"LITTLE HELP FROM MY FRIENDS" beatles

A little tip to some of you who will be watching Nebraska vs. Texas A&M tonight. You will hear the name of an assistant head/ quarterback coach named Tom Rossley? I remember back in 63or64', Harvey had a quarterback named Tom Rossley. You think this Harvey Grad could be that same guy? You could check his Bio I guess.

I need help.
So many things to look into and so little time to do it all.
Recently I have had a few people email the blog. and ask that I don't post their e-mail address but to email them directly and correspond with them on knowledge they have of certain subjects on the blog. The help one reader gave me explained so much about the AMP-OHIO fiasco that I didn't know.

Anything that can help make this town a better place to live, work, play, raise a family in.

One person even sent me a template on how to recall city councilmpeople, along with the questions I should ask Law Director Gurley since without me knowing it he would be the one that would explain the number of signatures the recall would take.
This person also explain the pro's and con's of this, including what it would cost the taxpayers for a special election.

I didn't draw the lines.
The next city folly?
The Judge setup an outside commission to decide the value of the Millstone property as it exist's today.
They came back with a value of $195,000.00'
Now watch what the city pays for that property using FEMA money to give the land to the State of Ohio.
This deal should send not only every "Teapartyer" but anyone with an ounce of common sense over the edge.

Hey 5:21.....Some of the administration of this city has crossed the line a LONG TIME AGO. Term has been trying to play catch-up ever since. As far as I can see, all he's doing is just getting better organized. Thanks Term....at least you make no bones about your ideas and are keeping everything out in the open; which is more than I can say for many others.

The first question I have about changing the form of our city government, is what are our options? Are the only choices a mayor vs. city manager? And what are the differences between them. Clearly, we would be able to hire and fire a mayor. Any other options or variations of options? There's a lot to think about here for sure. But glad we are starting to seriously think about this. It's very long over due.

A city manager is appointed by the council, making the city manager an employee of council. You would never know that here in Painesville?
A Mayor would be elected by the voters of the city every four years.
You can get opinions for days what is the best way to go?
People will tell you in a city like Painesville you need a manager because you need someone with the knowlege to run the utilities?
If thats the case why do we pay the department heads the salaries we do? A mayor would oversee these departments and the department heads would have to answer to the Mayor and yes even council.
I have noticed numerous times a department head was in the process of answering a question from council member with the city manager butting in and taking over?
This is called "micro-management" Either the C.M. doesn't trust the department head or wants a question answered a certain way.
You have to wonder what's going through the department head mind when this happens?
Painesvile has not had a very good last 50 years maybe it's time for a change?

It's too bad we weren't organized enough for the last election to get charter changes to take away some of McMahon's power while we work this out and get rid of her for good. Didn't she make some kind of changes to the charter that council voted "yes" on a while back that gave her extra power?

And yes, I agree with you, Term, something has got to change. We can't afford to wait any longer. We probably need a Mayor, then, with city manager training? Although I don't know enough about it to know if McMahon's training has done us any good. From where I sit, she's ruining us, but are there areas where it has come in handy?

It's a pretty important decision on what way to take this. Clearly we need a system where the PEOPLE hire and fire the leader. This system certainly isn't working. So is that the only two options then?

And if council asks a question, of a dept. head and the city Manager butts in the council member should stop the manager from answering and tell her they want the Dept. Head to answer, she works for them and us, council members in this town are all worthless.

1:40 The C.M. had it put into the charter that a councilperson cannot speak directly with a department head without her present. At the present time I think there is only one or two councilpeople that would take your suggestion. How do you think the department head would answer? With her sitting there?
This council is a part-time council who has made the city manager a Czar.
I believe I will have petitions along with the framework to change the charter and have a Mayor's form of government here. Prepare by PITP time to sign up for a vote in November.
Andy Flock is not the only one in town that has lost confidence in our present city manager.
Forget recall elections lets go for the knock out punch.

1:40, this is 12:38. Yes I realize that we cannot actually "hire" and "fire" a mayor. It was just a terminology. What I meant was that we obviously need to get some form of government where the people can elect (hire) their leader by voting.

Term, are there only two options?
1. A city manager that the council picks.
2. A mayor that the people elect?

If so, then it's a pretty clear choice for a mayor. I was wondering if there were any variations available, in case we need to research that, and make sure we are going for the optimum form of government for us while we are doing it.

I'm with you about not worrying about recall elections right now. Yes, let's go for the knock out punch. I moved to this city approx. 20 years ago and immediately had trouble with the city. How they behaved and talked to me was so outrageous that I thought I had moved right into Hell. As it turns out, I can testify all these years later how horrible it has been here. The Hada, Fountain, Hach and McMahon union is frightening at best.

