SCHOOL BOARD ANNOUNCES LEVY FOR NOVEMBER
HERE IS THE RESOLUTION #10-172 to declare necessity to replace the existing 6.0 mill tax levy on the November 2010 ballot. The levy they want to replace was a 6.0 mil levy that was voted on in 1977, it presently generates approximately 1.5 mills.
As I get more facts I will post them on this site.
My only hope is that they don't sell this as not a new tax; or not a tax increase. Off-hand I believe this will make this proposed tax about $170.00 per year on a $100,000 home from the present $45.00 a year...don't hold me to this....this is an estimate.
One resolution I will email the board office about Tuesday:
17.2 #10-191 to approve the amended Addendum to the Superintendent's employment contract. Wonder what this means?


Heard an interesting story about a man that bought a home in Painesville and want s to move here from Perry? Seems its a HUD house and the city will not turn utilities on until it can go in front of the BZA that meets later this week. Until then this family is "homeless."
You have to wonder who runs the PR at city hall? This ordinance is in effect because the home has been unoccupied for over a year in a precinct that is now not zoned for single family homes. Remember a few years ago when the city had to be dragged to let that lady rebuild her home after a fire on Canfield Ave.? The zoning was for light industrial and not single family homes.
I have no idea who this family is, only welcome to the "City of Pain" You are presently "homeless".
People must be clawing over each other to live here I guess, or maybe the city manager wants to sell them a house downtown?
Seems thats where all the focus is.
A note to our leaders... a Joe Pagonakis from Channel 5 wants to do a story. Do you think we could come off positive on this one? Although there must be plenty of fault to go around, in the end this family is presently the only one suffering.

On a related subject Doug Lewis and his building department should check out my favorite home in the north end 458 N.State St. The driveway is filled to the max and now there parking in the parking lot at the building across the street.
Mr. Lewis how many people are living there now?

WELCOME BADA BING PIZZA!!!! Well it didn't take long for some one to occupy the old Angela's, Pizza Pan Pizza store, on State Street. "Bada Bing" has a nice menu, and I'm the guy that can't stand Domino's, or Papa John's, almost any franchise pizza chain. An old Italian man once told me "If a shop won't just sell you a slice,maybe you should just eat the box." You be the judge their fare., along with welcoming them to downtown.

I totally agree with the city on the zoning issue. If they ignore it for one instance they are bound to ignore it for every zoning appeal in the city or face court challenges.

I feel sorry for the family but they should go back to their realtor and demand compensation, sounds like due diligence and disclosure was not done properly. When you pay a realtor that is the kind of info you are paying for.

When I bought my home I was made fully aware that it was not zoned residential, was grandfathered and could not be empty more than a year, and if it burns down could not be rebuilt as a residential home.

You have no right making the city out as the bad guy on this one. I would bet the BZA will approve it but the due diligence should have been done up front.

You were right. plenty of fault to go around, I don't think any of it belongs to the city though.

The house in question does not even have a driveway it has been empty for around two years, there have been other people that wanted to buy it and they were told it was not zoned residential.

Why do you jump to bad mouth the city ?

Replacement school levy of 6 mil.
We are also paying for the new schools.
I think we are still paying for the football stadium too.

Are there more levys or bonds that make up what we pay for the schools now?

Last election a Lake County School Financing District passed (Renewal 4.9 mills, 5 years)

I am ready to pay my 2nd half property taxes and it amazes me that so much goes to the schools.

Distribution:
County -- $171
School -- $802
Township -- 0
Municipal -- $71
Joint Voc School -- $32
Other -- $165
Special Assesments -- 0

TOTAL for 1/2 year is $1241 of which $802 is for the schools.

So I don't understand what this means:

$45 a year? I pay $1,604 a year for schools. (house valued at 139,000)

First off I didn't bad mouth the city they have an ordinance that this homebuyer was unaware of. He and his real estate agent must have believed the purchase from HUD was on a residental house. My concern is for the home buyer and the city not coming off looking like Attila the Hun.
With all the bright minds and skillful,able,qualified city administrators a solution should be easy to find and quick.

The grandfather clause would not stand up in court for the fact it once was residental property and the city has already made exceptions to that rule.[might be wrong]
Then again how many people know these facts?

