'PAINESVILLE OVERSIGHT COMMITTEE"

President.................... Allen Watson
Vice-President...............Angelo Cimaglio
Treasurer.....................Sandy Miller
Secretary.....................Dennis Morton

We believe at the present time a City Manager serves Painesville better than a Mayor. Although we will revisit this occasionally.
We will inquire about term-limits for council.
We will continue to pursue on the procedure for recall petitions for council members.
To find out what cuts, in education [A.G. classes, All day Kindergarden, pay to play.] Anything that will change the education for our young residents.


All are welcome to our meetings and give us your thoughts on anything Painesville.

We will try to reserve a room at Morley Library July 26, 2011 for our next meeting.

Just so there in no misundersanding the views held by myself on this Blog. Are not represented by the POC. My posts are mine I will report on POC meetings but I see a time when my views might not be the POC position.
I will discuss with others on the POC of setting up their own web.site.

Also understand the views of some who comment here are not mine, or the POC but the people who comment. Thank-You

Am anxiously awaiting information on recall information concerning some council members.

Council term limits is a wonderful idea.

How about pursuing some oversight on the overall budget? Maybe the city would be willing/able to explain what they are spending money on and what their strategy is for repayment/debt service. It's a complicated issue (I've read the budget from cover to cover) and most of the problems/criticisms boil down to money handling anyway, right?

I agree with 8:01 that being educated on all forms of recourse is a good idea. Not too sure about term limits though....we are a small pond that may not have enough qualified people willing/able to make the time commitment required on a rotating basis with term limits. Not saying its a bad idea just that it should be thoroughly looked into.

The pay for council needs to be raised also. I believe Hada, etc. have purposefully kept it low to discourage people from running for office.

With 7:07's comments taken under consideration, maybe people could run again after sitting out a cycle. That would at least give other people a chance, and hopefully stop the monopoly that we have in this town now. Who knows what goes on now.

If I understand right, the POC believe we need to keep a City Manager rather than a mayor. But are you supporting the current City Manager? I thought you wanted her removed.

Presently the thinking of the members is that a city manager works better in Painesville then a Mayor. I disagree. Overall members like a city manager form of government. That said it does not mean that they are happy with the present city manager.

This is 7:07...I said I read it...I didn't mean to imply that I understood it. It left me with more questions than answers. Sure, everything balances but there is no way I could get a clear picture of what's coming in and what's going out. What we would really need to see is the ledgers...that's where (I think) you would see things that just aren't included in the public budget....like the payments to outside legal firms for one. No-where are they budgeted for, but I am sure they got a check.

There are pros and cons to city managers vs mayors.

Mayors; the cons are that they would most likely be influenced by their concerns for re-election and would not take unpopular (but necessary) stands on issues. Also because they are limited by a specific time period (with no guarantee of reelection) they aren't as effective in long-term planning. And they spend a good portion of their time in office trying to get re-elected.

Cons for city manager:
They are removed from the public and not directly accountable to residents. They aren't woring for the residents they are working for the people that keep appointing them (ie: council)

Although we will revisit this occasionally.
Who are YOU to "revisit it" guess if this makes you look & sound important revisit all you want but it's the normal residents that make the difference. "WE" will inquire about term-limits for council. Thought they had to be re-elected, so why term-limits. (unless you mean TERMinator limits, which case you should say eliminate not limit)

All this psycho-babble does is make you SOUND important and nothing else.

Commenting on 5:39: That's pretty scary. I think the city (McMahon) keeps getting rewards for her budgets or financial reporting, or something, doesn't she? We need to get some outside people in here to look at what has gone on in our city for the past 20 years or so -- since McMahon has been here. And I mean everything. Land purchases by the city. Land purchases by some of the council members, current and past. Everything. How can we pay out a ton of money to lawfirms year after year, when we have no way of seeing what is going on, for just one example. Scary stuff. We need investigations.

