"SMOKE GETS IN YOUR EYES"

My August issue of the Pvavda Pride sorry Painesville Pride just arrived and I wondered what B.S. we were expected to buy this month, because everything is perfect here just like the Walgreens commercial. Bottom page 1.
"City of Painesville honored with the Distinguished Budget Presentation Award for the 8th consecutive year!"
This award was presented by the Government Finance Officers Association of the United States and Canada. WOW! Now just who are these people? Does the audit mean anything? do you have to pay them say $450.00 to read your budget? Do they have higher or lower costing levels? If theres a problem do they send their legal team to help? Do Federal, State or Countys government bodies except their audit. Someone should ask a councilperson what happens if we don't send the money. No big deal but don't sleep any safer because of the[GFOA]. Remember the cost of being in "Who's Who in American High School" I will be checking other communities in the area a see if they deem this a worth while investment? Sweet Dreams.

So what is your problem with the award?, The group is a recognized professional organization for government finance similar to an engineers professional organization, etc.

What it means is a whole bunch of experts at local government budgeting got together and set up "standards" to be the best and Painesville managed to hit those standards.

You, Term are totally wrong on your attitude about this one, get over it, it's not some kind of secret conspiracy to rob your tax dollars. It is a very nice award for our fiscal officers who work hard to prepare a professional budget. It is a very reasonable way to measure if we are doing it "right". Would you rather we just winged it and ended up being cited by the State or Feds for failing to prepare a proper budget?

They started dong things like this when council let the finance director invest 6 million dollars in a poor investment, They fired him and Nero the city manager. thats how we got where we are today. I checked that site and you do pay ro get the "Distinguished Award",

Hey Term, your Louisville, Colorado got an award for 18 straight years, Painesville has only gotten it for 5 years, I guess thats why we aren't as good as they are yet!

People, please educate me about the Lake County Hospital. I'm not a experienced building inspector, but when I visit the hospital, it seem to be a sound, well kept structure. Why does it need to be demolished? Could it be used for another purpose. Just asking?

It is sound and up to date, the problem is so as Lake Health has no worry about competition the hospital must come down. God forbid if anyone else in Lake County wanted to invest in that hospital building. It all comes down to money folks!

Have the State Auditor do a "forensic audit" then you will know how Painesvilles books really are. Don't worry though the city will never ask.

will answer most of your blog posted questions. gfoa did not do an audit they gave them an award for their budget.

the gfoa is a professional group of financial people in government positions. sorta like belonging to the fop, ama, or bar association. if you don's send them the money you dont belong to the organization.

i noticed louisville colorado was a member of the gfoa and got an award for their budget.

I think maddog gives the GTOA way to much credit. Instead of it being like the FOP, AMA, I think its more like those groups that call you for some police donation then send you some stickers to put on your windshield. Never met a cop that cared if you had one or not? Have you?

first do some research on the site about the award and what it is for. basically gfoa sets standards/goals for what a budget should have in it. if its members meet this standard in preparing their budget they get an award. sorta like building good parts and the boss buys you lunch

there are different ways to audit. some only pull a percentage of the transactions. some just balance it like a check book. most audits at face value can pass the smell test for a while. because the suspect covers up the crime through various schemes or the employer believes what they are told. white collar crime is at an epidemic levels

a forensic audit is getting the proof that someone stole the money or stuff. normally someone rats or the suspect gets too greedy and sets off an invest by an employer.

then it can be followed up by the auditor of state siu unit or local police depending on whether the org is goverment or private.

thats when they find the proof-the paper or electronic trail. or in some instances they find that no crime has been committed it was just bad business.

How in the heck can this be explained to all of you on a simplistic level.
Forensic (like a microscope).
Every fund in this cities accounting system is disected. Every amount of income/expenditures and holdings Must have a simple piece of paper to PROVE what they are doing with all of the Incoming and Outgoing Monies. They must also prove, by paperwork, the funds that are in escrow.
Example: If you as an individual claim $2,000.00 of Medical Expenses on your yearly return; you best have the receipts to back this up: No different than this city must have to pass a Forensic Audit.
This award (being paid for) is just based on the parameters that they stick to utilizing the basic accounts of the State's approved Accounting System.Their accounting system contains all of the approved G/L accounts and just account balances.
A Forensic Audit of them or us means that we best have the
back-up paperwork to PROVE that our numbers are 100% correct.

Mary Poppins once told me that they couldn't understand how the CM kept rolling over debt? Nothing sinister just how has the city put over a 1.5 million in inprovements in Diamond Business Park and only has a 350 unit apartment to show for it? How much interest has been compounded on that in the last 10 years. I will let them answer but I believe thats what drove the question. No fraud just questionable business practices.
