" COUNCIL MEETING 12/21/15



By now most of you know of the passing of local legend Bob Gibbs. Before any of you comment on this man's passing you should check into his life story. Start by reading the book 'Blind Man's Bluff' and read about his service aboard the USS Cochino an American sub caught spying in USSR waters during the Cold War. Also check-out his generous giving throughout his live to the community. Yes he was rude and gruff but there were other sides to this man. I shared many of stories with him. Also I believed he liked the notoriety is name brought him. RIP Bob for sure you are in a better place.



Another end of an era

This year end meeting will be the last for Councilman Flock. No matter what gets published here more people in Painesville are sad to see him leave and appreciated his concerns over the years for ALL residents of Painesville.
As a parting gift we will go into Executive Session after the adjournment of the meeting, just for you Andy!

LEGISLATION ON THE AGENDA;

Adopting the Operating Budget for the City of Painesville for 2016

WE will Amend Appropriations and Inter-fund Transfers for 2015

Resolution to Advertise for Bids and Enter into Contracts Supplies and Services to Various Departments.

Resolution Authorizing Bids for the Resurfacing of North State St.  The project is funded 36% by (NOACA) From the intersection with Mentor Ave. north to the Intersection with Chester St.  (I believe they mean from Erie St. to Chester St.) All I can say is finally!

Sidewalk Replacement Program

Drumroll ! Councilman's Flocks final Prairie State Power Plant /AMP-OHIO presentation. I guess we will "Proudly'  finally sweep that disaster under the rug! Out of sight out of mind. I see no council person even wanting to discuss this in the future.

The organizational meeting in the being of next year might bring forth a new Council-President. I know who it should be but that won't happen due to many reasons. Most of all why upset someone living down the street? If the person does win the set will they please practice speaking loud, directly and clearly into 'the machine?'


Sad but true when a goof like myself knows the King Hussein of Jordan has been dead since 1999, nice try Chris. The present King must be comforted of your lack of knowledge? Also knowing what the Nuclear Triad consisted of . As opposed of the most arrogant person in the world flailing confusingly  looking for an answer! These two were pretty common knowledge to average America's.

I really wish I could be there to see Andy get his framed art of City hall.
I don't always agree with him, or his methods, but I will readily admit that he seems to try more than any of the others.
For those who dislike him, you are entitled to your opinion as well.
No one who has served in the public eye for this many years can do it without upsetting people. It can't be done even if your name is Jesus.

I'll relate a story about Mr. Gibbs. One day John Murphy, Andy Flock and myself met with Bob due to the delays and legal problems with the Millstone FEMA settlement. After more then an hour Bob realized that being stubborn about this issue was not good for the former residents, the city even himself. Murphy summed it up the best. Where is this supposed to take us? We finally thought we has succeeded. Not so fast at the next council meeting the following day Council-President Hada went into a rant about one person being the lowest of the low on holding up this deal! The next day John informed me Gibby heard about the rant and told him those SOB's can wait for Hell to freeze over! Holding up the settlement for months on months. It just goes to show people how easy it is to make someone the bad guy.

It isn't nice to speak of the dead but I have to disagree with you concerning Bob Gibbs.

I dealt with him on a professional basis quite a few times.
No once was he pleasant or someone that I wanted to be around.
To the contrary, he made my skin crawl.
Without a single doubt, he was the most bigoted and racially biased person I ever met. It isn't even close.
For any good deed he did, I can bet my life savings that he screwed over another 100 people.
He was always on the contrary side of the law and of right and wrong.

Given your political leanings, I am surprised that you would even associate with him. The two of you were about 180* apart.

I didn't agree with former Council President Hada much but on this one he was correct.
Bob Gibbs was holding things up ONLY because he could do so.
If he was really the person you seem to think he was, he could/would have taken the high road and realized that people were hurting because of him.
What he chose to do was nothing more than an excuse for his actions.

I would bet a lot of money that you can talk to people all over this City (and surrounding areas) and you would hear similar tales. You were right, he was legendary but it was not in a good way.

Sorry to say it but this area is better off without him.

Sorry , no one can make anyone a bad guy or person. I was the recipient of Mr Gibbs middle finger and lip service while driving when HE tried to cut ME off. It didn't work to his benefit so I got the brunt of this mans rotten temper. Some people are just born miserable and continue through trying to blame those who innocently cross their path. Gibbs showed his true colors during the aftermath of the floods and condo situation.

