Little did I realize the uproar of me mentioning Painesville superintendent  John Shepard's visit to Germany would cause?
The number of comment's only limited by the language used. (New to the Blog.?)

Well why question this?

First he has a job as well as an obligation to the people of Painesville, not Germany. For some reason I can't understand what he would bring to the table? Maybe a short commencement speech to share with his German colleagues?  Seriously maybe with Germany having a huge influx of immigrants they would want to know how to successfully handle the situation?

That said here are the latest numbers from the Ohio Department of Education;

 Now if I remember correctly a 54 grade was failing?

So how do these scores translate into a trip to Germany when we have so much to do here in Painesville?

At the same time as this trip to Germany many of the other Superintendent's from Lake County were involved Mentor, Riverside, Wickliffe and Willoughby- Eastlake as well as some other communities Chardon and South Euclid-Lyndhurst I something called 'Quality Profiles' a state wide consortium that work to improve educational opportunities for all students. Probably no Oktoberfest involved?

Look I don't begrudge a person a vacation, but please don't poop  on my head and call it a hat!

54.2 just maybe we would be better off letting the state take control of the system?

Maybe if Mr. Shepard can when he arrives back can address how this 'trip' benefited the staff, students as well as the people of Painesville, or just benefitted Mr. Shepard it may be time to head in a new direction?

I don't know what the scale is or what it measures but my math skills tell me that PCLS is about 8 1/2 points below the next lowest school system in the County.
This is pathetic.
It would look as though the only thing Mr Shepard is doing is treading water until he can retire.

54.2%. Well, that pretty much goes along with our 50% policy. Maybe that's what Shepard is striving for. Next time we'll drop to 50% and reach his goal.

Myself I throw this all at the BOE what were they thinking? No you can't leave now there are to many present problems! Maybe a reason for such a short new contract? Call it anything you want but it's not anything but a holiday for him,
Could be why no one knew about it?

There are several pro-illegals on this blog, yourself being one of the biggest supporters. Well, you need to stop. This country and my town is sliding away from us because we are being overrun. Schools cater to them, how many programs and hand outs are available yet most hate it here. They want out asap to return to their beloved Leon. I saw BOE admin in a store with a pro immigration shirt on. They pack several families into homes built for single family. Does the city stop this? The city is as just to blame. This is a terrible problem with no fix. Maybe after America becomes Mex-America we can all move to Acapulco or Cancun as they should be vacant.

I am no more pro-illegal than you are but please explain to me what your rant has to do with the subject Term wrote about?
In case you missed it, the post was about poor test scores and the Super's trip to Germany. I don't see anything about illegals anywhere in the post.

Shepard could have abolished the 50% standard but he has chosen to keep it, so he is to blame, in addition to those that instituted it.

Of course 12:10's comment is relevant. City leaders tried to make this a sanctuary city, and by all counts it is. Our schools filled up with the children of illegals, and they did not/do not speak English. Then we got the 50% policy. Now our schools are failing and our housing prices are in the toilet. It has everything to do with everything. Can we get the other 2/3rds, or more, of the price of our homes from Abby Delamotte, former councilwoman who went on national TV to "advertise" that we love our illegals here? Who is going to want to buy a home in a city where they know the schools are failing and the city is filled with illegals that the cops won't do anything about when they are caught breaking the law? The police have their hands tied, and we have a failing city. We were already in enough trouble before the illegals. Again, it has everything to do with it.

Why not just change the curriculum for Painesville Harvey to Vocational Program ONLY. Harvey High Means Jobs. I am sure there is grant money from the FEDs out there for this shift. Why not get the high end 'lobbyist firms' (can't remember their names) but you know them, to draft some policy proposal and get the program rolling.

Environmental Systems
Hospitality
Auto Repair (maybe could get into electric cars)