Thanks for spearheading this, Term. Good luck to us all. Let's get this unholy union right out of our government and bring some reason back to the way the city's business is conducted and how its citizens are treated.

Imagine the news herald headlines.."Painesville Mayor chases crack addicted daughter all over his city." Running for Mayor anytime soon term?or could you atleast blog about what happens when the computer gets in the way of parenting. It seems we have a problem with that in the city.

To 6:50 AM...I wondered how long it would be before you anonymously crawled out of your hole. First off, I have no intention of running for mayor (or any other elected office)...zero...because of the scrutiny of people like you. This situation with my daughter has been on-going for at least twelve years. My family and myself have done everything we could think of to deal with this. We are still dealing with it and haven't given up yet. Do I blame city officials or the local school system? No, I know this could (and does) happen to any family. Be very grateful that this hasn't happened to you or one of your loved ones. I highly disapprove of my daughter's lifesytle but I still love her as a father. Something that I think about alot (half-heartedly) is the Meatloaf song "Two Out of Three ain't Bad". Visited the new Marc's store in Painesville Township today. Very large and well-laid out store. What caught my eye was on the inside walls are large pictures of Downtown and near-downtown Painesville. The courthouse, city hall, Lake Erie College, the Gazebo, the Methodist Church...all of this to give the new store a home-town feel. In the center of the store, by the deli, there's a model railroad circling above your head.
I did notice the Pville City Hall picture was hung over the alcoholic beverage section. Maybe they know something we don't? (Just a joke, folks)
Too bad city officials couldn't come up with an aerial photo of the train derailment....it might have fit in well with the model train.

Term, why dont you ask the firechief for a picture of the train derailment? Or contact the NH for one? There are ways to get one without being a wise-crack hiding behind your computer.
And by the way..who would run for mayor? It has to be a resident so who is QUALIFIED to do this? Also along with a mayor usually comes a city administrator too. Where does Painesville have enough money to pay these people?

Joe Hada, Andrew Flock are just a start. Anyone on council could run.

2.7 million dollars to AMP-OHIO and we don't even get a D cell battery. The Millstone people might be dead before they get their money, People laugh when they see the road to nowhere.
The City alread spends over $210,000 dollars on a C.M. and Assistant. There another guy that could run if he ever decides to move here from Conneaut, Ohio.
What wouldf stop the present city manager from running? Besides a pay cut. Painesville's Mayor would be payed $85,000 [5 dollars for every person in town]

Sunshine they put the train derailment on the conference room wall, they must be proud of it.

Look everyone...the train derailment was national news....and the fact that no one was hurt is a tribute to the cooperation between a good fire department, Conrail officials and I believe Lubrizol helped out considerably too. (they do have a great deal of expertise in handling chemicals). I really don't think Term would be cracking jokes if there had been any loss of life...so could you thin-skinned people GET a life and just laugh (or not) and move on.

Andrew Flock for Mayor? That's a joke, right? Oh, it must be. You mentioned Hada and McMahon, too. Let me premise this by saying I'm not on "their" side (Hada, McMahon, etc.), but you mention Andrew Flock? 9:45 complains about them accusing Flock of malfeasance. I could be wrong, but if I am remembering that correctly, it was because in all his years of being a council person, he never gave a yearly evaluation of McMahon like he was supposed to. (This was up to a couple of years ago. I don't know what has happened since then.) He turned in only one, and the only thing he wrote on it was that he didn't know what she did all day, so he couldn't provide an evaluation. He has done nothing for ward 1. I know - I live in his ward. He did one good thing here and now. He finally spoke out against McMahon and the AMP mess, which I very much appreciate. So just in case that wasn't a joke, I would hate to see his name come up for mayor. I know it's a little early to be debating WHO will be mayor, but just wanted to say that right up front here before the notion of Flock comes up again. Don't know if he would even want the job, but I'm just saying ...

Now, the lies they all go around and tell about Murphy every time he runs for office to make sure he doesn't get in, and the false reports they make (lets's not forget Rita's statement when she was "called" on it by Murphy about how she remembers an incident happened, but she just can't remember what that incident was), are very real examples of just how scary this administration is.

2:45 answers my question about back-up administration for a mayor form of government in the form of a city administrator. Sounds good to me.

