"CITY COUNCIL MEETING 06/01/09"

City Council Meeting Monday, alot of "NOTES" being played.

Update coming when I can check the facts on Ch.12 having trouble hearing everyone.
Must be my T.V.?

Not my T.V. Everything passed Mentor Ave. Historic Distriot went on first reading, great idea about twenty years to late. Sorority Houses ever coming to Painesville? would they fit into the district. Oak St. residents would like a little attention to the dirt road with signs at both end that say travel at your own risk. Maybe they can get oldest dirt road in Lake County District. Cobblestone coverage seems to be moving along with the co=operation with other fire dept. "Taste of Painesville Spring Addition" This Saturday Downtown. Arlene Becks excused she had a hip operatiom hope she's 100%.

$2,394,000 note? I call it getting screwed! How much money will the city sink overthere? A bond to be payed by the property owners, when they build? Someone ask the CM how many "NOTES" we have out there, and how often we have rolled them over? C.P. watch what you tell your friends, their my friends too.

Someone once mentioned the mini light on the trees in front of the Human Services building cost over $6000. Why arem't they on?

see the other post. the city does not pay that money out without recovering it from the property. I think it should be more. It's essentially a fine and apparently the fine is not high enough to keep people from doing it.

Notes are LOANS, and nothing else.
They are borrowed monies and must be paid back with a finance charge: just like your home/car/boat, etc.
Rolling them over and over again, to supposedly gain a better fianane charge just prolongs the payment time and actually increases the amount of finance charges that must be paid.
Do the math and figure this out, instead of stating that: "Whoa this is a great process and acceptable."

For those of you that have practised this theory, come forward and tell us how much you have saved on your Notes/Loans!
Common sense, the longer you must pay the more you will pay.

Ask Joe, he knowsit all - not: as the words are placed in his mouth and then repeated to all of us as a puppet.

After reading the News-Herald yhis morning I realized the problem. Painesville City and Fire Dept. wants everyone to do what they should do but for FREE!
How could you ask another community to cover your area without compensation?

A Loan is the amount you borrowed, the Note is the legal document which lays out the term of repayment and is signed by officials of a city/company.

So, I can get a loan for $5,000, then I sign a Note promising to pay back the $5,000 plus 2% interest in 72 monthly payments.

The person who gave me the Loan can sell the Note to someone else for $5,000 plus 1% interest, they make a quick 1%. I am now still legally bound to repay the Note to the new person who makes 1% for doing nothing but buying the Note.

The city manager, is worried about finding the money for the fireman stationed at the Grand River fire station? Jeeze Rita all the income taxe money your collecting at cobblestone apt. plus the property taxes, now you complain where the moneys going to come from? Have happy Hada amd you annex somemore swampland and tell us how lucky we are.

Well Term, I hope you and Flock are both happy for making our town look bad again. Most of us can see the truth of what you two are up to. Getting Murphy a seat on council. It won't work we have a great city and were not going to let you two screw it up with your pettiness and trying to make the city manager look bad. People only have to make the right picks to get some of the right people on council.

If it was important to bring Grand River on board 3 years ago, check the CM quote in the minutes of that meeting when she said Painesville had secured Grand River as first responders, now it was just a hand shake between two fire chiefs?

Maybe if the council president wouldn't give $150,000 away in permit fees to the city schools a few years back, with the vote from most of council we would have the money to provide the safety concerns. He forgave city money to the schools that Cobblestone, Heisly Park, and Liberty Green residents saw no benefit from. They are in the Riverside School District.

joe hada seems to have had an agenda to make this town a sanctuary city.TO HELP THE SCHOOL SYSTEMS. they receive $5735.00 per child from the state of ohio. isn't this interesting????????????????. joe can always go to work for the school system this fall.

todays news herald, june 3rd wed. there is an article on the front page about lake hospital system and a new emergency ER building in madison.111 what happened to us??????????isn't it interesting that gary robinson was at the council meeting monday nite and nothing was said about where our medical center is going to be? or if there is even going to be one? this is another example of a non working city council.

You and Flock are so great on perdicting the future. First you talk the city manager into annexing all that land, then you talk someone into building a 300 unit apartment, talk Grand River out of being first responders,all to make respose times terrible, only to make the city manager,to look like a fool. You guys are good. Did you also cause GM to go bankrupt.?

I for one am sick and tired about hearing pitty for cobblestone.

Go find me one person who bought there because it was painesville.

They can claim to "really" be Mentor because that is the access to there, they can use Township schools, god forbid "I don't want my kids going to school with those people in Painesville".

