As council adjourned from regular meeting into Executive Session, one voice in the process was heard to say 'No' and at the time I believed Councilman Flock only wanted to go home early?
Seems he must have known what was coming and wanted no part of it for the reason's mentioned in the city charter.
First as mentioned in an earlier post the comment was made that council ladies Jenkins and DiNallo opposed city manager's appointment of the new parks and recreation director.
Just let's say that maybe by city council if the vote was 7-0 opposed the new director she would still be the new director. I guess that Executive Meeting was just a waste of time?
I can understand why they would question the appointment but not the purpose of the meeting?
Let's bring your concerns into the public? But it's a well known fact that Council Lady DiNallo doesn't want to expose our city's dirty laundry.
As a council past council's gave all the power to the city manager to hire and fire whoever they want, along with putting the city manager in charge of contracts and now you want to discuss the results?
Now Katie and Lori believe it or not, you have the power to change city charter you just need more council votes to do it.. This change could delegate more duty to council ( which it seems council really doesn't want) Also I assumed Council person Jenkins was going to get council involved in the refuse contract and I believe that idea has fallen by the wayside. WHY! The gifting to the city by Waste Management maybe?
Everything you did Monday night could have been done at the regular meeting. Be brave question your concerns in a public forum. Now I understand Flock's NO vote.
Some of you might have caught the article in Saturdays News-Herald 09/26/15 with concerns to OhioCheckbook.com Eastlake is the first city in Lake County to adopt this program as well as Mentor Public Schools the first school system..
Ohio Treasurer Josh Mandel initiated the program to make state spending more transparent.
It's past time for both Painesville City, as well as Painesville Board of Education to not pushback on any proposal to do this with Painesville's finances. I guess we could learn how much a police cruiser costs Painesville compared to other cities and we will learn what fake sidewalks cost us. As far as the schools we could learn a lot about " it's for the kids!"
Many will state it's in our budget but as we learn changes can and are made. constantly. The city likes to brag about their finances and award's. O.K. lets see the books.
If theirs anything lacking in the Ville' it's transparency!
After the Pope's visit I wonder how many Parish Priests will feel uncomfortable cruising in their Cadillac's, Buick's, BMW, whatever. Will we see more Chevy Cruze's, Ford Focus's and Dodge Dart's? Hah, the power of a Fiat 500. You can't buy advertisement like that !

Heard councilwoman Dinallo mention the diversity of our electric contracts.
Yes we have diversity but presently it's all costing Painesville more then it should.
She's another one as you say carry's the water for poor city service departments. look at your electric bill lately lady?
She should review her facts numbers don't lie.
It would seem to be time that the current Council take back powers that past Councils have given away.
To the members of Council, YOU were elected by us to represent us. The CM is selected by you. He/She has zero responsibility to us, the voters. You would be well advised to remember that.
On a different note, job requirements are established for a reason. To allow someone to change them to fit a particular agenda or candidate is plain and simply WRONG.

Wait. you didn't have a problem with cm dummying down both positions, if I understood you correctly you said it was none of councils concern the CM holds the power. Now you're gonna back paddle? Like there were enough qualified city rec people already to step in where they should have been. Again, how does being a bookkeeper for a landscaping business that is now defunct qualify you for the job? This is the second time CM has watered the qualifications down for women. What is going on and again, council what are you doing here?
a little off topic are the current council candidates going to have an open Q & A session for the general public at Flocks nest town hall meeting or anywhere else?
Public Lands and Recreation Director. My Goodness, stop quibbling and get some real answers. A public records request for your answers. Remember, if something is written in any form, it is a public record. Ask for the list of applicants, resumes presented, you can even ask for the interview questions and notes taken. Who was on the hiring panel? For EEOC purposes, all these records must be collected and maintained. Ask for a copy of the 'posting', was this only open to internal candidates, then Why?
Nepotism is a far and away a lost concept, as most think that 'government, for government, by government' had gone away. This was the advent of the civil service in government hiring practices. Directors are exempt from civil service, but that does not remove hiring practices from scrutiny for fairness. The solution is not in a Charter change, but Council and the residents must see the real issue, and that would be in the City Manager they hired, and as correctly pointed out, is only accountable to Council. It is for Council to ask these questions and hold the CM accountable for his actions.
Has there been any form of evaluation by Council of the performance of their CM? Herein lies the issue. A Charter change to allow Council to intervene in the hiring process of a director only shows a lack of credibility in the CM to make the right decisions, not putting into a place fair an equitable hiring practices.
No one likes to admit to a bad decision in making appointments, but the day comes when one must admit to failures and act accordingly.
Any evaluation of the CM is also a public record, this is not private sector 'I don't have to tell'. A safe bet, there has never been any 'executive session on personnel matters' over Mr. Carson's performance. That in of itself is quite sad.