Property tax can be very complicated we pay more then one school levy, we have operating levies, construction levies, some are temporary, some are permament.
The 6.0 mill levy in 1977 was to raise a certain amount of money. Thru time property values have gone up along with new construction. but by state law the money collected has stayed the same. Thats why the actual millage collected is about 1.5 mils They will be dropping one levy, the one from 1977 and replacing it with a new 6.0 mil levy in 2010 dollars. The county auditor can breakdown your tax bill for you . I will be publishing what Painesville residents pay now compared to other school systems in Lake County. I mentioned to the board at the meeting Monday night that it was important to stay transparent, and to be honest with the people. Do not tell them this is not a new tax or other B.S. Don't skirt the truth with campaign literature. Along with the tax increase show the cuts the schools have made. Since you expect us to sacrifice for the schools . What sacrifices are the administrators and staff willing to make?

The people running the school system must have never been unemployed or taken a pay cut.
Why are we asked for more and more yet for the most part the schools seem to roll merrily along keep your numbers I have my own and they tell me sorry NO!

All of these complaints about levies, etc. for schools money is exactly why the Court system keeps telling Ohio that our schools are funded wrong and the system needs changed.

All local school districts will be asking for money eventually, the recent state cuts in school funding means millions of dollars lost for each local school system.

This is another issue where our politicians (yes, BOTH parties) have failed us. The courts for years have been telling them to change this system and no one is willing to "risk" their political career to do it.

You have to try the orig. new (hand-tossed) veggie pizza (or other types) from Domino's Pizza, "it is the greatest"

The Mozzarella is 100% real and flavored with a hint of Provolone.

They have changed.....

Someone who lives a block from there, and has not had there Pizza for over two years.

Does anyone know what happened at the superintendent and treasurers
evaluations? Did they get a raise?
I know everything is public knowledge but cannot get in to the board office to look those things up. Where else might I find out what goes on there that no one can find out?

After a few emails [no driveway} I went to check out the property. I'v e lived and worked here all of my life so your going to have to trust my memory. The residency in question used to be the office for the Morgan
Linen Co. when they were at this location in the 50's. The large garage next door used to be where the linen was transfered and the trucks parked at night. Why I can remember this is surprising to me, because I couldn't remember where I left my car keys last night.
How HUD, the the real estate agent , or bank missed the fact that this property couldn't be used as a residence is a mystery. BZA meets tomorrow night and I will attend to find out how all this happened. The city presently made the right people aware what the use of the property could be. The reporter wants a happy ending to this story thats all. How he got involved I don't know.

The house is the last one on the left, not the old church next to the old Morgan linen building, they had a small office inside the linen building, I can remember sitting outside of the little church when I was A kid and the church lady's giving us little bottles of pop, the house at the end of the court on the left has been empty for almost 2 years

Your telling us that the school board voted to put a tax levy on the ballot Monday night? Could you explain to us why today on Friday afternoon you seem to be the only one that knows this? Nothing in the "Real" newspaper are you having hallucinations or phantosmia?

To 3:54...Maybe the school board doesn't really want the general public to have any more time to think obout or discuss this money request than necessary. They may be using the low-key approach hoping yhe latest money request will be off the radar and squeal through without them having to answer the hard questions. Which 'real' newspaper are you talking about? Can't be the News-less Herald...the only local paper we have available that even comes close to decent reporting is the weekly Tribune. CALL SOMEONE YOURSELF if you don't believe TERM...after all it's your money they want too.

To 9:44...a better question might be 'what's the school board's scam?'. It's not up to Term to get the news out...it's up to the school administration to inform the voters....Thank you Term, for doing their job for them.

I have to agree with REW maybe the system wants to run a stealth campaign? Might be a bad idea. The school system had a perfect venue this weekend to make their case "Party in The Park" As always the News-Herald will wait for a press release.
Afew years ago the city tried a charter change in August of that year which started out with very little publicity remember? It was a bad idea then and its still a bad idea.
Nothing on the agenda concerning a fire levy for the city. I must having been hallucinating that night too.

What we need is a committee to buy large black and White signs with just "NO" on them not another word. The schools are just waiting for the little ones, so they can go home and tell their parents how tough it is for Ms. Mullberrybush to live on $90,000 in Concord. Or all my Hispanic classmates will have to have English as a first language. Our graduation rate will fall into the 60% range from our current 75% what shame. Please!