1:56/45:06 Yes it is not good to speak ill of the dead. You might have misunderstood my point. Everyone has a good and bad side. Unfortunately Bob chose to show us only one side. I agree with everything you mentioned but also things are not always as they appear to be. Yes he made rude comments to me also.
When he knew it didn't intimidate me he stoped. I try to work with everyone given the chance. As far as him and Millstone when Gibbs ran the property it was insured for 6 million dollars after it was turned over it was only insured for $600,000. That's why he was pissed. He knew better. He even had the property insured for earthquakes. If the insurance policy was kept the way it was there would have been no FEMA involved and the people would have received their money faster.

He didn't just run the property, he owned the property.
Therefore, if someone was to collect $6,000,000 it was him.
There is no way that the property was worth that kind of money so who was he kidding?
Besides, if you remember, he was the person who blew up the dam to benefit himself.
Sorry but he was probably the most unpleasant person I ever had to deal with.

Both seem to have a lot of the same characteristics? I still believe the GOP will not support this man. One way of looking at this is 35% of the people support him and 65% of the people view him as a jerk. There's a big difference between a Primary voter and a November voter. You don't win many elections with those numbers. Also I have seen a number of Matt Lynch signs up already? A challenger for David Joyce in the GOP primary? It's like taking candy from a baby, you will get a Democrat in that seat. Yet I don't feel sorry for the Republicans that brought this all onto themselves.

You are correct in saying that "new is not always better".
However what we have hasn't done anything that was better either. I would rather see where the new horse might take me rather than taking the same old tired path that leads us no where.
The return rate of Congress is something like 98%. They haven't been doing their jobs for years but the voters are so stupid that we keep sending them back.
IMO, ask yourself if the incumbent (any party, any office) has done anything to help you OR to help anyone you know.
If the answer is "no", vote for the new person.

Having Obama in office - he will finish with 8 years of driving this country into the ground, gosh knows what his last few months will bring. Maybe free all the criminals from prison, open the borders and take the guns from the good guys. He sure as heck does not believe in or follow our constitution and does whatever he can to thumb his nose to those that do. I am hoping Mr Trump will be true to his word and begin to bring this country back to good.

I explain my support of Trump the same way I explain my support of the Tea Party.
I do not agree with the extremes of the beliefs but the political machine in this country is all about compromising therefore if either one starts way to one side or the other they will eventually end up right about where my beliefs fall when actions are finalized.

Just my thinking the Tea Party doesn't believe in compromise. They will stand united against compromising. Many in the Tea Party are for and against things. Obamamcare? Nothing. War on Terror? 5:57 When Cobblestone was built CM McMahon claimed that Grand River Fire Department would assist Painesville as first responders. Grand River bailed and had to have help from Painesville Township who didn't honor the city request. Mentor offered to help but McMahon didn't want the help? Flock showed her the letter from Mentor and asked for an explanation why council was never informed. Response times to Cobblestone were on average 9+ minutes. might have hurried up that bridge being built.
Flock was apposed to the 3.9 mil. levy ONLY due to the Charter Change saving Painesville residents millions. Ask any Mentor-on-the Lake resident about having taxes raised without a vote of residents. With the Charter change millage could go up with a vote of council. 84% of the voters voted NO!
Flock voted no for the budget for many reasons including "other" in the budget and being chastised by Hada for voting against a new condo project that was someplace in the budget.
Don't fret I believe now council members pretty much think for themselves and not be led by the nose in passage of everything. Hopefully those days are gone.
9:41 Do you remember the 8 years before Obama? The country was driven into a ditch and the first order was to get it out of the ditch. Please explain how the Bush years were better for American's? Presently the legislature doesn't even want to vote on a war? Why not? Interesting the budget just passed didn't resemble what they told us?
I worked for a guy once and he was sure an employee was stealing $10.00 a day he just couldn't catch them. They quit he was so happy. The new person hired was now stealing $25.00 a day. Be careful of what you ask for.

