Anyone have a clue why the electric reserve fund has grown so large? A councilman should ask the electric department head questions just off of this one sheet. I see five major ones. That said they should be ashamed to release this without more information.
who is the city's in-house accountant? We do have a bookkeeper at least, don't we? Most of the bookkeepers I know can take the books through 'trial balance' - which means they have the figures tidied up and ready for a CPA. Maybe that's who should be making a presentation to the people.

The question that as I listen to Mr. McHugh's explanation of the power cost adjustment was that I hoped someone on council would have asked him "are you the person who does the monthly calculations?" I believe it would have been a very interesting answer. Yes, you are right that's the person that should have made the presentation.
Why would who calculates the PCA make for an interesting answer? J just because you have poor math skills doesn't mean someone else can't plug numbers into a formula. There is a formula for it, isn't there?

Want an exercise in well ... Call the finance office and ask if the schools get a discount on their utilities. They will direct you to the utility department who will put you on hold. Telling you should speak to the finance director in the finance department, when you explain that department sent me to your department, they connect you to the finance department ...and the director is in a meeting. It's a simple question, yes, no and how much.
