"TAKE A CHANCE ON ME"

Heard alot about annexed property in the last month, some of it good and some of it not so good. The question remains is it a good idea? In the last 12 years Painesville has managed to double its size with alot of confusion along with it.
The city to my knowledge has never given a financial report on how this has all helped or hurt the city. Total costs in infastruture, legal costs, services have never been mentioned. Would it be a good idea to breakdown the different neighborhoods to see how each has benefited the city?
Do we now hsve "Two Painesvilles"?
I have heard from city residents why does the Township get the school taxes? I have heard Township residents complain that since they live in the city why are they using our schools?
We collect city income taxes on people who work in the city, or in an area that doesn't collect income taxes. As far as I can tell on a $150,000 home the city recieves about $150.00 to provide fire, police, road repair[snow removal] recreation and other city services. We also sell electricity, water, and provide sewers.
Finally has this growth caused other local government bodies to look at Painesville not as friend but as foe? Ask anyone that was at Thursday town hall meeting what Lakeviews Bluffs heard was the main concern about the development? Painesvilles annexation policy?

great post term . i read a eariler post MAYOR HADA should have a meeting to explain annexation of land. this would be a good topic for next council metting. concerned resident..

Canadian officials now have it in writing that Ohio and U.S. leaders are onboard with the proposal for ferry service across Lake Erie from three Lake County communities to the Ontario region.

The Ohio Department of Development and U.S. Rep. Steven C. LaTourette, R-Bainbridge Township, this week sent letters to the Ontario Ministry of Agriculture, Food and Rural Affairs supporting a feasibility study grant application for the Lake Erie Ferry Border Crossing.

"I have set aside federal funding in excess of $30 million for a Northeast Ohio community to use in order to help get the ferry up and running along Lake Erie," LaTourette said.

Has the annexed land been a plus? Well the one off of Newell St. has with Core, Airfoil and Cintas, but the rest? Heisley has held its own, so has Liberty Greens. Diamond Business if the city told the truth they probaby have lost 2 million dollars on that site already. Ask them watch them he and haw.

If you want to know the finances of the annexed land have the councilpeople on the finance committee get you the answers. While your at ask the clerk of council for the minutes of the last three finance committee meetings, it will open your eyes on how the city is run.

Remember our $63.50/hour to pay someone to mow our lawns? Well, Euclid pays $18/yard. Granted the yards are small, but that includes weedeating, trimming and hauling away the yard waste. $18! Does our CM think the few citizens that are paying taxes are just one big money pit? We are a poor city, highest property taxes, and look at the wasted expenses. I am disgusted.

Take a look at the job they did on Newell St. Its terrible $62.50 hr. and they don't even use a gun!

Congrats to all that realize that you can charge a lazy homeowner/landlord for high grass and weeds. If they do not pay, these charges will be placed on their tax duplicate.
Exactly what year will this debt be payed back to this city??

Go for it, and let's here your answer as to how long this will take.
Absurb city proposals that never ever come to fruition.

Absolutely none of you understand the taxing issues that pertain to properties within any community; as displayed by your comments. Taxes are collected as follows: First 6 months of 2008 is collected in the first 6 months of 2009 and the second 6 months of 2008 is collected in the second 6 months of 2009. If a charge is placed on the tax duplicate (oh a property owners liability) and they do not pay their taxes - the taxes and excess charges can and will go on for years!
All of us would be in a great business and collect some income if we decided to mow these over-grown properties instead of the city doing the work and placing the issue on the property owners tax liability. At their $62.50/hr, we could haul-in some bucks for ourselves!!!! Oh, I forgot, this City will want registration fees for our efforts. Are you bonded and insured? For mowing grass and using a weed removal tool- I think not.
SOME INCOME for those that are needing the $$$$$$.

Again, what's your point, other than to constantly complain? Bring some ideas to the table, why don't you, instead of putdowns and sarcastic remarks. You're such a financial genius, then tell us how you'd run the City better. I'm sure your Ph.D. and high powered job qualify you to do that, so let's hear your ideas.

Or maybe you could just move to some Utopia, away from evil "Rita CM", her minions, and the awful "City of Ville" that you hate so much.

Some people have been in leadership roles in Painesville so long they are blind to where this city is headed. When Council President Hada was asked if he knew the Grand River agreement was canceled why did he not inform the other councilpeople? Why the secret? I see whats going to happen the council, and administration are going to leave the fire chief holding the bag. Don't allagrements have to go through council.
I must admit Mentors Council's President had the nicest way of saying the administration in Painesville has no clue.

Talked to a friend who lives in Garfield Heights today and GH is paying about $100 an hour to have neglected properties mowed. You're not talking about hiring some neighborhood kid - you're hiring a company with all the associated costs and overhead. You want to make sure these people are reliable and trustworthy.

I'd say most of the time real estate taxes are being paid, because most properties are mortgaged, and most times the lender will be escrowing for and paying taxes and insurance.

Putting the cleanup cost on the tax duplicate seems to me to be a very effective way of making sure that the City will eventually collect the money. Not sure what the gripe is, cl. You got a better idea? Seriously, how do you think it should be handled? Or maybe the City should just say "**** it" and let it go, not concern itself with the appearance of properties? I have a feeling you wouldn't like that.

Garfield Heights is a more monied neighborhood than Painesville. they can afford those kinds of extras. We are painesville and I can't afford this any more. And the mowers aren't doing that great a job.

the city should concern it self however we as council was never informed we had a issue with lawn/care. let us know. I AM SURE WE COULD HAVE FOUND A MORE REASONABLE SOLUTION. council waiting for a complete council input. [ question. Am I one of the 4 or Am I one of the 3.] we are someday going to have to start doing our job's and doing them together. ALL 17 DESCRIPTION,S IN OUR CITY CHARTER.

For the record Garfield Hts. financial budget is in the worse shape of any Cleveland community.
Look it up.
I was told the grass cutting wasn't even put up for bid in Painesville, thats why its $62.50.

He is legal. It's a big white man. It's been the same big white man for years. Call the Community Development office and ask for the contractor's number. Tell them you don't want to get cited, but want to get the lawn cut, they'll give you the number so their friend gets the business. Its 62.50/hr because they never open the bidding process liek they are supposed to. They just let their friends take the contracts. I know lots of up and coming landscapers who would love a peice of the degrading property pie. Also, Painesville charges a "service fee" on top of the contractors price, so there is a little bit of profit to be had. Most of the money is never paid back though.

Call City Hall and ask for the CAFR reports. You can have them emailed to you or they shoudl be on the website too (though they aren't because the treasurer's office is as lazy as the others). Its not all that much, in the grand scheme of how much money is wasted by the city.

I'd suggest focusing on the topic of the post: annexation. Annexation is an intensely profitable process, if done properly. More tax dollars come in, with little up front expense. Painesville, I suspect, did not do it properly. Someone should look into that.

There's a good chance that it would be in Painesville's best interest to give up on its municipal charter, allow the state to take it back. Become a township (maybe call it "Champion" for old time's sake), and let the county manage it (not that their doing much better over in Pville Twp).
