"ONLY GOD KNOWS WHY" kid rock

Attended Monday nights council meeting. See above title for my reason.

Out of the box the new city manager wanted to adjust how vacation time is calculated by city employee's. I have worked under both systems and neither cost the employer any extra expense. Now seems easy but the two young ladies on council voted against it. Goes to second reading? My only thought would be they must believe this should take place during union negotiations?

Definition of a family? Why are we even talking about this? This isn't about families it's about people purchasing a home and moving strangers into it. Recovering whatever's, migrant workers, according to what I heard just about any group can be a family and we do want to upset that apple cart.  What the city proposes as a 'family' is a boarding house, and I don't care how they write it up or even if they could prove who's who. Soon to be coming to your neighborhood.

My favorite A resolution AUTHORIZING AN APPLICATION FOR TRANSPORTATION FOR LIVABLE COMMUNITIES FUNDING. Cut to the chase matching funds for a bike path. After discussion it failed because Mrs. DiNallo voted No. and councilman DeLeone was out ill. No matter Lee Homyock said it's going forward anyway you voted for this in the 2013 budget. We only presented this as a courtesy to you? See why you need  a line item budget, people?

Now Councilman Flock's letter to Ohio Attorney General met with resistance from our Council-President Joseph Hada. Before we send anything let's get the facts! Andy are you a member of Ohio Citizen Action? You group has already sent at letter,right? No I am not a member of OCA Joe, and yes as a private citizen I did sign a letter for that group. Mr. Flock I believed was asked if he was a card carrying member of I don't know what?
No one on council would even second sending a letter although Mrs. Jenkins did propose rewriting a letter. My guess is that Mr. Hada is waiting for the facts to be presented by AMP-OHIO, why this man carries water for this group is beyond me. He presently seems to want to stop any discussion about AMP-OHIO until he ends his reign on council at the end of the year. Joe you want facts? I got one 2.1 million dollars for nothing. Promises from AMP-OHIO about Prairie State that came nowhere close to being close. Promised power at $48.00MW  in May it cost Painesville  $121.00 MW just the facts Jack! What a novel idea asking the number one attorney in the state to look into all this. You might then get the facts.
Mr. Hada is a  lame duck councilman and sad to see I believe these AMP-OHIO dealings will be his legacy for his time on council. The other council people seem to be afraid to do anything without the blessing of at least two people sitting at the front table. If they campaign at your door ask them "Why wouldn't you want to get to the bottom of this'? What will they answer?

Three or four people from the upper Cedarbrook area came to complain about flooding. Didn't want to hear about studies, or cameras that go through pipes only what are you going to do about flooding? The council-president asked the residents to meet with Doug Lewis after the meeting, I overheard Mr. Lewis ask if there was anything the city could do for these residents? One mentioned"you can buy my F^&king house so I can get out of here". This seems to be the sentiment of many residents, thanks for getting the facts over the years for us Joe.

I will address the family issue from the standpoint of an actual definition.
I would suggest that anyone who reads this actually look up the definitions for "family" in Websters or dictionary.com or wherever.
No where will you find anything close to what is before Council.
Mr Gurley feels that changing the definition would be easier than rewording the appropriate zoning laws in order to conform with court rulings. I wasn't aware that is is all about being "easier" but maybe it is.
They are trying to make a definition that encompasses everything but really says, or defines, NOTHING.
A definition of "family" from a dictionary should stand up in court. The zoning laws might not stand up but it is the responsibility of the Law Director to represent the City in all legal matters not only those he likes.
Term is right, under the proposed definition, someone could buy a house next door to any of us,rent it out to 4 or 5 unrelated people, call it a "family" because of a common kitchen, collect rent from each of the "family" members and the City would/could do nothing. Remember that if you live in an R1 area it would not matter. Your housing value just tanked.
I would suggest that everyone who thinks this is a bad idea get to the next two Council meetings and make your voice heard. Just because it doesn't affect you today does not mean that it won't very soon.

Please understand there are many people who cannot attend council meetings, so bear with us. We are proverbially in the dark. When you brought up "vacation accruals" for employees. I wanted to understand the subject. So I went to the city website and there no recordings of council meetings since the clerk left, last one is April 1st of this year. I went to "proposed legislation" also, and again nothing. Is this, and many other issues of legislation a secret?

Thank you for your efforts, open gov't. in Painesville is more of a concept than a reality. How difficult is it to publish proposed legislation so that we may understand the issues and contact our councilmen so that they may have input from all of us (residents), not just the few who show up. Still puzzles me why councilmen open their packets the night of a meeting, what, no time to read before hand? So, what response do the residents have to this type of gov't. A few phone calls amongst out elected before hand, along ideological brethren? Thank goodness for a 2nd & 3rd reading, but in the end, do the citizens have any input on unknown legislation? Could someone please: a) put council meetings on the website not on a seasonal basis b) publish the proposed legislation at least after a 1st reading.

Line Item: this does exist, but only to council once a year at a budget hearing. Imagine the finance dept. burying you with 12 inches of budget, leads to glossed over eyes I would imagine, and probably the purpose. So as was pointed out, cemetery dir. says it was passed, well so be it. I went to city hall and asked to look at the budget. Was seated in reception and was clueless as to how to start and end, well it was time for me to move on.

So, if nothing will happen from the city and communications, please at least give a short analysis of the legislations for us. It would be appreciated.

8:31 They even admit to wanting to do it the 'easiest' way in a public forum? Maybe instead of easy we would prefer the 'right' definition, but than again how many years does it take a person to even get levies written correctly?

11:35 Your finally figuring out how things work around here. Look the city manager explained that a city employee asked for two unpaid days off to attend a wedding. Having used his vacation days already he wanted the time to go to the wedding. Now some places you work you can't get any vacation time until you completed the whole year. Others say you have 15 days of vacation let you take 5 days after 4 months or they even break it down into days per month. That's the change the city manager wanted to make. Many things come up at a council meeting that are not on the agenda. Monday night councilman Fodor said as he went around getting names for his petition many people claimed about the quality of the meetings on channel 12. My cell phone has better sound and video then the one at city hall. I think they don't want people to watch, I know if I was afew of them I wouldn't want some of this viewed. No way no how did I believe anyone would ever view the July meeting.

You do realize if the two Joes both leave the rest of council will have no idea what to do. Fodor is a disappointment now I understand why the schools are in the shape they are. DiNalo whens the next race after this one. Hach might as well stay home for what he adds. Jenkins seems to be consumed by dogs and cats. Hada rambles on and on. Flock must believe he's in a crazy house. It's a blessing not to watch whats going on.Did Gurley really screw the levys up?

Carey, Ohio another AMP sucker community .. city council there last night voted to raise electric rates, every year for the next 4 years the village is losing money at an enormous clip. They contracted for only 2 megawatts and it's eating them a live.

Wonder if there are any houses for sale next to council members? If so wonder how they might about a boarding house next door? We already have 50% rentals now boarding houses. Are they nuts?

TO the residents of painesville city, have you noticed how our city council has had community meetings about our recent flooding problems. THEY SURE DONT TAKE any ideas from the other cities who had issues of flooding, sad, sad ,sad.

Now as I see it Tom Fitzgerald seems to be the one hand picked by JaHada picked for his seat? Mr. Fitzgerald is chairman of the planning commission who sent this family legislation to council? If Tom doesn't have an idea what a family consists of how will he decide votes on council?