Find me even half a dozen willing to say in Public they are proud to be part of Painesville and I might change my mind. If that extra 3 minutes is so important to them are they willing to pay?

Here lies the main problem of Painesville, if its not about me it doesn't matter. They are residents of this city and deserve to be treated as such. If someone on Meridan has a problem its not my problem on State St. If a problem on State St. its not a problem on Lincoln Ave. Heisley Park your on your own it goes on and on. Thats why you should think before you annex land because along with the good, you now have responsibilties. The question to the above are YOU proud to call Painesville home?

The main problem is people that are part of Painesville, want all our services but don't want any of the responsibilities that go with it.

Here is the main problem with Liberal and Socialist ideas, you have convinced a whole economic group of people that the government "owes" them something, well, in my America the government belongs to ME and I don't owe any of them a thing, they need to go out and put forth a little effort and then I would gladly lend them a helping hand.

The government doesn't belong to YOU or ME, it belongs to all of us. The minute the city annexed that land, let construction of those apartment ro be built and collect property tax it became Painesville's responsibility. The only effort the residents have is to pay their rent, and believe they are going to receive the services promised. The government owes us what we pay for. and in Painesville the residents seem to be getting shortchanged.

Maybe Rita should spend more time getting that grant for her bridge, instead of doing the dirty work for Lake Hospitals and their 2.5 million. Rita keeps here job because of Hada, Gurley keeps his job because of Rita, And I can't figure out how Hada the "I lost 6million dollar man " keeps his job?

Thats right Term, it belongs to US, and my part of the US doesn't want to keep giving away to people who feel entitled to something for free.

What happens when the day comes when we all decide we are entitled to everything for free and there is no one left to pay the price of it?

Why can you say its Ok to give away my tax money but I'm not supposed to say it's not OK?

300 units in Cobblestone and 28 registered voters, in 21 units, yeah, right, they want to be part of Painesville. As far as I'm concerned we should just give it to Mentor, then they will really have something to complain about.

Above help me out here, what are the people at Cobblestone asking for free? The Cobblestone Apts. are in Painesville, pay property taxes and Painesville, would get their income taxes if they owe them like everyone else. These are not low income housing some of the apartments there cost over $1000.00 a month. Bottom line they are entitled to everything you get they pay for it.

Yes the part of the tax bill that goes to the schools. Painesville leadership knew this going into the deal. Even if you annex land into your city and change the boundaries of your city. The school district boundaries don't change. Still if you live in Liberty Greens Heisley Park, or Cobblestone apart of your property tax gors to te City of Painesville [about $150.00 a year on a $150,000 house] not really that much when you consider all the services you must provide. It really interesting to how the city sees this all as a plus. Thet will tell you they get the income tax also, if someone isn't getting it first. ie; you live in Heisley Park but work in Mentor City of Painesville is S.O.L. they get zero income tax.

"not really that much when you consider all the services you must provide"..that is an interesting statement..at least they pay city income and property taxes, unlike the crux of the North end of Painesville which ties up most of the police and services..but pays the smallest portion of taxes.. Show me any houses in the North End..other than welfare housing that is even worth $150k. And since Liberty Greens..Heisley park, and Cobblestone don't require anywhere the amount of public safety responses, which is substantial portion of any city budget, I think the return investment is great deal better than that of the North End..

Good point, The next question is who do we thank for all the Federal Housing Projects the City "choose" to receive money from? Remember when we were told Brentwood would never be section 8 housing. Its not just in the northend anymore either. Federal money always comes with a catch, ask GM or the banks. People in the leadership of the city at the time they decided to go this route, not the people who lived in the North End. Now we have a city that doesn't even enforce occupancy laws as to not offend. The city played more in the hand of the northend than its people.

This comment is about the property at Chester Street. The non profit that wants to build a 12,000 sq ft building that would have 15 one bedroom apartments is EXTENDED HOUSING. Most people know little about this agency. They help people with a multitude of mental health problems to get those people back into mainstream society. But what you probably arent aware of is they already have 86 units around Lake County and not just in Painesville. The reaon you never hear about them is because they blend seamlessly into all the communities in which they work. This may be the best run, most dedicated non-profit in the entire county. Their staff works closely with and monitors those they serve. Here is the best of the best that wants to spend 2 million dollars in an economically challenged area of Painesville and uninformed Painesville opposes a zoning change. No wonder this city has been stagnate for 20 years. If you have ever had a family member with a mental disability you would wish for the help that this non profit handles every day! This is not some federally run project that has brought all the past problems to this town. I know because they helped my sister restart her life.

