Last night council meeting has gone from comical to the absurd.
During visitors time I questioned council about the upcoming refuse contract? Lukewarm? Although CM Carson said with the two year extension on the contract he was able to secure $96,000 for the city. Now is that $96,000 for the benefit of the city or the residents? I guess it's how you look at it? In my eyes it's a unvoted on tax. And remember the fee went up last month. I guess if he had been transparent with this $96,000 I might have seen it his way. Odd, no one mentioned it, strange?
I gave council the police incident report for Heritage after the meeting a council person came to me and said this averages out to three serious incident's a week? Yes, just be glad it's not your child as one of the incidents. Odd the Superintendent claims he wants the SRO and yet the council person stated the schools claim they don't need one? Wonder where the truth lies?
I'm starting to understand the voting process around town, who will cause the least damage, the most useless and so on. I asked Council-President Hach if Councilman Fitzgerald was in good health as I haven't seen him at a meeting in over a month? President Hach informed me "he is out of the country" Perfect how much damage can he cause being thousands of miles away? I understand the voting process now, also I'm willing to bet in less then serving for two years he has missed around a dozen meeting this includes council work sessions.
Now we had three items on legislation. Amending Vacant Property Exemptions. Simple the Lake County Land Reutilization Corporation (LCLRC) wants to be exempt from the city vacant property registration and fee on all houses they will rehab in the city of Painesville. Myself as well as everybody on council seemed to be on board. I questioned if you would do this for everyone or just for LCLRC why wouldn't you do it for a private citizen? The problem as I see it is that by council passing this ordinance they forgot or left out an appeal process. Now the two ladies on council opposed this and I understand why, but it still makes the city look petty and greedy Along with no house being rehabbed. Also LCLRC did not send a request to the city until October 14,2015? The utilities can't be turned on until this is resolved.
Second the State was looking for funding approval into a new water line on Walnut Ave. Oh, please tell me this doesn't include the part of Walnut we just repaved?
Third approving Plat for section 19/20 at Heisley Park. Now they showed the map I guess we had enough problems with the CSX railroad let's get NS railroad in on the fun. Heck CSX trains are running up and down Heisley Park streets let NS in on some of the action? When asked what was the "buffer" between the tracks and the backyards no one knew? My best guess 15 feet from the rail head to the property limit? Can't wait until 3 GE diesels blow their horn for Jackson St with a mile long string of coal cars behind them blows by that new neighborhood at 50mph+! Sorry there will be no peace in the valley! Then for the finishing touch. Next to these homes that are next to the tracks, will be the location of the public playground, no kidding. I asked are you guy's kidding me? The City in their defense claimed this was the location picked by the Heisley Park HOA! Great now the Heisley Park HOA have become Guardians of the Universe? Yes and our city father's and mother's see the light. You guessed it everyone voted YES.
I guess I'm wondering is there another community between Buffalo and Chicago that would allow build new residential housing this close to railroad mainline? I'm starting to wonder if plat 21 would include building homes on the tracks? Bet council would approve that also?
Economic Development Department Cathy Beiterman gave a presentation about the upcoming events in Downtown Painesville. Big news seems to be asbestos removal. Also signage for the upcoming Christmas Season A banner was shown with a snowman on it, someone questioned that the snowman didn't have any hands? Why should he there's really not much you can pick-up downtown.

Why do you waste your time and badger the city over the schools SRO. Don't you get it? You cant force the school to put a PCPD cop there and pay them for their service. Don't you think if that were the case they would have or least hire a private security guard for starters. You cant make either side do what You want until they want to.
The HOA selected a site for a park next to the tracks? I bet they will complain when trains go by and scare Little Johnny.
We elect an At-Large Councilman (who ran for the job) but he is rarely at meetings?

