Better yet I think I finally got it.
As I mentioned earlier I attended a meeting in Galion, Ohio to discuss AMP-OHIO well I guess since I had come so far they felt I needed more information.
As I stated earlier Galion and Painesville both bought the same amount of power at exactly the same time from Prairie State Energy Campus. But this Galion councilman has seen the figure of $1,020,000 that Galion owed AMP for "levelization" costs. Now unless Painesville has a deal with AMP none of us know about I guess we owe the same amount? ( this figure only represents to the end of September)
Where is the outrage from the electric department, the city administration, and five council people? Why is everything proceeding as if there is no problem?
We write checks the tune of over $2,000,000 for something that we received nothing from.

Pay 60% or higher for 32% of all of our electric purchases.
Spend over a million for a new sub-station that does what? Help present Painesville customers or future JEDD customers? Along with the fact what is that expeditions going to cost and how long will it take to pay for that capital improvement.
How can a public utility keep staff working at a facility that no longer serves its purpose? Yes we are nice compassionate people, or do we believe in city funded welfare?
Finally little concern for a bill that presently is costing the city $1,020,000?
Well I believe I finally got it. Painesville Power is presently sitting on a fund 730 with over $26,000,000 in it. Can't use it to fix roads or to be used for anything other than the above mentioned items.
Now many of you should wonder where all this money came from? Did the power plant play the lottery? Invest in Apple? No two words "Power Factor" you know that number below the electric charge per kilowatt that hasn't changed in years?
Most cities call it a PCA Power Cost Adjustment.
Painesville call it a PF Power Factor you can choose what you believe the PF stands for in your own terms.
See why no one is really concerned with some of the high costs and bills we receive? Need cash head to the 730 vault.
Before any of the city cheerleaders tell me that that fund is needed, just in case. Well the state regulator like a 25 to 30% cushion. Lets even give them a 50% cushion on electric sales of $25,000,000 that would be $12,500,000 what is the purpose of this $26,000,000 dollars?
Plain and simple truth it's an OVERCHARGE on all Painesville Power users. Maybe to look good, or fund stupid ideas like PSEC.
When asked by other city leaders I had really no good answer for why that 730 figure was so high.
One suggested a lawsuit against the city so power users could get money overcharged for them on electric purchases. Truthfully I'd rather see residents get a refund instead of AMP-OHIO sucking that fund dry.
Now if you don't believe me fine. But the question you should ask your council person is where exactly did that $26,000,000 come from? I would also like to know if I'm wrong, maybe there's away we all can accumulate 26 million?
What I have learned in life is the only thing worse than a government body having no funds is one that is flushed with money.

9 out 10 residents don't know about the $26 million in the electric vault but you know darn we'll AMP sure knows how much is in that vault.

12:04 That seems to be one of the issues as to why we are in the position we are in. By Charter the city manager sets electric rates. Since AMP-OHIO is a not for profit? They aren't regulated either.
Now if you are paying attention you will have noticed that no Pennsylvania city was involved? Smarter than us? Maybe but it helps when you have a Pennsylvania state law that won't let you enter crazy deals like PSEC
I always knew the Power Factor was theft from the citizens. I just couldn't prove it, and no matter how many times I called them about it, they were always slick enough talkers that you couldn't put your fingers on it. After I would hang up I would always think that I'm glad that I'M not that slimy. Face it, you have to be slimy to keep trying to pull this over on innocent people. This was very clearly theft and I, for one, want a refund. They've been gouging people for years and years, while they also keep adding on additional charges to our bills for everything under the sun. I would like to see where every penny of that money has gone since we started paying it. Every penny. So here is another major reason that we need investigations in this town, as this clearly needs to be investigated, too. What slime bags. Nice move, Hada, McMahon and the rest of council. And where was good ol' Mr. Flock when all this was going on and people were calling him about it? We need this investigated. Is this the realm of the attorney general? I think it's time for the citizens to ask for investigations, as clearly our council and city manager are not only useless, they are stealing from us.
Most by now have received the new Painesville Magazine, the one with shoppers on Main St. Any good guess what was is the shoppers bags?

The downtown is a mess and the two people most responsible McMahon, and Hada have left the building.

We not only need to know how every penny was spent that was/is in the fund, we need to know every penny that was charged the residents to make sure it all got into the fund in the first place.
If you can buy power cheaper than the plant can make it and continue to charge the customers the same fee ....then you accumulate more money in fund 730.
Several years ago it was decided to charge non-city customers [township] an additional 10% ...thus accumulating more money in fund 730.
Three years ago, the Plant employed 42 people, today 30, same customer fee, less wage cost ... more money in fund 730.

On the left side of the picture which is facing east on Main St. The location of the Key Bank building is located the building has been replaced by trees that don't exist there. If you can't even trust the cover how are we expected to trust information inside?
I was puzzled by the amount of money in the 730 fund, so I went on the City website to view the Electric Division's Monthly reports. There has not been a monthly report posted since Rita McMahon left! A city employee, who didn't want to be identified told me the current CM doesn't see the need to post Departmental Reports. Looks like there's 26 million reasons why the City wouldn't want us to know all the facts!
So, how many of you know the importance of keeping the plant open so we don't loose millions of dollars in emissions credits?
The bags on the cover of Painesville magazine boast 'Aveda' therefore there should not be hammers, donuts or burritos in them but hair care products, Aveda products. Products purchased by Ms. Remington? and the others at Ms. Miller's shop - Hair Designs.
Or maybe they are just props. Or why really care what's in the bag?Question answered.
And let's not assume that just because McMahon had monthly reports, that everything was kosher in those reports while she was in charge. Hopefully we can go back and see every penny that was supposed to be in that fund and compare it to what was/is in the fund.

I guess a comparison might be that stockholders in a company don't really need to see any sort of report on how the business is faring?
I would say that as stockholders/rate payers of this "corporation", we DESERVE to get any reports that are formulated. If he gets the info, we should have it available to us.

Look around at what you got here. You are the one that couldn't come up with any positive things to say a while back when someone posed the question to you. Many have seen the light, but not you. You prefer to stay and be miserable. Long gone.
Sorry if I mislead you. I am hardly miserable here, maybe a better word would be bewildered? I love this place and if the only reason for wanting to change things is because your miserable then best you go. Painesville home always has always will God willing.