10:42...Nobody is talking about voting for the regular Republicans; they're talking about voting for Trump. Yes, he's a Republican, so he will probably be doing some things that Democrats (and the Independents, and/or the new Independents) don't like, but he's not technically an actual vote for the Republican party. But he is the only hope that this country has. The only hope, and he has my vote. Hopefully he can bring the asinine Democrats and Republicans under some kind of intelligent control so they will actually start doing what is right for this country and quit being the baby, stupid asses they all are. There isn't a brain between all of them, and Trump, no matter what he does, will do better, and of that, I am 100% convinced. He's got my vote; I just hope he wins the Primary. People have to do whatever they can to make sure that happens. He really this country's only hope. People know exactly what they are asking for, and it is Trump.

I think as out of control as Trump is, he will bring our country more under control than it has been in decades. You say he has zero clue on how to deliver on what he has promised; I think you are wrong. It will be hard because he will be working under the confines of the rest of the Democrats and Republicans, but he's got 100% chance of accomplishing things, unlike the rest of the people running our government, who have all proven themselves to be useless and dangerous game-players and pretenders. I think the United States and the entire world is going to be very surprised just how many votes he gets. A vote for him will be the only vote that has any hope in it at all. And it is the only chance we have to save our country. People need to do whatever they can to make sure he does get the electoral votes, and then the general vote. Go Trump.

I can't imagine any company like a golf course making a former president play. If nothing else, having a former president as a member would be such a huge PR deal, that it would be a wise thing to do at whatever cost. I also doubt that ex-presidents pay for much of anything anywhere. And I wouldn't worry about any dark motives; although I would think it pretty crappy of the ex-president not taking it upon himself to pay anyway. And just because there are quotes where Trump is talking up the Clinton's doesn't mean anything about anything. And it certainly doesn't mean, or verify, that Hillary should be president. If that's all you've got, there's a whole lot more on the Clinton's. You think a vote for Trump is scary, but I can't think of a scarier vote than for Hillary, and I am a recent ex-Democrat, now an Independent. To each his own, and we'll see if Americans vote for more of the same or try to save the country with Trump.

The "ex-Democrat, now an independent" can't vote in a Presidential Primary. Only registered Rep and Dems [and some fringe parties] can vote for their Presidential Candidate choice. I'm a current Democrat and I plan to vote for Hillary. God Bless America!

I voted for Bill Clinton, twice! He reduced the debt and was able to work with with Newt and Congress. I think Hillary is smarter than Bill and "better behaved". She's got my vote.

Has she done anything (at all) to merit consideration?
"Better behaved"?? In what way? To the best of my knowledge, Bill was never responsible for any diplomats being killed.

I wholeheartedly agree with 1:26. Bill Clinton did a lot of good things for America, but that was then and this is now, and this is Hillary, and not Bill. I find Hillary scary for many, many reasons, and she just now started to say a phrase meaning Islamic Terrorists, as she said she just now feels there is enough evidence to use such a term. I wouldn't trust her to walk my dog or balance my checkbook, and she sucks as a leader of everything she has tried to lead.

Bill Clinton was a liar and sleeze. Some people think politics and private life should be separate but I don't. If you lie about smoking pot and having affairs in public to the American public, what else would you have lied about? Ms Clinton is no different with her email and Benghazi scandal. Though we know this before voting her in office and we'd be nuts to put her in office knowing this. Not to mention standing by her man. I'd have kicked him to the curb and moved on. A woman in denial she is.

Not the point, 11:26. We're picking a President of The United States of America, and character needs to be brought into the issue. And nobody is sleazier than the Clintons -- both of them. This is not the time and place to thump your Bible.

And 5:43, this is 8:04. Yes, I agree with you. I didn't mean to infer that Bill Clinton was not a sleaze. God only knows what they both did during those years, and what they do now. Even the smaller things, like the questions about how they raise their current money for their own lives. I also recently saw a list of over 48 people who have did young or younger from accidents and weird things that were crossing the Clintons at the time. I saw this list on the internet, but it seems like it could be a valid list to me. It brings back some of the accusations against them in the past, and brings it all to light, when you put them all together, that they certainly could have had an involvement in all these untimely tragedies. Again, I wouldn't hire Hillary to walk my dog. I think Americans would be completely shocked if they actually knew who those two are. I think not who they appear to be, that's for sure.

I will consider the "sleaze factor" and the "sins" of the candidates. If the choices are The Donald and Hillary, then it's simple. My vote goes to Mrs. Clinton. God Bless America.
