"RACE TO THE TOP" OHIO ONE OF THE FEW STATES GETTING THIS FEDERAL FUNDING
Found out earlier Ohio is one of the finalists in the Obama administration "Race to the Top" program.
What does that mean to the Painesville City Schools?

$637,906.99

Extra funding over the next four years of the program.
Painesville City Schools were the largest recipient's of this program in Lake County
Mentor Public Schools $344,000
Willoughby-Eastlake $478,000
Madison Local $354,000
Fairport Harbor $100,000
Wonder if the administration will keep this information under their hats until after the election?
You also have to wonder what the "strings" that are attached with this money

Have been doing a little research concerning two levys Painesville voters will be facing this coming year. Painesville City Schools and Lakeland College. To say that I am astonished as to what will happen if these levys pass is an understatement.
The reasons for these levys given to the public are as follows: Lakeland is bursting [overcrowded] Yet they advertise for more students daily on the television, radio, newspaper, mass mailings and even billboards. Why? Also, they make mention that 40% of their students are out of county? Geauga, and Cuyahoga students both benefit from the generosity of Lake County property owners. (There is an out-of-county rate: $117.90 vs $96.25 for in-county residents...not enough of a difference)
Painesville City Schools' problems seem to be quite different. Over the past two decades Painesville has received more and more funding from the state and less percentage from local taxes. Well, the state is cutting back; just like most government bodies that are receiving less tax revenue due to the recession. Painesville City Local Schools has a large financial void to fill.
I have put some numbers together to show you what these two levys could do to your property taxes. I will tell you now that neither Lakeland or Painesville City schools have mentioned what programs would end if these levies fail.
Along with a disclaimer I am not telling you to vote yes or no on either levy. This is a decision you and your family must make for yourselves.
I would really like to hear input on this from both sides.

Lets say you are a Painesville homeowner with a house of say around $98,000. in selling value.
What will these levies cost you?
Here is the formula I used and it works for anyone's assessed home value.
Based on a $34,470 assessed home value of the above $98,000 home [County Aditor]

Divide the assessed value by 1000.
In this case it equals 34.470
Painesville School Levy
34.470 X 6 Mil = $206.82
X 87.5% =$180.97 on this property in 2011.
Painesville resident currently paying $34.22 in taxes on the present 6 mil. levy
Increase $146.75 per year.

Lakeland Community College
34.470X 1.7 Mils.= $58.60
X 87.5%=$51.28
Painesville resident currently paying $8.37 on present 1.7 mils. levy
Increase $42.91.
I believe in 2010 these two levies cost Painesville homeowners $42.59
I believe in 2011 these two levies cost Painesville homeowners $232.25
Remember these are not new taxes only [REPLACEMENT] Levies.

Unlike an election where you can chose between different people,
tax increases depend more on what you can afford at the present time. If a person was presently unemployed, I could see very few reasons why he or she would vote "YES'.
By the same thinking if your position at work has changed and you received a promotion and salary increase at work, or had children in the system or attending Lakeland you might see this as a good value.

My point on bringing this forward is in Painesville's case this was voted on by the school board July 12, 2010; when are they planning to bring the facts forward to us?

I really like how governing bodies loosely use the term 'replacement'. Its a clever (and legal) way of taking advantage of taxpayers' lack of knowledge about how these things work. In this particular case, the present levy hasn't expired but is going to be replaced with one at today's value with the intended result of more money for the school(s). Read carefully folks!

The schools had a booth at the Party in the Park. That would have been a perfect chance to inform a good portion of the city residents. Yet they chose not to even mention it. I asked a woman working the booth about the levy and she said "there is no levy planned". Well, I knew that was an out and out lie. Maybe this woman really was just uninformed, but the administration knew and should have used this forum to let us know. I say, "VOTE NO". Let the illegals pay a fee to send their children. There are better ways than making the citizens foot the bill for their children.

Painesville City Schools have been receiving extra money from the state to fund programs such as ESL English as a second language.
Now the well has run dry and PLS wants the local taxpayers to foot the bill. No way, we should all form a committee to stop this large tax increase. Sorry I will not be apart of stealing money from the people of Painesville to fund students that don't belong here. I will be watching voting areas and challenging anyone I believe is not a citizen of this country. Profiling Yes! It's my right when it comes to the voting booth. Please be prepared Mrs. Clair.

to 4:55am it is NOT your right to intimidate voters at the polls. If I see you doing this I will call the police immediately.

There is no way to tell "visually" who is legal or illegal and any attempt at stopping someone from going into the polls will land you in court!

The State law says our schools must offer an education to ALL children. If you don't like that don't punish the schools, they are following the law. Punish the politicians at the Federal and State level.

I believe 4:55 was not intimidating voters, but both partys are allowed to have people at polling stations. I believe they can challenge a voter if all his/her papers are not in order.
I'm afraid voters will punish the schools, and also change politicians.

Remember when we asked the board to keep the school name's we were told no. We will replace them with names of trees and the heritage of always being broke. Thank-you Mr. Hobart but not on a new building.
Now the board should replace where they get their money. Not from people but trees!

My wife works for PLS she has been told even if the levy passes there will be more lay-offs.

It is the illegal's and there freebie babys that are hurting the schools.