To Term: I recall a blog where you said the fire truck was in for repairs. You also stated you were going to ask when it was suppose to be back. What was the answer? This means they know where it is, its not missing it's just broken and will return.
As for the AMP/power situation, a vote was taken and majority wins.
You can thank Mr. Gibbs for the Millstone snags. A wealth of people to run? If that were the case they'd run for council to help change things there first. I couldn't believe my eyes where you proposed Rita, Mr. Hada or anyone on council for mayor. You have nothing good to say about them yet "suggest" they could be a mayor.
That derailment was a few years ago and was the fault of no one in the city.
You should point less fingers, quit looking back and move forward to have a more positive and healthy attitude.

Alice, I guess I don't see it the way you do if that derailment would have been a five hundred yards in either direction to the west it would have taken out homes in Heisley Park and to the east maybe Lubrizol. All of us were lucky that day. If I'm looking back, what exactly is the city doing with that picture?
Your right about one thing it was nothing to make jokes about. Now look how close to those tracks the Asper Park development, along with the planned housing on the north side of of the tracks in Diamond Center. This community was very lucky thayt day.

Joe Hada call Flock out because after a few town hall meeting residents in his ward told him they wanted no more apartments or condos built in the city, single family homes so when the North 44 something or other project for condo's came to council Flock voted no to putting condos on annexed land Hada went into a tirant and charged him with malfeasanse. Which Hada never provided proof of, he just lays things out there and drops them.

Diving down by Millstone I crossed the bridge and noticed the planters [4] the city placed on the bridge haven't been taken down yet. Wonder what the cost was for that, along with how will they hold up after a winter of snow and salt trucks? Your money folks.

Yes, let's not forget that the supreme court just helped steal the third election for the Republicans. I could not believe it when they ruled that corporations could run campaign ads. It was easy to tell what would happen with that. People listen to the lies. If they are told often enough, people take them to be true and go right along. Sad and scary on all counts.

I think a lot of you including Term missed the most important "Qualification" of someone wanting to be Painesvilles Mayor.
A genuine love and concern about the people and the city. With a healthy dose of common sense,
The three things that seems to be presently lacking at city hall.
A Mayor would have never got in bed with Amp Ohio if he had one ounce of common sense. Who again recommended this project to council? At least a Mayor could be held accountable, and possibly take the blame, by the people and have to worry about the general public, instead of keeping four parisites happy on council.

Tell me who is responsible for the mistakes around here?
How will the city, I mean the residents pay for these mistakes?

I took Term's question to heart and did a little research on the question of a mayor (EM - elected mayor) vs city manager (CM) form of government.
The trend today is headed in the direction of the CM type. The theory behind it is that a person formally trained in administering a public entity (the city) would be more efficient. It is also supposed to be more cost-effective because the city manager isn't politically beholden to anyone and doesn't have to constantly worry about re-election. The city manager is supposed to be concerned with their job performance in order to keep their job by making city council happy by making good decisions. A city manager isn't bound by term limits (unless stated in the charter) and can make and implement long-term planning that wouldn't be able to be done otherwise.
A mayor form of government provides a strong executive and is supposed to cut gridlock and red tape out of the decision making process. It is politically based. The mayor is held directly accountable to the voters and if he/she does a bad job they just are not returned to office.
The research I read used a bench-mark of housing prices as the way to evaluate job performance. The rationale is that if the chief executive does their job efficiently then good services (fire, police, waste removal) are provided at the best cost and provide a good value to the residents, making that community attractive to home buyers. According to these studies, home values also reflect the local job market (low-unemployment = strong tax base) A good school system was also included; since that also attracts and keeps residents. The state rankings were used so that comparisons would be based on the same sets of criteria. All of these things were mathimatically factored to be able to compare communities that had different types of government.
BOTTOM LINE:
There were no appreciable differences in job performance between either form of government.
MY OPINION:
I certainly am no fan of the present administration but I cannot really see how changing to a mayor form would be much better. That would bring in the political process and all the divisiveness that goes along with it. A mayor would be more likely to accede to the short-term desires of the voters than make the tough decisions that would cost him votes. Having said all that; Painesville's system isn't working either. Using the conclusions of the studies I read our CM isn't effective. A drastic change just for change's sake isn't necessarily a good idea. Throwing out the baby with the bath water is a bad idea. Getting rid of a position that requires a trained professional just doesn't seem absolutely necessary here. Changing the charter to limit the city manager's power DOES seem like a better idea. Also a serious well-organized campaign to get rid of the entrenched council people that are holding the city back is absolutely necessary no matter what course events take us. Maybe some provisions that would require an independent evaluation of the city manager's job performance could be instituted. Something blind council people could not ignore.
Spending limits (requiring a vote by residents) and an evaluation (and limits on) how the CM handles the individual departments as well as how city personnel themselves perform might be looked at. City employees are a direct reflection of the management.
We need to address the school situation along with this local government problem. Neither one happens in a vacuum.
I would hate to see Painesville try to kill a mosquito with a sledgehammer. The disruption and distraction a major charter change would have is not a good idea in these uncertain times. Changing who runs the city (new council majority) and how the city manager does her job would get us a lot further a lot quicker.

