Maybe we should change the name of Lusard St. to Leon St.?
Back in my youth Lusard St. was a predominately white middle class with homes in the $80-100k as late as the year 2000. Many classmates as well as my Little League coach lived on the street.
Then in 2001 we see the first Hispanic home ownership pop up, drumroll please, sold by Wild Bill Horvath. 132 Lusard to Hector and Gricel Colon for $95,000 on 11/27/01.
There is one house that is a mystery? 66 Lusard, valued at $193K bought in 97 for $76,900. the house next door 60 Lusard is valued at $86K and has a pending sale of $44,900. Now get this Mer Ohio One LLC whoever that is purchased the property for $5K on 01/23/15.
Well here is the run down on Lusard and I believe this is a microcosm of the problems in Painesville and so goes the street, so goes the town. But why even look at this problem. Just check out Streetscape as well as those kick ass fake crosswalks!
I found the numbers on Lusard quite troubling and shocking.
Let's start with 21 Lusard, home of the uncle and guessing owned by his father Cordova Rodrig Razo.

What in the hell is going on in Painesville??!! I am shocked by this, but I'll tell you, even though there are no actual answers yet, it is at least looking like it may start to answer a question or two I had when I watched the Fox News interview (which seemed to be more of an agenda/statement by DelaMotte than an interview) by then-Councilwoman Abbey DelaMotte. I wondered why was she talking about legal and illegal Hispanics buying homes in Painesville, and how that is just alright with "us." And she kept emphasizing the home buying. That just struck me as odd and like it was some sort of agenda. But what and why, I wondered. Now here is your post about all these homes going to all these Hispanics for unbelievable prices. We need investigations of so many people and so many dealings in this city that I wouldn't even know where to begin the list. Thanks for bringing this to light. I just wonder what in the hell is going on. The term "follow the money" comes to mind, of course.
Most of them look like foreclosures, thus the first price (probably what the lender bid at sheriff sale) being higher than the next price. The bank will typically bid what they are owed to keep control of the property, then they would sell it for whatever they can get. This is usually well below what was owed, as they tend to get pretty run down during the foreclosure process. It kind of becomes a self sustain ing cycle. If you see your neighbor's house sell for $25k, why would you keep paying on your $75k mortgage? Just let it go into foreclosure, then buy another house in the neighborhood for a third of the price.

I see continuity of agenda here.
One or two data points would say it was an anomaly. What you have demonstrated or brought to light, is a clear trend or agenda in place.
Housing prices are the hidden apartheid in the US.
It is in NO bank or municipal gov. interest to let properties go at the rate or trend that is demonstrated in the data set presented here.
Tax base destroyed is first effect of this. Which brings on the school funding crisis, which brings on the safety forces plea for funding and eventually all raising taxes on those that are paying (based on the value of a home) Over the ten year period you demonstrated the agenda is clear drive down the value through asset re purposing.
How was Rita involved in this ? And to what degree was she cognizant of this program? Abbey D? Or the man Hada? Maybe they were just 'simple minded' folks that 'thought this was a 'good' idea to help the poor immigrants into housing.
this of course had an effect right? More immigrants with no means to pay for hospitalization ... what happened next .. oh the hospital left because they didn't want to subsidize the non paying immigrants... ooops that one kind of back fired on the administration , didn't it...
But again, this is socio economics and we are all in this together and it is difficult to see things occurring when they are taking place real time. That is why successful places or people perform 'reviews' they have oversight of the budget decision process. If I remember the council under the guard of Bill H or Hada back then it was basically just 'get through it' on the next decision , no time for discussion we have to get this done... no break out sessions or desire to train or work with community to understand the complex social issues emerging in the city. The immigrant population is not new to the Village of Paine. It has been in swing for over 20 years. They didn't understand it themselves... simple people working on power and greed.
But whom is profiting from this agenda?? Why should an asset price be allowed to drop from ~100K and in less than 10 years in some instance 0??? Someone took a 'haircut' and ate that on their balance sheet. In a capitalist system private market would come in and buy this for pennys.. and reinvest and make a larger profit.. perhaps have to rethink our notion of 'profit' maybe for the one whom took the haircut the profit is the socio economic destruction of a community through the erosion of property values... which leads to fear for the population because now you have poor immigrants carrying guns around shooting people in parks...

