Well hardly for me to come to the defense of council although I do have a question.

Lets start with the City Charter this is Painesville's Constitution.

Section 12 Council Not Administrative

Neither council nor any of its members shall initiate or request the appointment of any person to, or removal from office by the City Manager or by any of his subordinates, nor in any manner take part in the appointment or removal of employees under the Department or Division Heads.
Council shall approve the appointment or removal of any Department or Division Head by the City Manager.

Except for the purpose of inquiry, the Council and it's members shall deal  with the administrative service solely through the City Manager and neither Council nor any member there of shall give orders to any subordinates of the City Manager either publicly or privately.

Just to be clear

Section 3 Council Shall Have The Power

Appoint and remove the City Manager

Appoint and remove the Clerk of Council

A correction it was pointed out to me that council also appoints citizens to the Civil Service Board, the Planning Board as well as the Zoning Commission. These positions are non-paying positions in the city. Didn't mention about removing them?


That's it no other soul can they appoint or remove PERIOD!

Now my question .

Let's get back to Monday evening Executive Session   reason for the meeting.


EXECUTIVE SESSION IMMEDIATLY FOLLOWING THE REGULAR COUNCIL MEETING. IN ACCORDANCE WITH ARTICLE 2, SECTION 6 ITEM 1: TO CONSIDER THE APPOINTMENT, EMPLOYEMENT, DISSMISSAL, DISIPLINE, PROMOTION DEMOTION OR COMPENSATION OF AN EMPLOYEE OR OFFICIAL OF THE CITY

So am I to understand by what I have read in the Charter your meeting must have been about Tara Diehl or Tony Carson?

If not you should have been in a work session. OR we have new rule makers on Council My reasoning is the announcement made Tuesday around 3:00 PM ?

Is my understanding cm goes through the hiring process for an employee then presents to council for their approval. My guess is the cm threw a tony-tantrum and may have threatened someone or something (to stay)and got his way AGAIN. This guy has little man syndrome with a touch that ruins everything he touches. So please explain why 2 'positions' were dummied down for 2 secretaries? Perhaps to move Ms White out so Ms LaPuma could jump in? Council you have no backbone and I can only hope all voters remove you from office.

Here's hoping they got Michelle and traded away mr carson for her. Maybe that's what went on. BTW since you are such buds with the man maybe you could put out a copy of his evaluation that has to go to council too correct. Just to see if he really does a better job than the past one and walks on water like you think!

Wasn't much left for him to ruin. Ask him why I haven't a clue.

11:57 Honestly the man only says hello and good-by to me. How and why would I be privy to his evaluation? This man could stay home sleeping and cause less problems for the city than the former city manager.
A hint to council before any thoughts of removing Mr. Carson you had better be assured your replacing him with someone better.

The whole point of the post was since watching council for over 10 years never have I seen so many Executive Sessions.
Now with Mr. DeLeone our esteem assistant district attorney serving on council I would have to believe with his knowledge of law he would direct council of what they can and can't discuss in Executive Meetings.
So Tony and Tara must be getting a lot of scrutiny lately?

5:30 Yes I've heard bits and pieces. All I will say is you damn better have proof! You can't go around with these accusations. Also remember what goes around comes around.
I am disappointed that it seems the rumors started with a couple of women. If anyone should no better.
Show proof or just please shut-up.

You need to work on your reading comprehension skills. They can meet in executive session to discuss any employee for the reasons listed. Where does it say they can only talk about the CM or clerk...it doesn't.

How anyone believes what you say is beyond me. You can't even get something this simple correct.

Well I guess you can do all the talking you want but if your position puts you in no position to do anything about it what's comprehension skills are they using?

Seems council would be correct in wasting time?

This is 8:51 pm. My comment was in response to Anonymous 11:57 am who stated all of council should be voted out for not having a backbone, to which I asked if the vote was unanimous. I did some checking and discovered Flock, Fodor, DeLeone, Fitzgerald and Hach all voted in favor of promoting a non-qualified person to the rec position. Just for the record, Dinallo and Jenkins voted against hiring Michelle, therefore proving the two women on council DO have a backbone. Nothing against Michelle, but her rise to this position is more than a little curious.