The train derailment was serious business for everyone envolved. I for one am very grateful we have the people and resources to deal with something this big.
You can IF IF If this thing all you want, fact is IT DIDNT turn out that way. And since it didnt, this could be used as a learning lesson for if, God forbid anything happens again, not just in Painesville but any other community too. People that sit back and say IF are annoying.
And what is the whereabouts of that "MIA" truck? You seem to do alot of talking but not much action.

Like the landlords, devlopers, biz.owners.

The one with the most money will win, does not matter who it is....

7:49 Yes the derailment was serious business. There was very little that the city did to prevent this from limiting the damage caused by the accident. I can IF all I want I'm not getting paid as a city manager/safety director for $125,000 or a fire chief making over $80,000 Theres where the responsibility of where things are or aren't.
For the life of me I don't understand keeping a large picture of that derailment in the city hall conference room. What does it tell people. Come here and you could be a part of our derailment? Why not pictures, of CORE, Cintas, Airfoil?
Sorry if I don't understand their logic.

You don't have to understand their logic- it's their perogative. Have you been to the new hospital? What type of critic do you have about whats hanging on their walls? Just like any place-it's their business to decorate as they wish, not yours or mine.
I doubt its the same Tom Rossley, unless the score was 50%. Who cares...you're the one asking? So YOU should have checked his bio.
As the Mayor of Owego I really thought you knew this town better. I "believe" the Tom Rossley you are speaking of "may" be with the Rossley-Pollutro insurance agency by T&T bakery. Just a guess.

What does the photo say? Ah, maybe it's just me. You read the Bio I did and the Tom Rossley on the sidelines was born in Painesville, Ohio in 1946.

REW 4:43: Yes, that is what we need - a thorough investigation and discussion on WHAT KIND of government do we need in this city and all the aspects of it. Thanks for the info. Waiting to hear the rest.

I will say, however, that the problem since I moved to this city 20 years ago, is that there has always been a solid block of council people who are in so thick with McMahon, that all kinds of shenanigans go on. (And that is putting it so mildly that it doesn't even actually describe the situation.) I think what is going on in this city is scary. So it just may be that in order to get a government in this city that we feel we can trust, it will have to be a mayor or some other form of leadership that the people can vote out if we want to.

Most definitely McMahon has to go. There's no two ways about that. Whatever way we go, that has to be a major priority. And speaking of training, her training certainly hasn't gotten us anywhere good. We oviously need to get rid of Hada, Fountain, Hack and probably Fodor, too.

But I agree that we need to carefully weigh all options to make sure we take the right path. Let the weighing begin.

Everytime there are millions of dollars coming into play in this city like the flooded condo demolition, etc. deal, the hospital tear-down deal, etc., etc., etc., especially when it doesn't seem to make a lot of sense, it just makes me wonder about all those dollars. Know what I mean?

Northshore was chosen. Yet no one on council asked what the duties of a owners representative are, let alone the what was the cost of having Northshore do it?

When built, the facility will be the largest photovoltaic array east of the Mississippi River. A primary driver of the project is Senate Bill 221, which requires investor-owned utilities in Ohio to procure 25 percent of their power from renewable energy sources by 2025. TPS is negotiating a long-term Power Purchase Agreement, or PPA, with AEP. The project will create 20 new full-time jobs and 312 full-and part-time construction jobs. Regarding the AMP ohio deal. P ville is actually a good candidate for renewables to offset peak demand in summer months. If you look at the winter and summer demand curves for the city. The city manager should have done some more analysis rather than just taking the easy 'status quo' route and buying into the AMP ohio deal. But then again.. that is the village of Paine leadership.. all about the status quo route.. and thus you have what you have in the ville of paine.

It is THEIR office, and as long as the picture is appropriate and not offensive what business is it of yours? Yes they do work for us but a picture on a wall has nothing to do with the job they do for us. I believe there was a track malfunction (I dont remember all the details) No one was killed, it had nothing to do with 1 person in this city when it happened and then clean-up began as best it could for never having this situation before. You sure have some really lame gripes. And this is a big one. Maybe you are envious that you did not get a pic for your wall and thats why you're so upset!
