LETTER TO THE EDITOR

A Barbara Warren, who I don't know wrote a letter that was in Thursday's News- Herald in "Readers Turn". I will have to get Cleveland Magazines June issue to verify her stating Painesville ranked 75 out of 76 suburbs, was this overall or just in crime? This was a well written letter and the only thing I can say to her is go to council meeting and let them know your feelings also. "The quaint city I remember is goimg nowhere, and nowhere fast." Hey Barb we got cheap electricity! jt and his buddies are going to tear you apart you "NEGGIE"

TERM, I really am grateful for your consistent plugs and in true form I will be positive and thank you. No, I won't tear her apart, she is right. Cleveland magazine has an anual forum called "Rate the Burbs". It is based on all of the demographic categories to include crime, housing, schools and all of the other criteria. Now, I will say that I have yet to see this years issue, but traditionally P'Ville does rate within the bottom of the rankings. I believe that the crime statistics bring it down mainly and of course the housing and so forth. It is disheartening a bit to see those kind of results, but I know that things can change. I will be getting this issue and checking it out for myself, but you can go to the library and pull up the old copies to check it for yourself. JT

I think with our new housing developments and new schools we should be only climibing from that current ranking. Thanks goes to the city and the schools for creating economic development and new educational facilities and I can't wait until everything takes hold. I think we will see Painesville climb in the rankings soon. I just wish we could jump forward to the completion of these projects and the day the next rankings come out so we show our progress.

I think that most of the rankings are done way in advance for publication, and you may find that they are late 2007 early 2008 numbers. You are very right, those housing areas and the schools make a nice picture and hopefully a draw that people will not be able to avoid. JT

Many of the new housing areas were built on the stpulation that the school system would be Riverside(Painesville Township)...... Not to say that since these new schools are state of the art that the residents of these new homes might want their children attending City schools..(open enrollment)

Open enrollment isn't about how pretty the school is. It is however, about the education the student recieves, and the safety of the area the school is in.

Open enrollment, please explain how a Painesville City resident in Liberty Greens can send his child to the new schools, and all Painesville City Schools receives is the State funds but not the local millage? SO people who live in the PLS District are subsidizing children that are in Riverside School District. and that system keeps the property tax?

Please tell me theres not an ounce of truth to the post above? This plus paying for new buildings, and for children who arent supposed to be here? If they live in the city they are in the school district. We get there tax money.

Here we go again, Term I can't believe you made that statement about PLS people subsidizing township schools.

Why don't you actually get your facts straight before you make ignorant statements?

In simplified explanation Property taxes in the state of Ohio is what goes to support schools. Income Taxes goes to the city. When property is annexed the property taxes and school system remain the same. The income tax and all the services including utilities move to the city it was annexed into.

Before you start making goofy statements about annexation lets get it clear that a city like Painesville will not annex anything by state law unless they have a signed petition from the property owners ASKING for it.

Term needs to stick to simple things like voting for man of the year, at least you can get that stuff right.

unfortunately often times it is the color of skin of other students that drives some open enrollment.

Here I go again if you live in Liberty Greens your property tax goes to the Riverside School District. With open enrollment they can send their children to the City Schools, but the property tax still goes to the Township School District? Yes or No ?
Whats so ignorant about this statement?

I think some money goes with the student. Maybe not the property taxes exactly but I think the township schools would have the give the money for that student to the city schools. I don't think this is any different than any other open enrollment situation.

Terms right only State funding goes with the child .Local Levy money about [50%] stays in the home district. which doesnt share. We lose funding on open enrollment. Plus the fact a House in Liberty Greens pays less tax than a house of the same value on Cedarbrook Dr. Check with the aditors office and with the school board.

Heisley Park/Liberty Green development:

These homeowners are allowed to vote on Painesville City Issues.

These two developments cannot vote on Painesville City School Issues only Riverside School Issues.

Does that tell you where the taxes are going!!

When speaking with those that purchased homes in the Heisley and Liberty Green developments, the question was asked as to why they settled in these areas. The 100% answer was: Drum Roll, their children would attend Riverside Schools and not the City of Painesville Schools. Gee, I wonder why. If you are totally confused about the property tax/school tax, call the County Auditor's office and find out the truth.
The City of Painsville has the highest School Taxes in Lake County.
Again, call and find out that this is true: or go on-line and print the stats out.

The city and the schools are two different entities. If the city annexes it that is fine but the school would also have to annex it into their district. They COULD go to the city schools by open enrollment. But this is the same open enrollment situation that has always existed between the two schools. There is no new scandal here. This money was the township school's money in the first place. You can't "lose" money you never had. I think its good we annexed the property. We now get income tax off those people. No we don't get property tax but we never did so what's the big deal? Is it a big deal that they could use open enrollment to get to our schools? If so, where was the outrage before?

The outrage is that these families get all the advantages of being a Painesville City resident without any of the problems. Why is that so hard for you to understand. They get our utility rates, but not our property tax rates. They get the lowest utility rates (advantage) without having to pay the highest property tax rate (problem). This is very simple. And why should we leave? We were here long before these problems. We should be allowed to stay and fight to get our city back.

I wasnt paying thru the gazoo for new schools before. They will send their children in city schools until 6th grade then off to J.R. Williams they go. There using the city schools on my dime. Why stay here?I think the time is ripe that we can get rid of people that have driven this city into 75th place. Until this site I thought I was the only sane person in town. How some leaders stay in charge so long with such poor results is beyond me.

Two posts up, fight to get our city back?

What are you talking about?, When all of this kind of stuff happens the only fight I see is 3 or 4 people talking at council meetings.

Do you think that is enough to change anything? Hopefully you don't think posting on an anonymous blog site is "fighting" these problems.

I'd bet most of the people who post here are nothing but whiners and aren't willing to spend more than 30 minutes on one of these problems before they give up and crawl back into a hole.

Here's one to chew on. I buy a $160,000 house in Liberty Greens, I have a 6 year old that I send to the new elementary school on Chestnut St.[open enrnrollment] I work for Steris Inc. in Mentor. [which gets my income tax.] I get my utilities from Painesville City. plus Police, Fire, Snow plowing from Painesville. My school levy tax goes to Riverside, my income tax goes to Mentor, How much does the City of Painesville get? I will spend alot of my time and some of my money to get rid of the leadership in this town in the next couple of years. I read the Cleveland Magazine article yesterday. I am fit to be tied and so are my neighbors. Keep the pressure on Term the city needed this.

I for one am working my ass off to oust this bunch on city council. I am not going to city council meetings or any other meetings but I am watching what is happening, as are others. Who wants to waste time showing up for council meetings. They do not respond to questions and basically we are told to sit down. It a sham and a shame!
God bless those 4-5 people who show up at council meetings and keep council members in the spotlight. what do you want to bet channel 12 starts to go down; just around election time next year
We are not whiners just fed up.

The school money issue with the property tax is a school issue, not a city issue. Who knows the schools could shut off open enrollment. That would be the best solution. If they want to use our schools make them join our district. Yeah I know you have your issues with the city but if you really want to change something for the better and not just complain we should go bug the school board to get this done.

School issues can be at this site. I don't think there are problems with the schools ,but there is alot of misunderstandings that people in town need to know about.If you have something you think there is a problem with post it Thanks for your idea.
