"PAINESVILLE COUNCIL MEETING RECAP" 08/17/15
"Much to do about nothing"
With the exception of the city authorizing the purchase of three new sidewalk plows everything was left on next reading or still tabled.
Refuse Collection- should we start now for contract up next June?
Computer Server Upgrades- I don't know ask Hillary Clinton about server's
Comprehensive Zoning- Or should this been non-conforming zoning?
Sidewalk Replacement Program- Mrs. DiNallo excused absence.
New Sidewalks Installation along Elm St.- All children bused in that area the ones walking on Elm St. either missed the bus or decided to walk on Elm St.
Fence Installation Around Retention Pond at old Huntington School- Of the three parks only Huntington this is not a retention pond but a detention pond. And is the only park without a fence for that area. I guess council will just wait for a tragedy before they do anything? Grants for the other parks but for this one nothing?
Andrew Unetic finance director gave us a glimpse of our budget as of June 30, 2015.
Positive the city as well as our tax collection agency RITA found where a company operating in Painesville had some how made a $800,000 error in money owed Painesville the money and fine are now in Painesvilles coffers. Wonder if Painesvilles old collection agency CCA would have found this?
Everything looks pretty normal except the electric fund which has already spent 62% of it's budget as of 06/30/15. Is this because of the high cost of power we are purchasing or expenses we are unaware of.
Law Director Joseph Gurley Monday was his birthday. Seems everyone wanted me to tell them how old he was? Joe your secret's with me.... but 68 isn't really that old.
After the meeting council went into Executive Session probably over personnel matters.
On that thought much has been made about the leaving of our current Parks and Recreation Director Lee Homyock taking a job at Metroparks.
First off did he take a pay cut? On the outside it looks like he did. But with the Hospitalization program the county has he might have the opportunity of saving thousands on healthcare costs. Maybe better benefits move vacation time for instance, and with the county 'steps' he could be past his current salary in a short time.
Plus maybe he needed a new challenge? No one should get stale and he might have been looking for a new opportunity?
So the smart money tells me we should wish him well. Our focus should be on his replacement that's what should concern us the most.. In the job posting at the city two words stuck out OR/AS what do those words mean as far as the qualifications for this position?

CCA might not have found the "error" but their forms sure are easier to understand.
I would bet the mistake came about because someone couldn't/didn't understand the RITA forms.
10:57 Lets just be glad we received the $800,000. and WM was not involved in this find.
I don't live in Painesville anymore (I grew up there) but my school was Huntington. What's the story on the park there? Is it done yet? What's taking so long? (besides the retention pond issue)
I guess we should thank Rita for RITA then. Good News.
11:50 Yea, thank Rita for pulling the trigger at least five years later than when she was asked.
11:49 The park is what it is maybe there will be a pavilion? The retention pond is a detention pond and no matter what you call it it doesn't work. Ask the neighbors as well as a bad thing ready to be a bad thing.
You just might be interested. Atwell's had their unlicensed junky race cars in the Fair parade today. They were escorted home on Chestnut St. by two Painesville Police units with people hanging out of the race car windows? They went by my house. Including lights from the cop cars flashing. Wonder if the police chief as well as our city manager were aware of the special treatment?
I dont think the huntington park really needs a fence around the park like the other ones, the others are on busy streets and might prevent a child from running into the street after a ball or something, the kids play area at huntington is near Owego and really isnt that busy and really the detention area really never or rarely has water in it so an accident is unlikely, I think any money spent on that park should be for a perimeter walking path which I believe was a priority when they had neighborhood meetings asking for input or was those meetings just a facade? they were going to do what they wanted anyways (the school system does this also)
8:53 You might if you had children that played there?
Façade I remember the façade of Huntington Park it was not even close to scale. the detention pond was about a quarter of the size. And as far as the State and Local funds to build something that doesn't work.
A fence around the detention pond is a must.
5:34 Call someone that might care or is a liaison for Atwell's someone like councilman Mike DeLeone. Some in town get special treatment always have always will. This is just another example of PPD looking the other way. I am sure the police chief as well as city manager/safety director gave their approval and permission? Unlicensed vehicles, no lights you try that. Those cars must have been trailered to Atwells's right?
You might be the only one that cares? Look this has been going on so long I don't expect it to change. Also thank PPD for there swift non action on July 4th when that bunch decided to blow-up there fireworks. Jesus how they make it so obvious.
So the cars were in the parade, part of the parade? Driving on Rt 20 in the parade? Yet someone is complaining that they were escorted in Painesville unlicensed? Why isn't there concern for them driving the entire parade without a license, windows, bumpers, signals, brake lights, etc? Is this acceptable when in a parade? Then should be flat bedded back to storage? Not understanding this.
11:52 They are considered 'racecars' a very lose definition. It's not what they are it's what they do. They must have been in the parade, and should have been trailered home from the fair. But then it's Painesville where one hand washes the other. It would have been a sad story if someone had fallen out of a car. Probably ending up blaming Border Patrol?

Go to page 139 and read about the JEDD.
Might give some insight as to the 'master planners' thoughts..
they read this stuff.. and take it seriously..
8:07 I have seen this report. The link you sent me only had 131 pages?
Go to page 139 anyway!!
The one thing about coming to this site is you find out things no one else will tell us. Like the fireworks on July 4th I wondered why the police never stopped it? Living on Nelson St. it seemed close and now I know. Also the police should have never been involved in getting those cars home. I don't pay for that nonsense. Now you might understand why the police levy failed? Many of us watch and see what's going on.
Term, please keep the schools on their toes also.
Schools? We got new schools and out of room? Buzz is some don't have permanent classrooms already. How does this happen? Will we need more money to add on now? Wild!
FYI...the police escorted those cars to the church parking lot for the start of the parade as well.
5:27 FYI I don't care for the simple reason I know how the story will end. Call councilman Mike DeLeone he will give you an excellent reason for this practice. and a ordinance that let's it happen.
4:25 Wild guess here. Maybe everyone wants out of Elm St. Elementary? And legally can.
I guess it must be amazing what some free range time and maybe a few rounds can get you in this town?
You should care. A couple of post back you asked if the police should be involved in minor things like yard signs. Now hearing about this escort this if they have time for this B.S. they have time for the other minor crap around here.
7:58 Let's hope your wrong.
8:17 Yes you are right. Something to think about?
Maybe a call to Mike Deleone is in order?
8:17 I took your advice I sent an email to councilman DeLeone questioning the escort practice. Yes if you have time for this you have time for nuisances. Many have seen Mike around the Chestnut St. area? Well it's election season. Hope Mike notices all the 53' semi's using Chestnut St. as a shortcut. There's some revenue we could use.
