"RESCUE ME" aretha franklin

I have had correspondence with the city regarding the proposed levy by safety committee to city council. I've heard how our safety forces are funded through the general fund along with the fire department having a .07 mill levy already in effect that brings in approximately 100,000 a year.
All this was mentioned to council but as recently as 2005 the city has had a new source of revenue. They were allowed to charge insurance companies along with Medicare for transporting patients. Why wasn't this money included or mentioned? Maybe it was just a drop in the bucket or worth reporting?
2005 $310,009.53
2006 $343,566.65 (28,987.99 proceeds from capital lease {?})
2007 $376,672.14
2008 $450,893.33
2009 $412,662,56

TOTAL $1,893,804.21

EXPENSES over the same period; These are personal services, materials and supplies, capital outlay, other non-operating charges: $1,520,824.96.

There should be a carry-over balance of $379,979.25...where is this money? Daily interest bearing account?

Before 2005 all these expenses came out of the general fund as expenses for the fire department. Did the city cut the amount of money coming from the general fund to the fire department because of this new revenue source?

A lot of questions need to be answered before the city asks for another dime from the residents.

Has the city addressed and managed the overtime issues at the fire department?
A few years ago one firefighter alone had over 500 hours of overtime.
This is my own opinion; I believe in a well-trained and equipped safety force but there is no way in my mind I could give this administration any more tax money with the way they have handled finances. Again, the city only tells you what they want to even when people are diligent enough to ask the right questions. I don't know all the questions to ask. Anyone out there have any?

I wonder if the city is in "conversation" with other community's to solve some of our EMS problems in a responsible way? Rumor has it talks are in the works.

No questions. Get rid of the %^$#&@ Mexicans who START partying with music and SINGING after 10PM and I'll be perfectly happy. I hate this crap. If I wanted to live in effing Mexico I'd move there. No, wait, that wouldn't be so easy, now would it. I USED to be tolerant. I'm not anymore.

I wholeheartedly agree with your statement that the city only tells you what they want you hear, even when someone is seemingly asking the right questions. It's one of the reason people do not trust them to spend our money correctly or to tell us the truth. I'm with you about this possible levy, and I will not support anymore money for the schools.

I want to see open meetings with all Wards together AND all the other surrounding city leaders attending about the safety issue. And I want to see the illegals out of my city -- thanks Paineville leaders for making it a sanctuary city -- and I want to see the 50% policy at the school stopped.

What goes on in this city is mindboggling. We STILL don't know how much of our money they lost with the AMP-Ohio coal plant. They should all be out of office based on that alone -- not only that they lost the money, but that they are STILL refusing to tell us how MUCH they lost.

Then they turned around and are spending thousands of our dollars on a pretend green energy landfill deal with AMP that will power one house. If they were paying any kind of attention, they would have known that real deals -- like the one they are looking into now -- were on the horizon.

I still think there is quite possibly something unholy between AMP and our city leader(s). I just really can't emphasize enough how much I distrust McMahon, Hada, Hach and Fountain.

I watched the council meeting and its more then a little strange all this money wasn't mentioned. Why?
This city had better learn in a big hurry people are watching.
Thank you Term for being there to point some of this out. Maybe our leadewrs don't understand the reach of the internet? Again how does the city make a levy proposal without a mention of this income, disgraceful.

This is 12:38, adding to my post.
I would also like to remind the other council people, Lori, Fodor, Werner and Flock, that RITA WORKS FOR THEM. It's not the other way around.
On that note, right now some of the questions we have are:
1. How much do we owe AMP-Ohio for the failed coal plant deal?
2. How much are we going to pay in total for the AMP landfill deal that will power one house?
3. Where is the EMS billing money, and how much is left? Of what has been spent, what was it spent on?
4. Why do we still have a 50% grading policy in our schools? It's hurting our kids.

It looks like you four are doing a good job on the safety issue, or hopefully on your way to doing a good job on the safety issue, so thanks for that so far.

You have to wonder how this will all work out. Painesville Township in my way of thinking should tell the city to pound it , by hook or crook the city annexed land from the township and now wants help?
Like running off with a guys wife then wanting to borrow money from him to buy her a ring.
Didn't our city manager sue Mentor afew years ago? Then after they let the city know in a written letter that they would be more than happy to assist Painesville in Diamond Center. Our esteem city manager "don't need you."
The peopler better get control of the city from her or there won't be anything to save.

I finally watched the council meeting Sunday. First off forget a levy. I'm with Term. I work for my family not the city of Painesville.
Second, Robert Fountain is a joke! As a ward 3 resident this man has got to go. He should stay home and fill his mouth with candy there. Proud of Painesville magazine? A true representation of Painesville. Then Joe Hada mentions our safety forces, did you read the magazine Joe? Not one mention of the police or fire in it. Enough of this already.

I loved Hal Werners response to the fire levy. Let me sit here on the fence until I can figure out which way to vote to help my re-election. Forget it Hal save your money. You had your shot and you exposed yourself for what you are. Selfserving!

I think the jury's still out on the two newest council members; they seem to be heading in the right direction by fits and starts. I'd bet the reality of sitting on council is alot different than what they might have expected but they both seem to genuinely want to do what's right for the city and its residents. Let's hope they (along with the rest of council) are given ALL the info they need to make informed decisions and no roadblocks are thrown in their way. When all the outstanding bills come due (AMP-Ohio deal and the flooded condo land purchase just to name two big ticket items) I sure hope they all have the courage to do the right thing. Supporting a charter amendment that would create an elected mayor position would hold everyone accountable; instead of one unelected person holding the purse strings. Where and when do I sign that petition?

I had an interesting discussion with a person this weekend who I consider to be a very dedicated citizen to this city. When the subject of cooperating Fire Departments came up the point was made that our problem is no one wants to sign on with the city because of what it would do to their departments costs.

Painesville is one of the busiest departments and the majority of our calls are low income using rescue squads for free medical or a free ride to the hospital. Along with that how many of these are non-collectable because of the persons income?

Why would any other department want to be part of that?

Very interesting viewpoint, not sure how true it is, but it made me re-think the issue a little.

I'm kind of curious how they actually collect the money. Do they have an real human being bill individuals and/or their insurance companies? Or is it a hit-or-miss system? Or do they just carry that money on the books as accounts receivables? Or is it only reported as income AFTER it is actually received? Lots of ways this revenue stream could be handled...

I believe the city turns it over to a private company that bills private insurance, and medicare. They take a cut for providing the service. The city can bill the insurance company anything they want, but I believe the insurance companies pay resonable and customary. To say Painesville charges $734.00 for a transport the insurance company my remit $455.00.
Please call city hall if you believe this is done differently,and let me know.

[tri county would love to bid on this 911 service] waiting for answer's HOW ABOUT IT..