Perhaps the "right" thing to do would be to resign so someone can be appointed who really wants the job.
The contract Waste Management has with this city whereas every single property must pay for refuse pickup whether there is pickup or not, meaning whether the property is vacant, etc., is like the mafia. Or Russia. If you read their entire instructions, where they outline just how you must notify them of everything...if I recall, they even want you to notify them if you are on a vacation...it's insanity. NOTHING is better in this city from having gotten rid of Hada, Horvath and McMahon, as horrible as they were, so being able to make a statement like that means that living in this city is just one ongoing, crap-filled experience. And our contract with WM is something I cannot even believe exists the way it is written. Maybe you could print all the provisions of a contract with WM that the citizens of this city must agree to. I personally think it needs to go on the internet for national scrutiny. I, for one, would like to hear the comments.
Gainesville police just paid $2 1/2 millions to an victim of police brutality! You want armed law enforcement in our schools? We need more teachers and less police!

I listen to us having the Cadillac Contract WM picks up everything! Right and people use Painesville residents to get rid of a lot of garbage from outside the city. The majority of Painesville residents need one tote and a recycling tote but we are forced to pay for the irresponsible people in town. Charge me for what I use not what someone else uses. Plus if I don't use your services don't bill me.
1:01 I don't consider it a waste. I believe an SRO officer is needed in that school. Let's say a serious incident occurs in that building an attorney can get the same incident reports I did and then question the BOE as well as the City as to what was done about these? We didn't see a need?
The school can afford two communication personnel they can afford an SRO officer.

Brutality? Yes the police were wandering around the neighborhood and found this quiet party. If you take the time to read the incident report come back and tell me about brutality? I will never understand a sane person arguing with law enforcement? What is the problem with just complying with an officer? Everybody want's to go Rambo I guess? Meet Force with Force. How much could be avoided by just plain co-operation? Back to the teachers remember I guess your on your own on weekends?
If your account of the Heisley Park extension is true all I can say is this city is being run by imbeciles? First if those homes are that close to the railroad tracks the homes foundation as well as the whole structure will be constantly vibrated by passing trains. I won't even mention the safety issues. The City Planner should have never approved this development. Am I to believe no one knows the buffer zone. Shame on her, the City Manager and throw in the City Engineer for good measure. Then you have the council who time after time prove themselves worthless. You are correct where else but in Painesville?
Now before I hear it's a free country, they can live and buy where they want. I guess if someone is stupid enough to think about buying a home there maybe we should as a city protect them from a stupid decision?
I have to ask is the purpose of this Painesville blog. to make the city look bad? You seem to see this town as a big joke? For what purpose.
Did I say there wasn't a need for SRO? If the school doesn't feel the need or want one YOU cant force them to hire one. Again, they could start with private security to see how it goes. We can not protect everyone from every situation. Why aren't you asking for hall monitors? Some schools still use them. Does the city? Why no metal detectors? State of the art schools and they thought detectors would be to intimidating? Will one SRO be enough? Big schools, lots to cover. One per section, one per floor? Who is going to vote a school levy to pay this? Who turned down recent PPD levy? Voters have spoken?
Come on Term while our past CM did the original contract 4 plus years ago she did not negotiate the successor agreement that added payment to the city. This year he tried to get them to add in turkeys for his give away. They wouldn't do it and boy did he have a hissy. Let him own what we should. This rests soley on him and possibly his henchman Doug (he likes to charge too).He a big boy quit casting blame and open your eyes to what's going on now. Now that he's stated the PV Rec will be best in the county watch what is spent there. Don't bother looking in the budget look at what is actually spent. With slick Tony they're not the same.

Believe me a SRO officer we would get the most bang for the buck. I guess I don't understand the push back? There's so much high buck jobs at Jefferson St. I can't imagine the problem is money.