Wolverine. Read things before you comment. No where does it say we think the PRESENT city manager is going a good job.
Only that Painesville would be better served with a city manager then a Mayor presently. I opposed this idea.
As a PAC we can look into what's best for the city without your approval.
The goal of the POC is not to sound important but to make sure the citizens of Painesville receive the representation they deserve and paid for. Wolveer who do you think is resposible for the 2 million dollar loss? What's your solution?

12:56. This is 12:07: If you are talking to me, let me clarify just a little. Of course I have no problem with people owning property in Painesville, whether they are council members or not. What I am saying is that there have been several suspect purchases and sales that have gone on in this city as I understand it. These are the things that need to be investigated. And we need investigations in a lot of other areas, too.

12:56...What, a tenant can't serve? Or do you think it could be slanted if there are no tenants represented? I rent AND I vote...AND I pay taxes (directly and indirectly). Hope the POC is looking out for my interests too.

Arelen Becks would run for mayor and win! she would repair the roads plus have shopping downtown and put in a FREE indoor pool/..rec center.. Get rid of the mng and put in a mayor! we need to spend some money in Painesville!

Look, I don't have to defend Allen Watson he is a resident,homeowner in the city of Pasinesville.
Allen was choosen for this position because of his organizational skills along with caring about Painesville. Attend a meeting to find out. Recently Allen sent an e-mail to all council people thanking them for the time and listening to residents about the AMP-OHIO vote.
He has the right leadership skills this group needs. Now you can attend a meeting and let your views be known. One thing about this group we won't be putting flower pots all over Painesville,or try to convince you everything is fine. This group will not be a P.R. group for the administration. We really have enough great groups to carry the water for Painesville.
Funny how no one questions the motives of the people in power in Painesville as much as this group?

3:29 must be Arlene Becks herself. I don't know of anyone who would vote for her, except for herself. Get over it Arlene, you were a horrible council person, and you have no training or background to be a mayor, let alone a good mayor, or to accomplish anything you are saying you can do.

Arlene did a good job on council. The resident,s who follow city goverment know the problem getting anything, for the resident's. How about the Rubber stamp group. MOVE TO SUSPEND,MOVE TO ADOPT. [Hach and DiNallo.] We know who control's the city . Nov-8-2011.

Well you can come to the next meeting and present this to the POC. My guess is that this "oversight" group might not be looked on as to favorable by the city or schools. For instance: The POC uses a school and then comes out with a position against a levy, or a policy?

This is 12:53 to 7:25: I know exactly what goes on with the present council, I know exactly what kind of council person Arlene Becks was, and I 100% stand by my statement. She was useless, horrible, rude, and she has no business serving the public in any copacity as far as I am concerned, and certainly not as my council person.

5:50am, not sure what you mean. The rally group is not a stealth group. No other group with as much to lose as having their names and faces out there have done just that but the rally group. I know some of them and I've seen many of them. I've seen things thrown at them from cars, I know that firecrackers were thrown at them. Threatening phone calls have been received. They are definitely not stealth.

I agree that we turn our backs on Arlene Becks and Horvath. Geez. But I don't agree about John Murphy. He's been helping people of this city for years now, including me. There were a couple of times I could not get anyone in the city to help me out, so I called Murphy, and he was right there. He is a good investigator of issues, solutions. Likes to be totally informed before he starts working out solutions, etc. Has had a business, so he has business sense, and he also has common sense. I think Murphy would be great, and I will be voting for him. Wild horses couldn't keep me away.

The way this present vcity manager has driven Painesville into the ground, we could have had an idiot do the same thing for free.
Look around you people as long as the present administration stays in power the future of Painesville will look like the rubble at the old hospital.
She has no idea how to run this city or employing the right people to do it.

Here's my take:
A micro-managed rude staff that is too busy running scared and covering their collective butts to be effective.
A management policy that pursues new residents at the expense of the old residents.
A 'my way or the highway' attitude... with no willingness to listen to or involve residents.

That's part of the big picture...doesn't sound like much fun to work for or deal with.
