Council meeting tonite. Budget, other money items, Matricula card vote, purchase of park lands. 7:30 courtroom 2.

Budget went to 3rd reading.
Everything else passed, we own three green spaces.
Please if you can watch Andrew Flock presentation of a joint fire district he proposed it will be at the early part of the meeting during the budget ordinance.

Yep, I looked it up and guess what. It was Bush's fault. Never in a million years could it be the Democrat's fault. FDR.

It was a big lie that it took to long to translate the code in the Japanese embassy or because Japan had so much steel and oil to support and expand their empire.

Lt. William W. Outerbridge, captain of the Destroyer Ward, should have bowed at the waist at the first sight of a Japanese ship 2 miles from Pearl. After all, the Americans needed to show they trusted and wanted to be best friends with Japan. Kinda like we are with Iran, North Korea, Venezuela and God forbid we mistrust islamic terrorist.

Councilman Flock read a statement about all the articles in the paper concerning the EMS service in Painesville and surrounding areas. He asked the City Manager to hold a symposium with Painesville City, Painesville Township, Concord Township, Fairport Harbor and Grand River regarding the formation of a fire district in order to better utilize fire services in the area. Flock also questioned the City Manager about funding EMS services at Cobblestone Apartments.
It was reported at the meeting that an emergency call took 19 (nineteen) minutes for a unit to respond on Chestnut Street because both Painesville units were out at Tri-Point Hospital. This is not just a Painesville City issue. All communities are affected by the hospital being relocated to Auburn Road. Councilman Flock has made a statement that he would like to know if any community doesn't respond to his request for a symposium he would be willing to attend a council or trustee meeting held in any of the affected communities. People are interested in effective service, not the name on the side of the vehicle. He also questioned whether the City's purpose is to serve the residents rather than the residents being forced to accomodate the City.

It was also mentioned the no left turn onto Richmond St. from Lawnview would be changed to No Left Turn 3 to 6p.m Monday thru Friday only. That is the time most of the accidents occuried.
Whats with all the newspapers in the middle of city streets? Tony Torre calls it littering I agree. If this is away to get people to subscribe to a paper its a failure are you listening News-Herald?

Speaking of Lawnview. What person in their right mind planted that tree right in front of the stop sign on the north side of Chester. That is asking for a drunk and someone from Fasson or even Term to meet suddenly. No worries thou, cause the hospital is now in Concord. Just wait until summer and the leaves come out again.

In regards to the fire district, why would Painesville Township, who just spent a ton of money on a new fire station, want to join a district with the City of Painesville, when they have one measly fire station. This whole regionalization and communities working together is probably a good idea to save money, but in practice, it seems almost impossible. Why would Mentor tax payers want to pay for fire service in Painesville and vice/versa.

The emergency response should have been thought about before Painesville went on an annexing binge.

If I lived in Painesville Township, and paid taxes in Painesville Township, I wouldn't want my fire truck taking care of a fire in Mentor or Painesville while my house is burning to the ground.

You kinda missed my point. My fault. I was trying to say we look for someone else to blame. Bush is the current person but soon to be Obama. Goes with the territory. It's the nearsightedness that is sometimes the problem. You have to look at the big picture. 20 years or more makes us smarter or dumber in the choices that were made.

I was commenting on the statements that it was the destroyer Ward that started WW II at Pearl Harbor. Same as Iran saying there wasn't a holocaust. Things look different depending what side of the fence a person sits on.

Not fiscally responsible? Please Ms. McMahon if something happens out there you will be held responsible. I have never seen a public official act or say something so calious. Do you take there income taxes and property taxes with your in charge they shouldn't have to pat either.

The question should be these people pay taxes to a city, they expect certain services. My question is, could the city have a big liability problem if something bad happens out there? First they refused Mentor, then they didn't want Grand River involved if it wasn't free? Honestly if I was sitting on a jury I would think Painesville City should be held libel. Whats the normal response time for Painesville? five minutes, They don't expect the EMS unit to travel thru Painesville parts of Painesville Twp, along with Mentor to get back to Painesville. All with three other fire stations closer. Maybe you Do?

Mr. Flock should be asking why the City isn't or wasn't better prepared for the hospital move. Painesville township and Concord have no trouble handling their calls. They have appropriate staffing and equipment. The City does not. Fairport and Grand River are small communities that have nothing to offer Painesville. Instead of asking about a district maybe Mr. Flock should ask the current Fire Chief why the City is so far behind our neighbors.

Why so much complaining about a 12 minute response time?, do any of you realize that is a good response time for probably 50% or better of Lake County?

so for 350 apartments out of 17,000 people we are supposed to spend $100,000? Flock does not have a clue.

Many of these people just jumped on the anti city bandwagon. If most of you had actually been paying attention when the city annexed the property you would know that part of the plan announced at that time was a new firestation built in that area when there was enough development to justify it. I'm in agreement that 350 apartments is not enough development yet.

Watched councilman Flocks presentation on the tube tonight. Whether you agree or don't it was refreshing to see one of them do their homework on a subject. There is no excuse for the length of response time to the apartments in question.
Joe Hada needs a map if it takes longer to get to Elm St. then Diamond Center Dr. He looks like a fool making a statement like that. The important number most physicans will tell you is not just the total trip to a hospital but the minutes that the person is first seen by a parimedic.
Right or wrong its nice to know someone is looking out for us.

anybody got an idea who pays if it costs more to demolish the hospital then the money grants for? hach didn't vote on this i see who wants that job. talk about someone on the inside.

