DOES PAINESVILLE NEED A MAYOR II

Today I received a memo "Self Dealing Policy" issued by the City Manager to the finance department,and or a utility collection employees. In it it listed common practices that any "good" employee would not need a memo to follow. The last page raised my eyebrows. Please list all current and former relatives that live in the City of Painesville. Yes I guess this means ex-wives and husbands to. WHY??? This is a policy right out of Germany in the 1930's. Who's policy is it. When did council approve this policy? The way I thought it worked is council legislates, and the administration manages, When did the administration pass by council on policy. What will the employees unions say about this policy? Two council people I talked to tonight had no idea of this happening, why weren't they informed?
If the people in town knew how much it is costing them to run this town they would be amazed. I am in the process of comparing Painesville to Willoughby. Painesville has 17,000 people Willoughby 23,000. The Mayor in Willoughby makes $85,000 and is also the Saftey Director, he has no Assistant. Painesville has a Manager making $110,000 and is also the Saftey Director, and has an Assistant who makes $84,500.
Please dont tell me she also runs three utilitiy departments because she has very good Depatment heads running the water,sewer, and electric departments, so unless shes running the front-end loader at the light plant that shouldn't be an issue.
Most people in town understood that most employees received approximately 3% raises this year. So how can some administrator get close to a $10,000.00 raise? Ask your councilperson. I guess if your happy it doesnt make much difference, the lights go on, the water for your coffee in the morning is there, and someone picks up the garbage everything is A O.K. I hope to be out of here soon, not for any reason listed above, but we need Leadership or its only going to get worse.

Might this be innocent to discover if the city subject to employees giving deals to their family? You guys complain about nepotism and self-dealing all the time.
Maybe council didn't know. How do you know if they are "supposed to" go by council? Just had a "town meeting" did andy know?

Let's see now. Term posts topics about the city for people to discuss on this blog. Some are informational and some need looking into. Some just need to be brought to peoples attention to think about. There isn't anything wrong in asking questions or wanting answers. Maybe the people who want Term to leave just don't like being questioned. The purpose of this blog is to get people involved. There can be many sides to the issues Term brings to this blog. Having a place to discuss them is a great idea. If all the complainers here knew how much work running a blog is then they might thank Term. I for one thank him. Madpotter and Term know how much work this blog can be. Would any of these complainers step up to the plate and take Terms place? I doubt it. I've heard more people attend Andy's and Hal's town hall meetings than city council meetings. Wonder why that is? I wonder if more people come to this blog than go to the city's web site? If you think Term and this blog is so awful, why even come here? This can be a great place to discuss issues 24 hours a day without fear of repercussions from social, political or places of employment.
We should be asking Term to stay rather than telling him to leave as Anonymous 1,2,4,and 7.

Ya know it's not about leaving, it's about stepping up to the plate! Ignorance is bliss but we need a little enlightenment. Facts are facts, they are documented and usually easy to prove.
Ask questions, lots of questions. If you had to take a test on where you money is going could you pass? If you had to take a test on where your garbage is going could you pass? Do you know where your electricity is going to come from in 10 years?
I go to work everyday and I am accountable to the company I work for. When I started they very bluntly told me if we don't hear from you we are coming to find you.......... and my boss lives in Tulsa, OK.
Why shouldn't government be accountable to the residents.

That said; most of the offices I have called in the city have always been helpful; answered my questions, fixed the problem or pointed me in the right direction. After working in other municipalities I have to say this city is pretty civil & helpful to the residents.
Do we have issues that need discussing...... You Bet! and the blog is a great place to start.

Well, hope its not to soon I will ask him if someone else can continue the Blog. This will go on with TERM or without, its just to important.
I've heard him called an idiot,troublemaker, racist, hater, but never a LIAR. Do some of you dislike the messenger because of the message? He probably cares more about Painesville than most of you, and is troubled by some of the things he has seen around town.

