PANESVILLE COUNCIL MEETING 06/18/2012

Should prove to be an interesting meeting Monday night.
First we have the third reading on the whole classification of dogs. One interesting part of this ordinance is how it will classify a "vicious dog".
Vicious dogs do not include police dogs or any dog that injures or kills a person that is trespassing or committing a criminal offense on the property of the owner. Does that mean if  the dogs kills a child who wanders on someones property , a UPS driver delivering a package or even a police officer needing information then that dog receives a pass? Do  dogs have the capacity of knowing right from wrong? Friend or Foe?  I'm not even sure if some of their owners do?

An ordinance to enact Chapter 1136 to establish guidelines for the installation of utility structures. That train seems to have left the station awhile ago. A good example is could you receive an occupancy permit to live in that home at 521 Mentor Ave. with that firecracker[structure] in the front yard that close to the house? What if you can't so then the owner can tear the house down and pay less property tax? I also believe Councilman Hach should abstain from voting on this ordinance. If you want to know why ask him.

Requesting a 5 year renewable 2.5 mill road and street levy. I believe this will generate around $650,000 per year. The city uses a figure of a million dollar a mile except on Main St. its $900,000 for two blocks.I figure when the city celebrates its Quadricentennial [400 birthday] we will have completed all street and sewer projects. 5 years? which streets will be chosen? What if the levy isn't renewed? I suggest in the first five years no street that a councilperson or administrator lives on is chosen to be repaired?

Also the administration will be asking council to change who collects city income tax. In the past the city has used Central Collection Agency [CCA] the city manger wants to switch over to Regional Income Tax Collection [RITA]. Due to a better collection method along with a saving of $50,000 in 2013. It speaks for itself, more enforcement  gee wonder if anyone has been asking for this change for awhile?

Term are just trying to start something or what. I mean a child or deleivery man,postal worker,meter reader,police officer/are they comeing on the property to break the law,break into the house, that is what allows the dog to protest his property, If any of the above persons came on the propery and were mauled by a dog , THE DOG IS VICIOUS, AND DOES NOT GET A PASS. That was not hard to get...

Term it says to tresspass or committ a criminal offence, and to tresspass you have to be told by the property owner not to enter upon his kingdom. If that hasnot happen then no tresspass

Term, I disagree that streets on which a councilperson or administrator lives should not be repaired for the first five years. There is a street in my neighborhood that is terrible and would be passed over if this rule were applied. Should the entire neighborhood suffer, those of us who have to drive down this street every day, just because a councilperson happens to live on it? I feel the streets should be chosen based on need.

7:31 Please answer this as honest as you can. Let's say your street in the first to be repaved in this five year plan. How will the rest of the city residents view this? Then I have to ask you if your street is repaved will you vote yes to renew the levy in five years?
Ask residents in Heisley Park or Liberty Greens if they will vote yes on this levy?
I do understand your your point. But who will decide need?

Sick and tired of another slick uneducated council person(s) regarding canines in this city.
There are way way too many nationalties (in P'ville) that have absolutely no knowledge on dog breeds/breeders,ins&outs of proper training/the laws of containment and vaccinations. Your rediculous ordinance should address EDUCATION ON ALL ISSUES FOR ALL OF THESE UNEDUCATED NEGLIGENT PEOPLE THAT CANNOT OBEY THE SIMPLISTIC LOCAL/STATE RULINGS. ONE BIGGIE IS "YOU BEST HAVE YOUR PETS VACCINATED AGAINST RABIES." tHE Latinos LET THERE PETS RUN ALL-OVER OUR PROPERTIES
and they do not ever have them spayed/neutered: which is obvious they do not have them vaccinated.
Stand-Up and think about FORCING ordinances that if you cannot train/spay- neuter - contain per state law/vaccinate per state law -
YOU AS AN OWNER OF CANINES ARE THE BIGGEST THREAT TO ANY COMMUNITY IF YOU HAVE NO KNOWLEDGE OF WHAT YOUR RESPONSIBILITIES ARE.
Responsibility to this Issue means that they have the ability to respond. No education of any kind, means no ability to respond!!!

Term, I guess need would be defined by whether you can drive down the street at the suggested speed limit on the right side of the street, or having to drive down the middle of the street at a reduced rate of speed to avoid the dozens of pot holes. And yes, I would vote for the levy even if this street were one of the first streets repaired. Fron what I've heard, this particular street was on the list for repair several years ago, but the councilperson asked that it not be done at that time and the rest of us have suffered ever since.

Christine H I know the person and road you speak of.I travel that road daily. My question is this levy does not generate much money and who will decide where the money will go. Should it be divided by Ward, by traffic amount, as well as need? What would people believe if all the money was spent in one or two Wards?
Main St and Bank St are both in Ward II almost all road funds are going to that area. How do you sell this to someone living on Elm St.?

Term, conventional wisdom should determine which roads are the worst and the worst roads should be the first repaired, no matter where they are located. To ignore a street just because an official lives on it makes no sense to me.

I used to think I would support a road levy but I would not until our city got rid of unnecessary positions like asst. city manager, we dont have the population of mentor or the income, this waste needs to stop first

Term, I agree with you about the blank check, but you're ignoring the issue I take with your blanket comment "...the first five years no street that a councilperson or administrator lives on is chosen to be repaired?". I'm just hoping the street in question is on the initial list, regardless of who does or does not live on it. If there is bona fide need and the City has the money to repair the worst streets, these streets, no matter where they are located, should be repaired first.

RITA - We have those incompetent clowns in Galion .. trust me you do not want to go there at all.

The very first thing they will do is sens TAX notices to eevery single tapxpayer claiming you owe back taxes for the 3 or 4 years, threaten to arrest you for it, send it to collections and ruion your credit rating.

Compared to RITA they are, trust me, you do not WANT RITA coming anywhere near your community.

Lakewood did not have a good experience with them, and it did not turn out to be cheaper.

They send out notices to people that moved away from the community years ago, yet want to keep billing them as if they still live in the community. They are complete idiots, Painesville has enough idiots, you don't need to hire a entire new crew of them.
