"THE OTHER SONG" spirit

Seems councilman Flock is at it again asking about the 19 million in "OTHERS" in the 2012 budget.
This seems to have not endured him with the administration and the "OTHERS" on council. To Bad.
This city with close to an 80 million dollar budget should in no way have 19 million of anything listed as OTHER. Why is this done to save paper, time, inconvenience?
The city manger claims that this is the way council wanted the budget to be proposed when she became city manager. One reason given was the line by line budget was to time consuming? Can you imagine a CEO of a company along with others in position of power claiming that 24 hours is to much time to be spent on this years 80 million dollar budget, you think we could have the cliffs notes version?
I know council only pays $6000 a year but you asked for the job, spent more than 24 hours and money to get it. now well can we look for"how OTHER  can we save some time?'

I once had the opportunity to listen to councilman Flock explain our city budget to OTHER community council people and in that case he was met with OTHER disbelief  that this was the procedure used in Painesville.Maybe this would be a good time to have the Council-President show us OTHER surrounding communities that use this procedure?

Pay attention Andy... OTHERS do, If you don't like the way it's done don't vote for it. Or as OTHERS do call and ask the Finance Director for clarification, OTHERS do. This would seem to be the way to do this OTHER than having it all listed so you don't have ask anyone.

Now would be a good time to go in the OTHER direction and have the budget spelled out. Unless there is  OTHER reasons?

Mr. Flock does nothing but grandstand at the meetings. He as do the others, get their packet of information to go over. Many of his boorish questions could have been answered prior to the meeting by placing a phone call to whomever he needs to ask of. Call the department or department head and ask first rather than making a spectacle at council. These are city council meetings not a spectator sport.

3:31 He's doing his job, I don't need council people who's only purpose is to inform residents as to what events are happening in the city, others can do that. That's what I consider boorish.
I happen to believe the councilman gets maybe half of his other questions answered and the other half ignored. Maybe that is the reason for his attitude?
Remember council people and others can't ask a department head a question without the apprval of the CM or her presence in the meeting.

Boorish? 19 million listed as others is just plain neglect, and council and Rita can hey haw all they want it's not the way it should be done. Fortunatly this city doesn't have enough people that care. Retire? to spend more time with her family? What?

Who says a department head can't answer a question? I've picked up the phone, called, spoke with the ones in charge and gotten problems resolved. All this without standing up in the middle of a council meeting. This is done by going through the "proper channels" and by doing so, I don't put the person on the spot in the middle of a meeting. Do things the right way or don't do them. Those peope who like to make others look stupid are the ones who end up looking like a buffoon by everyone else.

Her decision to retire is based entirely on changes to her benefits which would have taken effect November 1st. Pure money decision.

Do it right, proper channels? The questions you might ask a department head I would seem think might be different than the ones a councilman would ask. Ask the Fire Chief why one fireman got 500 hours of overtime ask a question like that one. You could get on the charter change review committee and change that?
You decide who looks like buffoons and I will decide who looks like buffoon to me.
As an above comment has asked how has the last 30 years been for Painesville? Proper channels!

9:18 Odd, her offical reason was to spend more time with her family? I can understand the reason for changes in PERS, why not just admit to it? Little late to start misinforming people isn't it?

It's not a matter of administration NOT providing answers, but the man receiving not UNDERSTANDING them. I've watched Andy untape his packet for the first time at council meetings. No wonder the residents have OTHER questions - because some council members don't know what the OTHER they're talking about themselves! All this has done is to show that some people are not willing to ask questions in a private forum because they'd rather make a big deal out of it in public. It's a shame. If the wool has been pulled over anyone's eyes, it may be those of Ward 1.

You and Andy seem to be best buds, you don't understand either? Ask YOUR councilman - Mike DeLeone.

I'm sorry I believe Andrew always finds time to go through his packet before a council meeting. Mike DeLone is not my councilman my home and property are in Ward I.
Lets just say if you ask questions in a private forum ie; emails and you don't get a response what then is your next move?
If you believe it is proper and can justify 19 million in OTHER in the budget than I guess you would make a good candidate for council. Before you make these statements go out and find OTHER communities that run their finances this way.

Thank you 6:37, you got my point. An informed council person would get as much of the non-essentials out of the way first thus being prepared for the meeting. Does anyone think it looks impressive by asking ridiculous questions? I guess the buffoon look must be in.If you knew about the overtime, did you call and ask about it? What was the answer? And who cares what the real reason is for retirement. It could be all of the above, you all don't need tp know every gory detail of everyones life, thats called GOSSIPING. Curious question-will he be attending the retirement party? That would be just wrong and oh so hypocritical too.

So know he can't or shouldn't ask questions? Just maybe if OTHERS had we might be better off.
I believe he will out of respect for the office as he should. Then again how many times did the CM ever acknowlege a city employee's retirement? What would be hyprocritical would be if he stood up to acknowledge what a wonderful job she has done. I wouldn't wait for that moment.

Sorry, I'm not following or understanding your 7:25 answer. The first four lines make no sense to me. It our money? - What money are you talking about? The 500 ot hours? How long of a time period are you talking about? A year or an entire career? If there is overtime it goes to one person or another. If A doesn't get it B will or C & D. Either way someone gets the time. You were "TOLD" the overtime was to boost his retirement? So, you either spoke to the chief and knew the answer and/or you are grandstanding too. Otherwise why bring it up at council if you already knew the answer? This makes sense since Andy is your bud; 2 peas in a pod.
Anyway, the other poster has observed him opening up his packet for the first time too. With both of us seeing this how can you call us both liars? Why should I be on the charter change committee? This is something you seem to know a lot about, you're much more knowledgeable on the subject than me, why aren't you on it?

500n hours of overtime to one person in a one year period. I was TOLD by another fireman the reason for the one person receiving the OT was to increase his last year of earnings. How could I guess you are on it? You post Anonymous comments. Just another shil for this administration, like the rest hiding in obscurity. Come out from the shaddows. Have the balls or whatever you have to call Councilman Flock out at a council meeting. No stomach for that uh?

Ouch. Looks like I touched a nerve. He is not my council person therefore Im sure he wouldnt make the time of day for me. Yet, makes a mockery of every meeting and every person on council but himself. Totally oblivious to the problems he is making while thinking all is right in his world too. Told by a fireman? How did this conversation begin? Something about asking questions in council meetings and wanting answers. So how do you justify asking a fireman the question when you didn't even take the time to find out the right way for yourself. You are going by hearsay and nothing else. I am begining to believe those that say your blog is based on hearsay simply because you did the same. Not on the committee, not a shill and if I'd come from the shadows, that doesn't happen till February.

Do it right now is Groundhog? Didn't touch anything. Your orginal question was to ask the proper people, seem they have a problem with answering questions.
If I have a friend who is a fireman I just ask why one fireman would ask and get the majority of overtime. Retirement benefits tied into their last years of service. Oh now I get it Groundhog day.. You will stil be in the shoddows in the middle of July.
Hearsay or fact, what reason would the administration give?

Oh, comes the dawn for one comment. You still don't get it. You don't go to a "friend" to get personnal information. Pick up your phone, get answers, get back to us so we can know the truthful facts not someone's personal opinion.
