"CRUMBLIN' DOWN" john melloncamp

As most of you might know of the passing of  Russell Schaedlich  former Painesville Planner who retired last year. Russ was 63 years old and I in all my time dealing with city matter's never heard an unkind word about him, or him an unkind word about others. R.I.P.

Some people say I'm obnoxious and lazy
I'm uneducated my opinion means nothin'

Well a few days ago I sent an email to our city manager asking if  the public was welcome when they opened the bids for the demolition of the city parking garage? He informed me the bids had been opened on 06/24/16 Great Lakes Crushing was awarded the bid at $551,508.00 this was about $100,000 under the engineers estimate and more than $5000,000 what I thought it would cost!
I missed this one by a mile, and I had done my homework looking at bids for the demolishing  of same size and type structures?

I am happy to say we dodged a bullet, and kudos to the administration.

Then there's more good news according to an article in the Lake County Tribune in Friday 07/08/16 the Land Bank will also make a financial assistance of $295,000 to the demolition , this on top of the $310,000 that helped pay for the demolition of the old Holiday Inn in downtown.

Seems the state comes up with plenty of money to destroy , but no money or very little to save a structure like our parking garage. I'll go out on a limb but wouldn't $550,000 go along way in saving that garage?

Short mention about the building on N. State St. Executive Director John Rogers was looking into (CDBG) funding for a new roof  ($80,000) and heating and cooling system ($50,000-$60,000)

Rogers noted this project had not yet been presented to the board for approval and funding was not guaranteed.

The Land Bank meets tomorrow Monday July 11, 2016 fifth floor  Lake County Nolan Building.

In other local happenings. The PCLS sent out their summer news letter on the second page they mentioned having teachers participate in  ALICE (Alert, Lockdown, Inform, Counter, Evacuate) This is a good program but will do little for skirmishes at say the middle school. That's the job of a SRO that it presently seems to be a lot of foot dragging. Especially in the last week our young members need to see first hand what a police officer can mean in their lives. But what do I know. "Ain't got time for that."

Home sales PCLS District;

344 Willow Dr.       $36,000

866 Hine Ave.         $34,000

Unbelievable the havoc  what one man with two weapons can do in Dallas. And yes he was a racist, in the same vein as the Church shooting in Charleston, SC by Dylann Roof was.
Racism comes in all colors and shapes.

Just a general question:
Why should any governmental body be involved in any real estate transaction that does not involve that governmental activity DIRECTLY??
IOW, why should taxpayers be paying for a roof and/or heating system for a building that will be of no benefit to the taxpayers?
To replace those components of the building to turn it over to another party is just wrong in so many ways. If a third party wants/needs a building, they should but it for themselves and rehab it for themselves.
The "Land Bank" should never be involved. Just another quasi-government agency hiding behind a clever name (like the Port Authority).

12:14 Great question without a reasonable answer. It does seem a new government agency appears on the horizon almost yearly.
SOPM (spending other peoples money)

Dog Days of Summer - Kudos to the county courts! They have Atticus, their facility dog. Also Kirtland PPD adopted a dog for their department. Having these types of animals provides a healthy and calming being for all around them. Great Job.

Sad part is another prominent non-profit was approached almost a year ago and asked if they wanted to purchase that building. Because of the condition they turned it down, at that time no one offered to help with grant money to fix it up.

If they are going to fix all the problems they should put that property back on the open market and see if it can be sold.

5:22 I don't believe that's how it works? I think the 501c has to ask for the grants. Not saying someone's not greasing the wheels.
Myself I believe the property in it's current condition and with the problems such as parking, maybe the best solution is to tear it down split the lot and put two new residential properties there?
5:03 Explain a 'facility' dog? please
Who is responsible for the dog? Where does it go on weekends?

Well Term or should we call you Carnac the Magnificent? You blew the cost of the parking garage it was so far off the mark. Maybe you should leave the prognostication to as you say, the educated. I think your electric prophecy was nothing more than dumb luck!

9:12 Carnac? Johnny Carson your old.
Look recently we began digging a retention basin off Cedarbrook Dr. Clear the area of trees dig a hole in the ground remove the dirt and run three pipes to it. Over 2 million dollars.
What makes me believe you can demolish a three story concrete and steel reinforced building and prep the property for parking for $517,008.00?

I asked for and received the contract the city awarded and one thing stuck out to me. 'Change Orders' and quantities actually preformed. Something you can drive a Mack truck thru!
Project Engineer?
L.A. Lewin, P.E. and Associates
Who's paying them and who are they working for? Owner or Contractor?
I did not see our Law Director signature on the contract. Did he even go over it?
This contract's number's are so far out of whack I hope the city keeps a careful eye on it.
Great Lakes Crushing isn't in business to lose money. Time will tell.
As far as the 'educated' they pretty much got us where we are at!

That hole in the ground will have concrete in it. Right? Don't forget concrete.
Clearing land is labor expensive. Were those trees worth anything?

TERM, I really like your idea. Tear down the building and put up 2 new residential buildings. Or, if they won't do that, they offer this to that other agency that was looking at it a year ago and offer the same bennies they are offering VD. New roof and help getting all the grants for repair and remodeling.

Tear the building down and put in a relly nice supermarket - or a pool. Great use of property.
