Steele Mansion statement was "The city manager wants to bulldoze the mansion, and have me do jail time."
I can't even tell you if the city will apply for the Clean Ohio Fund Grant to tear down the hospital, [it passed] but the LEED part didn't?
You could cut the tension in that room with a knife.
The Mentor Ave. Hisrorical District passed. These residents have the citys future in mind.
The ordinance repealing City Directors living in the city passed. This ordinace hasn't been enforced anyway.
We're going to also fix the dome.
The hospital site passed, but they going to have to have a special meeting for the LEED aggrement, it would be like buying a pair of shoes without getting the laces.
Off hand I believe alot of people have lost faith in the judgement of the administration on this proposed hospital site. Why Zaremba, where were other options. Something I noticed when Mr. Volpe of City Architecture made his presentation to at the shareholders meeting about redeveloping downtown Mr. Echart was in attendence when Mr. Zaremba made his presentatation to council Mr. Echart was in attendence. Did Mr. Echart put Mr. Zaremba with Mr. Volpe and a deal was struck? Nothing illegal but did the city leaders get any other developers ideas, were any other developers informed? This is an estimated 18 million dollar project are we being rushed to maybe do the wrong thing?
I asked Joe Hada for his reasons for voting for this project and he gave them at the meeting. Andy Flock gave his reason for being against the project. That said, I respect both of these gentlemens opinions. Then we have Hal Werner who just wants it both ways, if the project is successful he want to take credit for it, and if not he want to be able to say I was against it. You could almost see him trying to calculate votes for his reelection. Simply job Hal yes or no.

Council meetings lasted that long because in July, and August they only have one meeting in each of the two months. This happens every year.

Whack job or not,I guess he owns the mansion. He made that statement in an open city council meeting in front of about 40 people. Law Director Gurley stated he did ask the Judge for jail time for violating city ordances. You just can't make stuff like this up!

I can't speak for Mr. Flock but he asked which level of LEEDS was the city asking for, There are four different levels, why not pick one?
All four have different costs. Two years down the line the city manager will say "You voted for it" What did he vote for?
Remember its not what your told. Its what your not told.
I was at the meeting and I feel some people were not informed about the project,and the city should have more than ONE option.

Hal is in way over his head. He wa'd blow a little smoke his way. All he wants isn to lead but has no confidence in his judgement. Plus he acts like hes the only one with the proper judgement. If I was someone who ran council I'd blow a little smoke his way all he wants is to feel important.People see through the charde just as Term did. My better half calls him the Great Pontificator.

I cannot for the life of me figure out why the city wants to help the hospital out? First they leave taking there employees and most important their emergency room, and Painesville City is in the process of securing 2 million dollars for them?

The city is not helping the Hospital, we are helping ourselves! If that building does not get torn down the hospital is within their right to put a fence around it, put up a For Sale sign and leave it sit empty forever. If we get the 2 million grant to tear it down they will sign over the property to us for redevelopment.

Mrs. Becks believes that the downtown area should be reserved for government and commercial retail. I don't believe she thinks housing in the downtown area will work. she wants retail. She explained Painesville has built alot of homes in the last 10 years now its time to have a place for them to shop. Thats her belief.
To those who are embarrassed for listening to any councilperson. What seems really embarrassing is watching 2 or 3 not ever question or reject any proposal from the administration. If they were so well informed why didn't any of them ask which level of the LEED program Painesville was signing up for? Are they that well informed or lazy. Did anyone read any of the contracts? How could you be satisfied with only ONE proposal? Because in 2 or 3 years if it doesn't work out the city manager will rool out the phrase "Well council approved it" how many times have we heard that?

I went to one shareholders meeting it seemed alot of people wanted to build Disneyland, some people were not very realistic. Even after that one meeting I sensed the "fix" was in. Then watching the council meeting Tuesday night I watch a lady that was Vice-President of Lake Erie College stated she was on te final steering committee and thought the Zarumba proposal was the way to go. My problem was that she also said she just moved to Painesville from Kansas in December of 2007? Tell me how well could this person know what will work in Painesville, and who put her on the final committee?

In the paper Mr. Werner said this project was a gamble? Why are you voting on a gamble Mr. Werner? At least some of the others voted for or against and believed in their vote. You voted for your own self interest. Enjoy your last two years sir, I won't be fooled again.
The name of that project should be Hal Werner's Casino Royale.

My question to the city manager would be if the Steele Mansion isn't repaired whats her plan? She may have out smarted herself now that that area is an historical distric I don't think that building can be torn down? I never sent you an email, my staff might have???? If all of you take the time you take on this community blog to express yourself, than you should take the same time to go to council meetings to hear the real facts and express yourself. Do you call your council members and tell them what you think and or what you want to happen to Painesville. All of these comments on the blog, must be from people who moved to Painesville and not the people who were born and raised in Painesville. Where do you go shopping, not in your own back yard. When money is spent here, than money can stimulate the local economy with retail and not only houses. Where are you spending your money? When do the lights go out in downtown Painesville and where is the acion at???? A new home alone can not do that. Do you even know your neighbors?

Term and the rest of you, your dislike of Rita has blinded you to what could happen with that Hospital site. Do you think Lake Health will even hesitate for one minute to leave it empty for years until a buyer is found? They are a non profit, all they have to do is raise everyones rates a dollar or two to cover the cost and forget about it. Bye Bye Painesville.

