As you know I have been in a discussion with council as well as the administration on the upcoming Refuse Contract.

I sent this email to all seven council people ......  

I presented ordinance 955.18 at Monday March 7,2016 council meeting. Now the way I read the part of the ordinance was that the city was responsible for leaves as well as other yard wastes.
Now I realize Mr. Carson is attempting to find the best refuse contract for our resident's but do you believe adding more city services to the contract is the right way to go? As all of you are aware the city has always collected leaves in the autumn past why are we changing this now? Is this under your direction?

Both Mr. Carson as well as Mr. Gurley see this ordinance as stating the city can contract this service out at resident's expense. Sorry, I disagree. As you already see Painesville is already paying a premium for rubbish disposal. I honestly don't believe the city is acting in the best interests of our resident's.

I will be looking for your responses, and hope this can be worked out.

I also know of another resident questioning the city as well as council about the claim of our high delinquency rate? What proof is there? Is it  getting worse or better?

Now it has been a week and as of today only council woman  Lori DiNallo has even responded.

Look you only get three minutes to address council, so all I ask is this contract at their direction?
As council for the most part just stares at you? What does that mean? Are they have they given any direction to the city manager? If not why not?

Truthfully the silence speaks louder then an answer. Or maybe they don't know or worse yet don't care?

I guess it could be worse? I might get a reply such as; Thank-you for your concern, let me assure you the city as well as the administration is doing what's in the best interest of resident's. Thank-you for informing me of your concern.


You have to wonder who will be Drumpf's running mate? The other Drumpf? There are two you know and he talks to him quite a bit!

Anyone remember the Simpson episode from back in 2000 where Bart's sister Lisa became the first female president after President Drumpf had screwed up the country?

You brought up a good point on how close the houses are in Painesville. It made me think how much closer to the county landfill we are also. Seems that would add to the cost of say a western county municipality?

The phrase that comes to mind is "silence can not be mis-quoted".
IOW, by saying nothing, no one can tell what they are thinking.

Since I have to believe that Council people read your blog (probably holding their noses while they do), maybe this is a way to reach them.

Council members,
You were elected to represent the citizens. It was not to be seen at chili cook offs. Do your JOB, the one you actually sought through election. The last waste contract included provisions for an un-voted tax in the form of a $96K kick back to the City. That should NEVER happen again.
It is time to stop hiding the high waste collection fees behind a delinquency rate. If a company can't get a handle on unpaid accounts, they simply would not bid on a contract where they might lose money. No private company can operate that way.

Again, do your job!

Why you haven't heard from them is because you probably know more about the subject than they do. They put the business of the city in the city manager's hands and their done.
Chili cook offs, bathtub races now that's something to question them about!
St. Patty's day wonder if the "Fitzs" will show up Monday?

Council does it for face time and that's a good thing to see.
Management per Mr Carson is REQUIRED to be at X-amounts of city events per year. In requiring the presence of department heads, this has taken away the actual fun of being at an event just to show up, mingle and have fun. Bath tub races are an event to put Painesville on the map and make it a destination place as said by Mr Carson. Seriously? I'd consider Kirtland Strawberry festival, Chardon Maple festival, Fairport Mardi Gras, Party in the Park etc. Those are places through the years people may have scheduled time to attend. But again, to come to downtown for bath tub race? Crazy. Why not just have the tub race during ToP as in the past?

The reference was to Council members showing up at public events but not doing their job.
There was no reference to City employees and what they are required, or not, to attend.
Just want to be clear.

Bathtub race was a separate event last year and was actually a really good time. It may not be a destination event but there was a really good turn out and people seemed to enjoy even though it rained on it for awhile.

I hope you and the residents are aware the tub races come out of the taxpayer?
Every department is required to put one in the race. Now, where do you suppose the money will come to purchase, outfit and participate? I don't think the street, rec, police, etc. will be passing a hat for donations. The money comes out of their budget, therefore we are paying for them to build and enter a tub. I think that's wrong in several ways.

Well if the city goes for Ohio Checkbook we will know if they did or didn't.
No more wondering or thinking.
That would be a kick in the a## if the funds were coming out of the taxpayer's pocket.

Where do you think the monthly luncheons come from? This was brought up a while ago but was swept away. Departments are responsible for hosting and feeding those that attend. I too don't think this comes out of the employees pocket, it comes from their budgets which in turn comes from the taxpayers. I wonder when the next one is, I feel since I'm paying for it I should get to eat. Anyone else care to join me?

4:20 Another good reason for the Ohio Checkbook. This might be another reason for the administration not wanting to expose the books? No checks can be for "Other"

Mentor has the right idea Craft Beer Festival! That will make them a destination place. Bath tub race? Duh.