I'm glad someone posted this I was at the planning meeting,and personally thought it was a bad idea. I kept "what if" this "what if" that Since that time I managed to have a conversation with Karen McLead director of extended housing and she pointed out the record of this organization.
If Chester's Resturant who has sunk lot of money in that corner, The American Legion who has also invested in that corner, The Church and close residential homes have no problem I don't forsee the city objecting to it. They must reach out and explain their mission purpose to the people in the area.

You mentiomed occupancy laws in an eariler post. If one of these 100 year old houses catches fire on a below zero day, or a hot and humid summer night guess you will be blamed? It won't be council or the city administration. It will be the fire chief who will take the fall, and why? Because he doesn't have the guts to tell his boss that she has to do something to stop this practice. Maybe he deseves to be the fall guy? but does he feel comforable about sending his men into that house?
Time for some changes Painesville.

A lot of heads will roll on that one. The fire chiefs, the police chief, how about Noelle and her gang. They are supposed to ultimately control and cite offenders. And Rita, who it is common knowledge this has been brought to her attention so she can't play ignorance. Yes, a lot of fall guys, and a lawsuite against Painesville and money paid to someone who should never have been here to begin with!

The issue with building extended housing units has nothing to do with how great the agency is or isn't. It has to do with a healthy balanced city. You cannot continue to add rental,low/non income, non tax paying residents to a city already overburdened with that type of residents.

Just as all of you argued that we owe Cobblestone residents adequate Safety response because they pay TAXES, When you continue adding more and more residents who don't/can't pay TAXES it overburdens the safety forces budget to support all residents.

Yes, any city can support a certain amount of that type of housing, but when a city is overloaded like Painesville is it becomes detrimental to all the citizens.

If that agency is so great and having them is virtually invisible why not build in Madison?, Perry?, Mentor?, Willoughby?

In the past people on this blog asked things like, why can other cities afford pools and we can't?, why isn't there more money for roads?

Do the math, take your average income level for a city and multiply it out, that is what a city gets to spend. keep adding more and more residents who can't pay and the farther you have to stretch the money that the rest of us pay.

Speaking of emergency services, it seems people are using the rescue squad as their taxi service, primary health care, etc. Why would you call a rescue service for a toothache? How about constipation? I'm not talking about an elderly or handicapped person. How about a 37 year old otherwise healthy male who is constipated? Why would they call for rescue? You do like we do. Try something over the counter and call your doctor in the morning. Much more convenient to have the ambulance come get you and take you for care than getting yourself to a doctor. And we pay for this.

Noelle is north of 20 and the new guy is south of 20. She needs to finally start doing her job. It is truly selective enforcement with her. There wouldn't be these overcrowded single family homes if she did her job. I am so sick of the multiple cars parked all over the tree lawns and yards. And no, it isn't always taken care of. It is allowed to continue. This city is looking like one big used car lot. Can anyone explain temporary tags? I thought when you bought a car you put temporary tag on it for 30 days and then you got your permanent tag.
I watch neighbors who have multiple cars and many people living in their house. The same car will have a temporary tag, then another temporary tag, then another. Why would you keep renewing temporary tags. Or are they forging them?

If you have insurance, the city will bill your insurance for the ride. Otherwise they don't bill the individual. Period. We are eating a lot of these non emergency type rescue calls.

How do you know what is an emergency? Someone might say, I have a belly ache and not know their appendix is bursting. It has happened. We should not deny medical treatment to the poor.

I wouldn't nesessarily blame Noelle for not enforcing codes,she may have certain direction to whom the code applies.When the new condos, The Retreat at Rivers Edge,were constucted on Bank St at 5 points,(they are behind my house, and I live on Painesville Warren Rd.) I found out that one of the condos was constructed with a screened in porch and it was too close to my neighbors property line,Terry Casilyn.It did not meet the minimum side yard clearance.I asked one of the building inspectors on the job about it,they never got back to me.Later in the year several others were built in the developement the same way.Since the condos were now getting close to my house I followed up about it asking the building director ,he said the city manager was aware of it and we shouldn't worry about it.The secretary told me a variance was never gotten either.I called the Ward councilman,Horvath and he said he'd get back to me,he never did.Seems everyone knew about the violation,but did nothing because the higher authority decided not to persue it.Thats how Painesville government works,its who you know and who you are that determines what is enforced. I wish someone would look into this but its been 4 years and the damage has been done and no one wants to challenge the CM.