I agree with anonymous above. Term has been called many names here but never a liar. I'd like to add one more. Sincere. Sincere in his efforts to try and make Painesville a better place to live. Sincere enough to take a lot of abuse in the thankless job of moderating this blog. After all, it is such a high paying position. About the only thing he can buy with the money he earns here is a free pat on the back. Consider me paid for at least today, Term. Thanks

Woodrow Wilson stated a separation or political dichotomy must be maintain between a governing and legislative bodies of government. What this means is that same body of government that makes the law cannot be same body that manages it. For example, Congress passes a law but it is the President's job to enforce it. The President does not make new laws he/she makes policies to enforce laws that already exist.
This means city council passes legislation ( laws,ordinances,and budgets)and the city manager enforces the legislation. The issue is whether or not the city of Painesville has a law on "the books" concerning such a matter. This seems like an human resource issue so I doubt. The question is has council passed a law demanding city employees to soliciting information about employees other than their immediate family.If thats the case information about my thrid cousin on stepfather side on my family would be far game too. Lets not kid ourselves their is an underlying cause for policy or procedure such as this its "control". Remember responsible government does not start by complaining but with accountability. The city council is accountable to the electorate in their ward; the city manager is accountable to city council. Before you can find out why a such as this is being enforced, find out who passed a policy like this first place.

“Facts are facts, they are documented and usually easy to prove.” But Posts on this blog are not spewing facts. They throw out some thing and present it in a way that suggests corruption and implies wrong doing. We never see the big picture on here. It’s not objective. It gets the rumor mill going but the truth of the matter never gets explained on here. I never see a post that says “I was wrong there was no corruption or wrong doing, here is why they did it.” He might not have ever been called a liar but in case it has not been said before, I will call him and others on this blog misleading. Misleading is a slippery slope. I can’t call anyone sincere that automatically assumes there is wrong doing. Someone who never sees anything that council does well can't really be sincere. I have asked before for you guys to post what you thought council or the city manager have done well to redeem yourselves as credible but ____.

Yes there is a separation of powers. Along with that separation of powers comes delegation of duties. You delegate so the government can operate more efficiently. Do you want council to vote everytime someone’s grass is too high? Sure we could round up all 7 drive them over there and inspect then vote as to whether it is indeed to high but this would not be an efficient government.

I am begging for an answer here..........

we get shut done by Mr Gurley at council meetings, question on the city site go unanswered, for the most part we are left scratching our heads........

where do we go for answers? I don't understand why it takes over a month for council minutes to be posted on the city site nor do I understand why channel 12 is barely audible after years of the residents politely asking for it to be fixed. How do we get the "big picture"?

as for voting on the grass issue ....... that was done long ago and there is absolutely an ordinance about it........... we need the city to enforce what is already on the books.

Of course there is an ordinance for that. The illustration was meant to show that somethings must be delegated. I was just illustrating, maybe I didn't use the best example.
I agree there should be a way to get answers. Maybe we should have a council person be our liason with Gurley. I have no idea on that one.
Interesting to me is that you have found the ordinances online. Have you found one regarding sidewalks?

TO THE LONG POST,FYI!!!! THE CITY COUNCIL RECEIVES THE MONDAY MEETING PACKET INFORMATION ON FRIDAY EVENING PRIOR TO THE MEETING. WE DONT HAVE AMPLE TO REVIEW OR GET ANSWERS. WE NEED MORE THAN A WEEKEND TO LOOK OVER OUR PACKET TO VOTE ON DECISIONS THAT NEED TO BE APPROVED. COUNCIL SHOULD HAVE AT LEAST 3 TO 5 DAYS FOR REVIEW.! CITY MANAGER, GIVE US A BREAK!!!!!!!!!!!!!!!!! CAN'T WE ALL GET ALONG? LETS TALK.....

also in review, i think term is doing a very excellant job! people, you can read the blog and gripe all you want about what is posted, but until you get involved with the city politics and how it is run, you dont have a leg to stand on.berating someone who is trying to do some good for the city is not helping.if enough people go to council meetings and voice their concerns on what ever subject that is their concern, maybe. just maybe something good can come out of all this. (c) No person shall place, deposit or maintain any merchandise, goods, material or equipment upon any sidewalk so as to obstruct pedestrian traffic thereon except for such reasonable time as may be actually necessary for the delivery or pickup of such articles. In no case shall the obstruction remain on such sidewalk for more than one hour.
This seems to cover the issue of the tables on the sidewalk by El Senor. Should never have been allowed. CPR