Germany has and has been known for their application of vocational programs in education. It is one of the main aspects how employment (maybe that was his agenda item to glean) has been maintained (other than they control EU essentially via export of production) But Germany still makes things. And to make things you need to have a skilled labor force.
The concept in people's minds about Painesville and education (on this blog) seem to date back to the 1950's. Pushing the idea that if you get into the National Honors program might just get a shot to get into that university. I know several folks from my time that were in that program and when they hit the university they dropped like a rock. They couldn't keep up and eventually bounced out. (sure there are the winners, but look at the big picture, the 'macro' level). Work to your strengths, and don't try to recreate the past. Time has marched on and left the memories of times never even known by many of those living there now. Go down to Railroad street. Just go there. I went to get some dinner at the Depot, some take out. I didn't want to sit at the bar , it was a nice nite and it is dark in there so I went out and was waiting for a CSX to roll thru. As I sat there waiting to here the sound of the bell from the Diesel I looked right and saw children meandering around the sidewalk , probably age 1 or 2, with no parental or sibling or adult around. Then, a minute later I see what maybe was a 'mother figure' and then a SUV with tints rolls up (totally P-ville style, things don't change there ) and in gets the 'mother figure' and the two kids just remain on the sidewalk still meandering around. A few minutes later some other person came out and yelled at the kids to get in the house or something... to that effect but.. man come on. Then when I was leaving this same 'mother figure' returned but was now marching up the road towards N State St , looked like still looking for that SUV again.. and yes no kids with her. As I got my food and drove off I took a glance at this what I believed to be a human and this individual could not have been more than 15 years of age. I was witness to this. This story I am sure is not unique and not new .. it is all circumstances and I really do not know what is going on, but from my vantage it did not look like a healthy situation or living condition. It appeared on par what some call 'third world'. When you have this behavour on such a regular basis and a political class (and yes the magnificent 7 are the political class)completely disconnected from the real situation there really is no social contract left. At this point it is only damage control. Keep the remaining wage earners happy enough so they don't leave (give 'em a paved road here or there, but of course don't fix Sanford St!! from Richmond to N State in 40 years!!! that f^^ ing road has been that crappy for my entire life, 40 years! come on man. Keep them silent and paying what's left of the eroded property tax base and keep the salaried 'professionals' in the city hall and board of ed on the dole long enough to make their state employee retirement... It's enough. Why pay for this? Do somehing that will radically alter this system. One way is through Vocational Education. Work to your strengths. Harvest the talent among you. Know your reality. Some want to make American Great Again, I say no to that as a concept but should be Retrain (workforce) our people to make America Great.

Not trolling 140-simply stating the obvious instead of others who stick their head in the sand. Test scores stink. Why? Perhaps separate schools would help. Pull those Hispanics struggling with language, bad grades and behavior into a separate school that may not reflect on the report card.American children are tested and most must know the basics (color, abc, etc) Mexican transplants should have the same requirements in American school. Instead of preschool the immigrants should have a pre-year of American immersion then be tested to move on. It is nonsense children have to speak 2 languages in elementary and that American children are now taught Spanish in elementary. The superintendent is supporter of illegals. Germany? I agree he should have traveled to Central America to see what makes these children hate coming to school here.

The area schools have a vo-ed program. Jr and Sr go to Auburn for some of, and more of the classes mentioned above.

Other schools have figured this problem out without suffering the test scores. I got so tired of the last Super telling us everything suggested was illegal or not possible due to money. We have a new Super who hasn't got many answers either. I would suggest Dr. Sheppard attend other local schools and see how they make it work.

5:55 I suggested that once. I was asked if I was a segregationist? Well it was explained to me there were two reasons that may not work. First We accidently might be setting up a second school system. And educators believing assimilation might result in faster results. I have no clue how many administrator's in the PCLSD have a formal background with dealing with immigrants.
9:15 Interesting story and I myself have witnessed what you watched. I guess you can't leave a two-year old in a parked car, but they can run the street's alone?

at 2:03. This is the ole' tyme thought process at work. The point is to convert the entire high school curriculum in the city of Paine to vocational program. Retire the academic university path and educate to strengths of the people.

Or... I think i see where this is going in my point about no income or property taxes to fund the school in Paine, bring in private corporation to run the program and externalize the cost of education in the city.

YOU CAN NOT SUPPORT PUBLIC education When there is nothing to fund it!
With the erosion (i would say federal (public private partnership) meddling in the housing prices in Painesville, Lusard St is a good example of that).. homes selling for 20K (housing prices based in 1970) can not support an infrastructure spending money in (at 2016) prices..
unless all city employees want to take a haircut on the salaries..And I would not advise anyone to do that.
Term had a good article a while back when he was looking at the houses being sold in the city.

I get it now.. Rita's land grab next to the bridge to nowhere was the last ditch effort to keep this ponzi scheme going. I feel bad for a second for those folks that bought homes on a wetland and then their sump pumps burn out from over use and they live under the constant barrage of CSX trains running all times of the day but ... then I don't .. they chose those properties and now they must live there.

FYI Shepard informed the board by email and left ten days later for Germany? Nice work if you can find it. Obviously the board has little control over where he goes or what he does?

5:44 I guess this will be something to ask at the next board meeting? I find it somewhat unbelievable that the trip wasn't sanctioned by the BOE?

Questions? Check the board minutes. Is there any inkling that this trip was approved by the board? You want answers, get them by reading minutes or making phone calls to your elected officials instead of pointing fingers here.