I also understand the local Lion's Club donated a large sum of money for the Thanksgiving Dinner? Maybe directors and administration should chip in?
If there is a buck to made this city will sell you swamp land..... Oh wait they already did that so the only thing left is rail road tracks. This city doesn't need this blog to make it look bad it does that all alone, some of the residents just choose to pay attention! Term is a bit more on point. I had to stop going to council meetings to get my blood pressure down but I still pay attention and write letters.
As to comment on the SRO officer...... An SRO officer is a good investment for this school system. We used to have Officer Ponder who really was the right guy for that job. He absolutely built up a trust between students and yes even the administration. When he was at Harvey my kids knew him, when he was on patrol, my kids always said Hi to him and Officer Ponder knew their names. He roamed the halls randomly and knew which kids needed a high five or who might need a watchful eye. If you are so naive to think teachers can cover the ground an SRO officer can, you are wrong. This was a good relationship between the police and the community. If anything were to go wrong you had an officer on the premises, not 5 miles down the road. I find an SRO officer far cheaper than any metal detector.
As to the contract with WM, it's right up there with the AMP contract. Iron clad and to the benefit of the company, not the residents! Once again council dropped the ball on an important contract.
As to the missing councilman....... It was an issue when he was up for election and his ward voted him anyway. There again I remeber talking to his canvassers at the polls in Nov and questioned his ability to show up and brought up the fact his business had recently been on the market and up for sale? The response; Yeah, but he's a nice guy. Nice guys don't always make good council people!
As for our CM....... I don't think Rev. Desmond Tutu could have walked into this job and had a cake walk! This was an uphill battle for anyone taking the job. So who would be a good fit for city manager? I would be so bold as to suggest someone from the area who is invested in the area. Council made a mistake in looking out of town. What investment does an outsider have? Maybe they should dig a little deeper than just the glittering paperwork presented in a resume, how about a track record. This also holds true for all in administrative positions.

Example assistant city manager told council he didn't want to release the rehabbed house address in public because of supplies and tools there. Almost in the next sentence Council lady DiNallo tells everyone the address? Back in my mind I wondered if maybe some of the pushback was do to the person running the land bank John Rodgers shellacking her in the state representative election?
SRO officer agreed best bang for the buck can't figure out why administration doesn't see it that way? Officer Ponder is still at Harvey He along with Principal McWreath has reestablished a safe learning environment there.

As much as I know about Tom Fitzgerald he is a very nice person. People elected him on that alone. Maybe in good faith Mr. Fitzgerald should donate his October salary to the City Thanksgiving program? He was out of the country.

There is a certain amount that can be spent with out going to council now how many times has this amount been spent over and over. Again council needs to wake up and see what is right under their eyes. I'm sure when a scandal hits, they will all be brought to task. No excuse to not know how the public taxpayers are being spent. I honestly cant believe they voted yes to approve the union contract with all the added pork bonuses in them. I was floored at the rec director pick. They are really bamboozled.

Yes, he was elected by the citizens of Painesville.
However he was elected with the thought that he would attend most meetings and he should certainly attend more meetings than he misses.
There is NO excuse for this many absences.

If the HOA at Heisley picked the playground area I say give it to them. After all they are the homeowners who bought their homes next to the tracks and screamed about the noise and safety issues...... They also seem to want anybody to fix and pay for their mistake. They will get their park/playground and the city will foot the bill for ear protection and Post Traumatic Stress Syndrome counciling for all residents living in Heisley Park. And hey they already get those double sump pumps going 24/7 and I am waiting for the CDC to track cancer clusters since those homes are built on toxic waste. This is so Painesville! Looks great on the surface but pull back the curtain and there it is again....... Lipstick on a pig. And we wonder why people don't want to live here. I predict Heisley Park will go the way of the Gibbs Condos in years to come or maybe Love Canal..... Anybody remember any of this stuff?
You are making things up about Atwell's. I happen to play there, and there are only about 25 people. Don't exaggerate with 50 people. Also, there is nothing illegal. Card games are only illegal if the house is taking a cut. This is not what is happening. I've played there for years, and there are many well respected members of the community that play there. Anybody is allowed to host a card game at their property. You are barking up the wrong tree on this one.

I Wonder Who? All spending goes through council either by vote or a change made in the city charter. They approve it all.