It is not a dislike of the city manager, Its we must use this 8 acres to the best use for the city of Painesville. Just the thought that they didn't even check all avenues of development should concern you. The one fault the the city manager seems to have is always taking the easy way.
A Mr. Robinson who represented Lake Health at a town hall meeting was asked if the city who not receive the grant what would the hospital do? He answered they would demolish the hospital with their own funds. The question you bring up about leaving it empty isn't in their plans. The land that this hospital sits on has never paid property tax, Lake Hospital Systems has never payed a penny of corporation tax, never payed a shareholder who had to pay income tax on their profit, now comes and asks the taxpayers of Ohio for Two Million Dollars to tear down one of their building.Let them do it themselves, they left Painesville, we didn't leave them. At the same time they are going to spend Four Million Dollars on Emergency Rooms in Madison. Some of you do not even realize the impact this will have on downtown.
Also if this is such a great idea why didn't the haspital find someone to redevelop that land?

Why are you trying to make it personal? A blind person should see his point. One option, one developer, tell us, do you honestly believe the city manager dd her homework for this project?
She made it a take it or leave it proposal. Why ignore the master plan of 2006? I agree with an earlier post the "FIX" was in.
What happens if the developer comes back and says apartments at that site will be the best use of that area?

I think you are mentally handicapped. You can't pick. It is determined later after an analysis of the property. You have to approve the leeds agreement to get the ball rolling and get a level assessed. That was explained. I was able to understand that from watching the meeting. Did you leave for a while? Council people I'm sure were well informed enough to know this and after the meeting you should be too. How can you criticize the city for something, go to the meeting, get it explained, and then pretend you never heard it and criticize them more?
But yes the criticism of arlene is warranted. She is incoherent. I would expect more of you however. You should be able to retain the information you receive. Instead you ignore it and mislead the readers here. Is this how you are going to run Murphy's campaign? On false info?

I was wrong I checked with Mr. Flock and he said the reason he voted No was he needed the time to read the contract that he waited over five days to receive, you read contracts before you sign them,don't you? Even mentally handicapped people should have that done, its not like the city manager has ever told him something that didn't check out.
WHAT! Just be thankful the city is doing something with it. I don't want them to do something, I want them to do the right thing. Part of the problem in Painesville is we just do something just to say we did something. We have to be right on this project and I believe we have not seen the best plan.
Arlene voted No again I was not there but I heard it got a little heated between her and the Council President. I for one do not understand why Mr. Hada always questions someone judgement when they do not vote with him, let it go it passed you gave the impression to a few people you were gradstanding, and trying to belittle her.

Mr. Hada has no business questioning another coucilmens vote period. He wants everyone to vote the same so it provides him cover in the future when he reports "We all voted for his" or the city manager can say "You all approved my recommendation." Its bad enough you have three stooges who never question him, he wants three more. Well if you live in ward 3 you could have seen your councilman and maybe asked him a question he seems to have a bad habit of not returning calls. At least he was forced to go to a meeting.

I can't buy into Flocks excuse. He was elected to do a job, he wanted the job. He got the contract on Friday and by Monday night still wasn't able to read it? Maybe he just isn't qualified for that job.

Let's start being honest, our council has become a circus with Flock, Becks, and sometimes Werner against Hada, Delamotte, Hach and Fountain not contributing a whole lot now.

No one has a crystal ball and can say what will be right or wrong 20 years from now but I get the impression the ill blood between the two groups is very soon going to cause harm to this city.

At this point I don't care who is right or wrong they all need to either grow up and act like adults or get replaced.

Any competent council person should be able to explain their vote. Flock did explain and I understand that. How he alone failed to read it, I have no idea, but he gave a very good reason for not voting. Now a no vote is different, did he abstain or vote no?
Arlene should have been able to explain, the people of painesville should be able to hear why she votes one way or another so they know whether to vote for her. If she said I vote depending on if this coin comes up heads or tails, I would not vote for her in the future.

Arlene explained at the meeting she didn't believe housing was the right proposal for that area, and she wants more retail in the city. If you disagree explain it to her.
What part of her statement didn't Mr. Hada hear? She thinks the idea stinks! I for one like her honesty.The silence from the other end of that table is what you should be questioning, I asked and three people ignored my question.

6:45A.M. I think you have the right idea, some of the people up there have been there forever with little results, and some are just lazy and useless. Get rid of them ALL! Starting in November we can have three new ones and in two years replace the other four.

If people can't see how members of council treat each other they must be blind. Mr. Hada uses intimadation to force the others to vote his way, His way or the highway, if he could show me all his successes in the last 25 years I might buy it.
As a former city employee Rita McMahon was hired by Mr. Clair while he was still city manager there was no outside search for a new city manager. The classless bunch didn't even tell him he was fired in person, they phoned him. What a bunch of jerks.

again i'll say, if you don't like th present council, DO SOMETHING, about it this fall and VOTE. every vote counts. hada and rita have been there long enough. lets put some fresh new ideas into the mix. if you watch channel 12 or go to the meetings, and watch how the arguring and snaping of the fellow council members go on, it is totally absurb! and it is no way for the leaders of our city to conduct business. SO,FELLOW CITIZENS, VOTE, VOTE, VOTE. and vote for a change for the future. a concerned citizen

Have gone thru the trouble of looking into Zaremba properties, at Mondays meeting we heard about his wonderful "River Walk" development on the Black River,well I went on the Zaremba web site. Well its there with a little red block that I quote, "0% DOWN RENT TO OWN" Is tis what he has plans for in Painesville? Will someone in the administration explain it? Does anyone look into anything?

Anyone who doesnt believe they will send a person to jail for a code violation should just check the case www.pmcourt.com, case search for herron, timothy - they gave him a 300 day jail sentence for the Steele Mansion, which hardly helps the work happen!

Yes, the city had to pay for sending me to jail, taking me to court over 8 times, and the cost of my appeal that overturned most of their decision. Now the city has to pay for my attorney too, for their recent attacks on me.
Hopefully the city will have to pay for the illegal actions of Rita Mcmahon, Noelle, and Ed cox.