There are laws against discriminating to homebuyers. You can not say - I'm not selling to you because you are a Mexican, gay, Catholic.
Therefore when a family of buyers pool their money (paid under the table, not taxed) to purchase a house they can and they will. Then everyone will live in that house. Drive down Lusard and see how well they are taken care of (sarcasm). Hence, why property is so cheap in the Hood-Ville. Sorry to be so stereotypical but if it quacks like a duck...This city needs to open its eyes and do something. Why aren't these houses fined by the building/code department? Oh, maybe the same reason Mr Razo wasn't held by the police? Uncooperative?
I think the mortgage crisis hit, they used taxpayer money to bail out the mortgage companies and our tax dollars went to support this abysmal plan. We did this and we funded it and you wonder why the streets are so bad and U.S. Schools are ranked 38th in the world and in rapid decline? This is why Donald Trump is running away with the Republican vote. We are sick of all of it........ Yes, even the Democrats.

Banks don't let unpaid mortgages go for nothing. Especially now. Asset prices of homes is on some balance sheet somewhere (unless the property is paid off by the owner) then, the appraisal process determines the municipal governments ability to collect property tax to fund whatever, mainly schools in OHIO.
Mortgage crisis was induced by greed , and speculation. What is interesting is how Cleveland is handling the situation , they figured out a formula to 'take back' private property that is not maintained and demolish the structures and put the property into a land bank.
Kind of like sweeping the carcass under the rug.
But I get it. The asset is no longer an asset so purge it and inventory it on another balance sheet.
The US gov sect of housing purchasing assets in the Ville is a frightening proposition.
If the property owner (mortgage holder) could not pay the mortgage the property would go to foreclosure and the property can go to auction and resold. The bank interest is to maintain an asset price on their balance sheet on par with inflation... i used to think supply and demand.. but don't know about that anymore...
The point is all these properties in the ville that were mentioned in the data on this blog are transferred suspiciously. If don't think so, try to get a foreclosed home in Bainbridge TWP or PVille TWP.. look on Zillow and see how property prices hold in those locations.

Oh No not the Catholic church, St Mary? I remember very well the raid years ago when the Hispanics were held safely in the church. Numerous people blasted that was what the church was supposed to do. I believe you yourself even said something the same back when.

The problems with St. Mary's are financial.
The problems with St. Mary's is the Hispanic priest (Pastor?). He wanted to only concentrate on his missions in Hispanic countries and on the Hispanics. He closed the school against the wishes of the entire congregation and community who tried to fight him. It was at that time that I was looking for a new church. I offered to help him get involved in a recycling project to help the parish earn money, but he wasn't interested. He said it sounded like it would be a hassle...what???...I couldn't believe he turned such an easy thing down, when many other churches and entities all around are doing it. I was a bit broke at the time, and I knew my donations would be slim, so I thought I would give my time to help them do the research and set up with the company. Now look, he got all his Hispanics, and all of them drive nice, shiny, new, expensive cars and trucks, but no money for the church. Gee, who saw that coming? I personally was so disgusted about his constant dedication to the Hispanics and the fact that he turned down such easy money because he didn't want to be bothered, that I found another church to join. He can have his Hispanics. He doesn't give a damn about anyone else, not even the school. He probably figured he'd help bring in the Hispanics, and then let someone else go through the headaches and the cost of educating them.

IMO, if you break the law, you are subject to arrest at any place or time when you are found.
They aren't here by accident. They know they are illegal and that is why they hide.

If the police are in pursuit, they would not need a warrant. The pursuit was taking place.
If they were not in pursuit, but knew the rapist was inside, they would easily obtain a warrant as required.
BTW, I didn't say the rapist was in a home, I said he was in a church. What do YOU do?

11:15 I'm not going to argue with you. Just go out and find the Judge that will issue that search warrant to storm a Church. Tell him he has to it's an absolute. The crime committed is of being in the wrong place. No rape No weapons No threat.
Terms right no judge will offer you a warrant for just being in a church. Maybe it would have been wise if you had paid a little more attention in government class. and less absolute?