5:53 sure sounds like a member of Council, doesn't he/she?

To 5:53, if you are on the "inside" try and remember how you got there. If you think it is funny or clever to hold secret meetings that involve my tax dollars, you better hope we never find out who you are. If we do, you won't be in that position very long.
If you are not on Council, then it would appear as though you are just another "term-hater". IOW, a toothless key-board cowboy.

If you don't like your tax dollars secretly spent, you may ask the why the department personnel have to provide lunch at the monthly staff meetings. This is Mr Carsons doings. How much is being spent every month for these people to eat and have a quick meeting? I don't think they should be spending monies the city budgets don't have to be feeding themselves. We're not talking MCDonald dollar menu for 15-20 people either.

It appears you suggest the city pays the freight?

Any idea of the cost of this little lunch?

I will inform council to look into this? HA, Ha like they would even care. Probably want in on the meeting for the free feed? Where's that guy with the badge?

Odd the administration doesn't have WM or some other provider to pick-up the tab?

Again the city runs a little show and the only part residents play are as props. AND to pay for this charade.

Who's idea was this lunch program? I'd like to know who came up with the idea, why he did and how is it all being paid for? Where are they eating these at? Are they patronizing all Painesville restaurants? Show us some proof and receipts.

I wonder why a person who can write grants, get sponsorships, plan and execute special events and programs, sell graves, won awards for preserving Painesville History, is on their way to earn a Masters in Public Administration with many, many, years of experience didn't get the job. Or a person that has a horticulture certification, operates parks and cemeteries, runs special events, maintains buildings etc. no I am neither one, Just wondering

I wonder about classifications and how they are tied to a grade level classification of a city employee's salary?
First somewhere I the past a pay grade must have been tied to the qualification of a employee. So in my thinking if you can arbitrarily change the qualification of a job requirement why doesn't the pay grade level change? Seems qualification and pay must have at one time have been something in common.
But as we have recently learned qualifications have been kicked to the curb and been replaced by just plain promoted to a position. I would love to know how that happened and is it responsible action?
Guess council will find us the answer?

Back paddling against poor Michelle now? You defended her and the actions taken to guarantee her position, now you ask questions and want answers? As for the lunch money. If you can go to a school and get reports like you got, you should be able to drive to city hall to get your answers and maybe copies of past receipts from all the departments spending?

I believe 3:59 has a point. Qualified candidates are rejected from opporutinity to serve the city. It seems the city manager wants to surround himself with individuals that are beholden to him for their financial security. It's probably easier and more efficient to manage that way when compaired to artiface and intimidation.

I guess you make a good point. Plus it's probably better to operate in an environment of not having to look behind your back all the time? Caesar beware the ides of March? Hell even Eisenhower demoted Patten mainly because he wouldn't listen?

Problem is there is nothing to listen to. What is actually accomplished at meetings? Lunch! Does he lead the meeting? Does Mr. Carson give direction? Is he clear and concise in what he wants? And to the correct people? Does he avoid answering his employees questions or does he assume his employees are mind readers and when something isn't done to his liking does he fire them on the spot?
The answer is the last line. How and why this lame guy was chosen leaves many questions. Were the other choices so poor to pick from? They should have left the assistant in place. Matter of fact, with all the insubordination and kickbacks I can't understand why council doesn't save us big bucks by letting him go and put the assistant CM back in charge. Instead of losing money council would be better ahead.

Look all I can say about the assistant city manager is if he was overlooked the fist time what make you believe he even wants the job this time?
Was there something about his time serving Conneaut CM? that spooked council/ did he not get a favorable recommendation from the former CM? I don't know.
Look so your saying the Bride didn't work out but now that bridesmaid starting to look good?
IOf council has the votes?

The assistant city manager is one of the biggest problems in this city. He just hides behind "only doing what he is told" but then proceeds to alienate everyone around him. Remember he is the one directly in charge of the building department that everyone hates. He is also in charge of Economic development...How has that worked out?

Funny, all this hate going around. Lots of people being reprimanded, placed on suspension and fired by Carson. Yet the one person that most everyone has problems with, Noel still has a job. SO, just how bad is she really? Wait, she is a female and he only goes after the male employees huh? Somethings not right here.