You will not solve the illegals problem by hurting the schools. You WILL make the schools worse, lower our home values, etc. etc.

Some of you need to step back and think about what you say, you are "cutting off your nose to spite your face".

If you vote against because you can't afford it that is your right, but don't use Illegals as an excuse to not support the schools because that makes no sense whatsoever.

The 87.5%. The best way to explain it that the Ohio legislature passed a 10% property rollback on homeowners property taxes. the other 2.5% is for being an owner-occupied home. Now the 10% rollback doesn't count on commercial,business property.
Along with the 2.5% on being able to take on rental houses. So if you think about it that house down the street thats a rental is paying 2.5% more tax than you do.
Another thing to give thought to would you consider building a $600,000 business property in Painesville with levy's like this staring you in the face? That's more then an additional $1000.00 year on just this one levy. You wonder why there's so few new business here in town?

Was informed last week by Blogspot that this site had over 50,000 "hits" along with over 11,000 comments. All this since May of 2008. Not bad for a blog. who's main subject is the City of Painesville.

The catch to the state school money is it can't be used as part of the general fund, has to be used for professional development type expenditures.

What this means is it does not get used to cover any shortfalls that the levy is meant for.

Term's a Democrat who at times shows enough common sense to back a Republican such as the Congressman in our district. He just doesn't seem in lockstep with neither party. I expect him to bash both sides. Ihe illegal's neither party seems to want to believe the numbers on that issue. If all of you that want to waste time trying to assign blame would get your respective heads out of the sand and actually talk to someone that works for or attends PCLC maybe the fog would lift and you would see that there are very real problems here...and not the kind that more money will solve. Term may be a dyed-in-the -wool Democrat but the facts presented here don't change; they'll only get worse while everyone screws around pointing fingers.

Yes, Term is a Liberal and I am a Conservative. We are both closer to the middle politically than the extreme left or extreme right. We both have the right to our own opinions and the right to cast our one vote for whom ever we choose. I also believe that we are a little more informed than the average voter.

Now, as we get closer to the election, we will begin to see more and more negative campaigning and dirty politics. It would be nice to stop playing the blame game and get back to how to solve the problems here locally and at the State and Federal levels.

Maybe we all need to grow up and do our homework on each and every issue facing us now days and just ONCE vote intelligently instead of just like a bunch of lemmings. Vote for the person who will solve an issue instead of following an old political stereotype.

So get out and vote in November. Do your homework first, then vote. If you aren't part of the solution by voting, then I believe you lost your right to complain as other people say there is just to much going on here.

So you must either have his personal tax returns and are stating fact or you are just making assumptions that because the company made millions then so did he.

I'm sure he made good money just like most executives at big companies. A lot more than you or me. I worked at a gas station as a kid but didn't make as much as J. Paul Getty.

So let's keep to the facts and skip the political banter as the total truth.

After reading about Painesvilles "grades" in the News Herald yesterday is there any wonder why Mary Hada resigned? Who wants to be known as on a board for our twenty years with that track record?

Billions wasted in Iraq?? By who??? Not wall street or the big business. It was wasted tax payer money from you and me by the government.

There are all kinds of wasted or shall we say evil money. Yes, the big CEO's that walk away with the golden parachutes and even the Stimulus money that was alowed to be used for bonuses. Then there is the corrupt elected officials who take bribes, kickbacks and or award illegal contracts or benefits to family or friends.

The problem isn't only the fault of the ones with huge salaries. It happens up and down the ladder of the pay scale. If you are a crook, you're a crook. Not every politician is a crook just as not every wall street stock broker is a crook.

Most people who live in Painesville have very little concept of what it would be like to deal with such a large amounts of money. If just one billionaire lived in Painesville and gave each resident an equal share, each and every person would get almost $60,000. We talk about how much the new schools cost and a new levy. How about the new school they built in LA that costs 578 million dollars. Yes $578,000,000 for 4200 students.

It is our elected officials who are in control of the really big big money. From porkbarrel to corruption to just plain waste due to lack of oversight, we have many problems.

So from our local officials who make the big buck to our elected officials at the state and federal level, we need to demand a higher performance level or replace them. And to the crooks, elected or CEOs, we need to vote them out or fire them.

So time to do your research and rid the barrels of the rotten apples.

Is there any interest in forming a committee to oppose the PCLS levy?

There is no charge to form a PAC, but you must follow the rules of campaign finance which are pretty simple.

It wouldn't take much money to put together some small handouts to distribute on election day and I am pretty sure we could get enough people to cover the polling stations. A small donation to a committee could save you hundreds in tax dollars.

A small donation could also cost you thousands of dollars off the value of your house if our schools get even worse without the money. I haven't decided which way to vote, I want to talk to some BOE people and see if they have plans to change any Admin procedures/people etc.

I was handed a post card sized paper asking for my support of "issue 3" the evening of my son's school open house. It listed some real generic information but really didn't answer any of the real questions I have.

The most important information is they won't tell you how much more this will cost all of us.
The levy would never see the light of dayif most knew. How many of the administration, along with teachers and other employees actually live in Painesville? That's all the information I need.

I want to know what has been done to cut costs up to this point. They will tell you they have cut people in the administration, but when you dig deeper that's not a complete truth. The only people that have actually been cut were in the classified staff.