I'm sure there is some reason, but why not just connect the apartments to Painesville with a road to the east? The whole intersection at Heisley and Diamond is a mess all the time. Imagine the confusion when a fire truck or squad tries to get through there.

Two I can think of Rt.44 and the railroad tracks. Diamond Blvd.{The road to nowhere needs funding for the overpass, might be years away plus a new interchange in that area {20 million}

Some factual history regarding Diamomd Center and a connection so Painesville.
Prior to Diamond Center being constructed it was recognized that safty services would be compromised by the distances involved without a connection to Jackson St.Within the developement agreement between the City and Forest City,who developed the site,that they were responsible to constuct an overpass over the tracks into the Diamond property.The cost of the overpass was to be borne by Forest City.& yearts ago bids were taken by the City to construct the overpass.Plans were also generated for the roadway connecting Jackson st to the overpass.Also,utilities were bored under the tracks and electric lines were relocated to provide the utility servives to the Diamond property via this overpass,NOT thru Mentor and Diamond Center dr.These costs were all paid for by Painesville,exceeded $1m.After the bids were recieved Forest City balked at its contractural obligatios,and extensions were granted by the successful bidder on the overpass hoping the City and Forest City could work out the their difference.The CM never held Forest City's feet to the fire to require them to comply with the obligation,hence where you are today.Instead apartments were constructed with an access from Mentor and excessive response times.If this overpass was constructed then, problems with Mentor would have been minimized.the cost to construct that overpass is now double and Paineville is bearing the lions share of its cost.

Its a shame that Arlene's charter change didn't get the votes...Who would pay for this she (the special Election) Her? the tax payers? and what kind of people would of this helped?.. other then her self!... Is that fair that council members let her down as she walks away from 12 years on board?.. At least she has the knowledge to do her signatures correctly in the future... May be... in the future? she could be Mayor Of Painesville...

Sorry, I don't understand your post. Are you asking or saying Council should have changed the charter? Would this make the recent election invalid? Would she be allowed to keep her seat without being elected? Which candidate recently elected would be eliminated from council now.

A special election, some say costs $10,000, will benefit only her. Why change the charter just because she made a mistake. I'm sure she learned from it and others will not make that mistake in the future.

Is it fair or would it be fair to every other candidate or elected official if we let just one person get special treatment? If we expect our officials to be truly ethical and serve the citizens of Painesville, shouldn't the way they were elected be beyond reproach?

People here complain that there is selective enforcement. That rules or laws are overlooked because of who the person is or who they know. Rules need to be followed regardless of who you are, what job you have, who you know, how you get elected and dare I say what race or nationality you are.

Whatever Arlene decides to do in the future, I wish her well. I'm sure she will cross all her T's and dot all her I's to be safe. If she runs again at large or in her ward, then let the people vote her into office like all the other candidates. Other wise, who gets to decide who is on council, you, me, or maybe Term???

Win or lose, that is what elections are for.

Every 10 years there is a charter review. It's the Law. That's when topics such as these should be addressed. To ask the citizens spend money for a special review and election is wasteful. What were these 3 councilpeople thinking?

What they were thinking was not to open the charter but just to open it up for a meeting to discuss the merits. The council would need six votes to open up the charter. By listening to Ms. Becks she seems to have brought this up in October, and seems to think the the council president didn't want to bring it up. Thats not his job to decide. Does anyone in Painesville really think the administration will try to get the other communities together just to even hear ideas how to provide better EMS service? Just wasn't the right person making the request I guess. The city manager stated six months ago she was working on a solution to this problem? Her solution ? Nothing, well maybe a committe hand picked by her to agree with her. No one in other communities wants to work with her I wonder why? There is a plan out there already that would work to help all communities. Heres an question Painesville's units are all on a call a 911 call for a child struck by a car on Sanford St. Wheres the closest responders? Grand River? The administration just doesn't want to look at a new idea I guess.
On another topic I had to laugh at the shock of the cost of a special election by some council members. Remember around four years ago they wanted a special election for the 3.9 charter change in August? I guess that just couldn't wait until the November elections,right? Watch and learn people.

Andy Flock once mentioned to me that we needed a rental housing ordinance in the city over 8 years ago. No one listened last year Joe Hada came up with the idea and it got the administrations blessing. Maybe in another 8 years councilman Hada will propose a fire district or a new way to provide better service and Rita will embrace the idea?

Finally watched the city council meeting last night. All I can say is when councilman Flock put down the notes and spoke from his heart about Painesville, it citizens, and it responsibilities I have never seen that kind od passion come out of anyone else on council or the administration. Mr. Nagy if your looking for something to make people move to Painesville show that clip and tell people this is the kind of leadership we have in town. I have wonderesd for a long time if anyone up there cared about the people of Painesville, well I got my answer last night.
God Bless you Andy and I only hope the rest of council has your insight.

Fiscally Responsible? When was the CM ever that? Letting people run up $20,000 utility bills is that resposible?
One person with over 500 hours of overtime?
A department head with a $17,000 a year raise?
Not collecting other funds owed to Painesville?
Letting a councilman "forgive" permit fees?
Where was she a these times taking responsibility?
Term your right, with everything mentioned at council meetings and in the paper Mr. Gurley is dead wrong. The city could be sued, but what do you expect from a part-time law director receiving Full Benefits AGAIN CM fiscally resposible?
That lawsuit could be titled my client died because the person running the show in Painesville couldn't find a solution because it wasn't fiscally responsible.

Joe Gurley can't see any liability to the city? This city is ripe for a lawsuit with the comments made my the city manager and councilman, along with the reports in the newspaper. The question would be what have you done.,to rectify this problem?
I have always backed the city manager but this time she is dead wrong!
