"FIRE" pointer sisters

At Monday night's City Council Meeting this resolution will be brought up.
Please read the resolution and then ask  if the council people would ask the same questions  you might and I will add some here.


3. Resolution authorizing the City Manager to enter into an agreement with

Concord Township/Concord Fire Department for the purchase and

maintenance of a 1991 Sutphen Aerial:
 
Fire Chief Mark Mlachak was approached
by the Concord Fire Chief regarding the availability of a 1991 Sutphen Aerial Ladder
Truck from Boardman Township Fire Department. As a result, we are seeking
approval of this Resolution to jointly purchase a 1991 Sutphen Aerial from Boardman
Township/Boardman Township Fire Department in cooperation with Concord
Township/Concord Township Fire Department. The aerial is a 90 foot
ladder/platform vs. the 75 foot straight “stick” we presently have. It will provide the
Fire Department with a longer, more effective and safer platform from which to fight
fires. Although it is one year older than our existing aerial, it was examined by the
chiefs, their maintenance officers, and a representative from a third party fire
apparatus Maintenance Company. It is believed that we could gain an additional 10
years from this apparatus. The current aerial would need to be replaced prior to that
time. The cost to purchase the aerial will not exceed $85,000 and the cost of
necessary maintenance is estimated at $20,000. The City of Painesville’s cost would
be approximately half of that identified above or $52,500. Funds will have to be
appropriated at a future date.
In addition to the purchase of this piece of fire equipment, this Resolution also
authorizes the City Manager to enter into an agreement with Concord
Township/Concord Township Fire Department. Said agreement shall spell out such
things as maintenance cost sharing, operational expectations, replacement of, etc.
Future maintenance costs will be split between the City and Concord as well as
replacement of the apparatus. The vehicle would be housed at the City of Painesville
Fire Department. The tentative purchase was reviewed by the Public Safety
Committee on Thursday, May 2, 2013 and it was their recommendation to seek City
Council’s approval on the purchase.

Questions anyone?
1) How will this fire truck serve us better than the present engine a 1992 Pierce 75 ft. Quint.
(someone should ask what  the difference is between a  quint  and  a platform aerial.)
2) Why is Boardman TWP. Fire Department selling Tower 71? yes I checked.
3) Funds will have to be  appropriated at a future date. How?
4) The truck is to be housed in Painesville. Now if Concord Twp. needs the truck will Painesville send the truck with just a driver or with a fire crew to Concord?
5) What will become of our present 1992 75 ft. Pierce aerial? Along with Painesville leaning towards Pierce fire apparatus will this Sutphen truck fit in with our maintenance program.
6) This appears to be a good deal for both Painesville and Concord Twp. I wonder if any council people will check incognito with Painesville Firefighters on there thoughts about this purchase. Remember there the ones who will have to use it.
7) Should a purchase such as this be left at a councilman's door Friday night and decided Monday night.
8) Explain what is included in "as well as replacement of the apparatus" Is this a one time deal or a marriage?

Come on Term it's not that hard Concord needs an aerial truck, yet has no place to keep one, can't afford a new one so let's get our buddies from Painesville help finance the deal.

This gives me so many questions I am not sure where to start (but you did a pretty good job!).
Also remember that these are the same folks who brought an income tax to a township (because townships can not do it on their own) in the form of a JEDD. However, it is a tax on the nurses and staff, but not the doctors, because of the way the boundaries were created.
Yeah, I don't see anything that could go wrong.

Not one of our firefighters thinks that this is a good idea. The Chief stands alone on this one.

2:07 Many things could go wrong.
don't forget Concord has to share some complicity with moving the hospital that was a big block in our present finances. Look with those hospital buildings did they think the were one store.
Please don't remind me how they screwed the little people with the JEDD and the fat cats were the ones who drew the boundaries.
11:38 You might have hit the nail on the head. My question is how will Concord residents feel about this deal?
But again what could go wrong?

On the open market what can Painesville expect to get for the present aerial truck? If its close to $50,000 council should consider the offer.
Council must also not be told this is an emergency vote. Boardman has other offers. Haste makes waste. Either that or pay for it out of the electric fund. Do we need this truck or is it to be Painesville-Concords parade princess?
Willoughby purchased an aerial truck years ago that was to large to maneuver on their streets.

That's a very large fire truck tandem rear axles wonder if it will even fit at our fire station? Presently seems crowded.
Will this truck even be able to maneuver Painesville streets?

The most important question is your number 8. What does this statement mean to our fire department future purchases?
Buy the vehicle if its a good deal but don't get into a deal you will be obligated to 10 years from now.

Why would anyone think that Painesville would be getting a station# 2? When they are thinking about buying a 21 year old truck and keeping it possibly for 10 years. I would be interested at what point do must departments decide to replace a vehicle like this and purchase a newer one? NOT AN OLDER ONE!

When is this city getting a second station? As a kid growing up in this area (when Cedarbrook was a dead-end at the bungalow homes) There was a need back then. Anyone remember multiple train tracks? Trains stopping to let another pass? Trains blocking the tracks for hours? All 3 crossings blocked at the same time(Liberty, Chestnut & State(?)I DO. Now this area has really popped. Now there are many new housing developments, apartment complexes and 3 schools on this side of the tracks with NO WAY OUT. Years ago there was talk of an overpass or underpass. This council blames the economy...well if council had done their job 30 years ago this wouldn't be a problem today. Of course nothing usually gets done until there as a loss of life or property then weit'll be fixed.

Sorry why ask me? If I ask they tell me ...That's why we have an administration, department heads and a council?"
Maybe some of you may start to understand that the priorities of this city are out of whack?
I fear we are living on a prayer and until we are subject to a bad situation things won't change.

You just pointed out to me if Concord needs that new/old fire truck could there be a situation that the truck might be delayed at Chestnut or Liberty Street's?
