"RAMBLIN GAMBLIN MAN" bob seger

Went to the Painesville Planning Commission Meeting to see if they could rezone Condon Ct. so just maybe that family could move into their home before the snow flies. It passed to R2 and now rests in councils hands.
Got a lesson on what an Internet cafe was at the meeting. Some Willoughby Hills business men want to start an Internet cafe. in the empty storefront in the plaza where Dunkin' Donuts business is located?
Locate a business that charges a quarter a minute to go on the internet [$18.00 per hr.] and sell coffee next to a Dunkin'Donuts? Morley Library lets you on their computers for free.
Well they explained that they also will have a copy machine........along with sweepstakes game machines [ owned by a business in New Jersey} patrons could win thousands of dollars on as they are in the cafe on the Internet. Can't touch that Morley, can you?
This could be a better scam then check cashing businesses. Now I figured out why you would locate this "Casino" in the poorest section of Painesville.
What did the planning commission do? Well as long as you have one parking space per 100 sq.ft. They all voted yes?
After the meeting I asked the planning commission along with members of the administration if they might have a clue what just happened? A commission member told me the issue in front of them was "parking."
I asked if there would be parental controls at their work stations,
All in all I will start saving my quarters and be gaming as I blog.
Painesville you gota love it, you can't make this stuff up.

The people representing the Internet Cafe said they did.
I think a lot of you believe this is a joke but I couldn't believe no one questioned its "legality" of this.

This is not about selling coffee, word processing or email.
THIS IS ABOUT GAMBLING.

There has been an explosion of these places that have Sweepstakes Machines.
Why? Because it is the way to skirt Ohio gambling laws.

So do we want a gaming parlor in our city? How many others will follow?

Did a little research on this Internet Cafe [Sweepstakes gaming}
If you go out to Cambridge Town Houses in Painesville Twp. In the plaza to the right as you enter the drive theres one located in the old Open Pantry store.
Now before you decide that I'm for or against this lets just say lets I'm really interested in truth in advertising. A city has more control then a township of what can locate in there community.
I believe the choice of this location in Painesville is predicated on economic status of that neighborhood. Along with it becoming a potential "hangout" for unscrupulous people that will be more of a drag on our police department, hell, why not issue a liquor license too.
Where was this in the "Master" plan?
Maybe our city manager was playing cagey with these people?

Have to think of you when someone mentioned a gentleman being quoted at a council meeting "18,000 people trying to get out and two people trying to get in."

One can hope that she doesn't want to be accused of discouraging retail development and can figure out a way to avoid another black eye for Painesville. She can't make everyone happy all the time...hope she errs on the side of common sense here.

There is one on Mentor Avenue called The Win Zone right behind Chase bank. If you want to see what it is all about, do a field study for us and report back. I'd be interested to know, as well. It seems the Cleveland Plain Dealer did a story about these not to long ago, and it was ruled 'legal', though I am not sure how.

I believe thats the one I mentioned above. I do know its harder to get zoning for a business in the city then the township. I'm just curious why the real use of this business wasn't in the press release.
Again I'm the last guy who will tell someone how to spend their money only how will this business affect the city?
The questions asked by Mr. Lyons lead be to believe the city knew what was going into that location.

The landlord was the one proposing the Internet Cafe as tenant and landlord. What about his other tenants?
I didn't complain, I informed you.
I really don't think this is a plus for Painesville, do you?
It's a gaming thing going in there. Owned by a white guy from Willoughby Hills. Open to black, whites everyone.
Why is it bad? read my 8:15 comment.

Now people have told me its a dead deal. It seems after the administration looked into it they denied the request.
I have tried to answer you the best I can. Hope you are satisfied.

If you get a chance to view the city council meeting there are some interesting comments that were made by a city resident pertaining to a city employee during the visitor time. Funny I got the impression the city manager came very close to calling the resident a liar. [maybe the CM was sitting in the truck?] I've said it before and I will say it again some city employees need retraining.
A note to Hal Werner, I believe I have a pretty good idea who at least one of your opponents will be in the coming election. Lets just say "I heard it thru the grapevine" or, a "Penny" for your thoughts on this?
Painesville also plans to take $200,000 of money out of the street improvement fund to apply for a streetscape improvement grant in the downtown area.[I guess we're all moving downtown?]
Along with our city manager deciding to make Liberty/ Richmond St. one lane in the near future. Someone should make her sit in from of the "Y" from 4:00 to 6:00 to see how well her traffic patterns work. Where does this weoman get all her traffic expertees?
A Painesville man who has been out of work since February after the meeting asked the CM why a Pennsylvania firm was chosen to demolish the hospital sight instead of a local firm. Good question.
Joe Hada mentioned the city has lost over $500,000 in city income tax revenue with the hospital leaving town and the city will have to operate under a budget comparable to 2004. Last year departments we're asked for a 8% cut this year another 10% cut.
Speaking of the Painesville City Budget... Why isn't there a revenue page?

Hada and McMahon screwed up the hospital deal because they were still mad about the county stealing the Mr.Wiggs building from under their eyes. Gee another blunder from these two. "When will they ever learn". PP&M. I can do this to Termie.
Lets all home this electric deal is the last thing they will ever screw up.

Watched the council meeting, sure seems like a lot of negativity, even from council members. Where are the people to defend the honor of this city? They must have all left town?

If I remember correctly, the JFS building happened on Hada's watch and Rita wasn't here yet. Doesn't matter, AMP-Ohio is in the here and now....and the majority of sitting council are responsible for some or all of this most recent financial mess. Correct me if I'm wrong Term...but we've been in bed with AMP for a long time...since the late 80s. The deal worked just fine for all concerned until they went into the manufacturing end. AMP-Ohio is a blck hole. Lets 'git while the gittin' is good'.

Why is attending council meetings so great? You can watch them on TV, and its not like any citizen has much time to voice an opinion.

No "real" work gets done at a council meeting, it is really just a formality to make voting on issues by council people public.

Joe tells them all how to vote ahead of time, so being there really means nothing.

We have been in bed with AMP-OHIO for along time. I believe AMP looked around and thought We mights as well be on the inside making power. Along with 121 partners to back them up. I for one have never trusted a "Not for profit" company. Believe me its a whole lot different than a non-profit.
My thought are that thur these contracts it left all the partners on the hook. What exactly is AMP-OHIO penalty?
