THIS EVENING AT APRIL 20,2016 AT HARVEY HIGH SCHOOL THERE WILL BE A PUBLIC FORUM AND PANEL DISCUSSION ON RACE RELATIONS IN OUR CITY. IT HAS BEEN ORGANIZED BY A GROUP OF COMMUNITY LEADERS. THE PANELISTS WILL INCLUDE RELIGIOUS LEADERS, LAW ENFORCEMENT OFFICIALS , AS WELL AS COUNTY COMMISSIONERS TO NAME A FEW.

PLEASE FEEL FREE TO BRING YOUR QUESTIONS, CONCERNS,COMMENTS

Monday's council meeting both agenda items past, on the first, road improvement only one drew some concern from me. Rockwood? Really, I know how street's are chosen.

Permission to let the city manager get a contract to demolish the Parking Garage was approved.
It good that before the contract can't be signed council has to approve the money. I don't believe many have an idea what the cost of this will be? Please chime in with your estimates. The city manager said he had a verbal amount but until something is down on paper. He will presently keep it to himself.

It was reported a new two story garage would cost 3 million dollars (app. 200 vehicles) and the city could not find any state or federal grants. It was reported the present parking garage only has receipts of $36,000 a year do the math. Everybody seems to be complaining about the garage closure that on a normal day had between 180-210 vehicles? Again do the math.

Resident Tony Torre pushed the city to find a home for the Painesville Senior Center? Well Tony they had a home, and what's presently going on is to put a dagger through the heart of the Painesville Senior Center. As he mentioned many members are joining Fairport as well as Mentor. I believe that's part of the plan.

In my three minutes I informed the city of Peabody Energy bankruptcy also the AMP-OHIO Hydro plants  on the Ohio River was charging participating communities including Painesville with a close to 5MW. stake in the plant, and being charged $140.00 per MW.? This from free fuel... WATER! Somehow AMP-OHIO has figured out a way to charge the most for any present energy source? We were promised power at $70.00MW due to capital costs but when those were met it would be very inexpensive power. AMP-OHIO $140.00 for at least the next five years. What will the city do? Nothing. Anyone with any knowledge in electric power realizes this is an outrages price. Just pay the man!

Also Law Director at the last meeting questioned if I would apologize over my concerns about the refuse contract at the last council meeting. I assured the administration, council as well as our law director if everything was legal I would.  I even suggested if a majority of council would publicly state that this contract was in the best interest of the residents of Painesville, I would apologize right now....Silence

A quick shout out to Clerk of Council Tara Grimm on her award dealing with national Clerks of Council.

Will someone explain to me what's councilman DeLeone problem with zoning? Now he brings a packet of questions? Lynn White is the City Planner, not someone the councilman can question about whatever he has in that packet? Someone inform the good councilman when zoning meeting are held, oh, I almost forgot he was on the zoning commission.

Radio?

Our council meeting on channel 12 will soon be a thing of the past. The equipment is old and replacement expensive. (Must be some good old equipment for sale somewhere?) Well council first has no idea how many residents even watch the council meeting? 5/10/ 100 no idea. One council person suggested putting it on an AM radio station in which another council person heard HAM radio? Hell let's put it out on Morse code? Another question if there was an obligation to even show it? There isn't.
My best guess seems to be is that the city does everything possible not for you to hear or see the council meeting when you tune in to watch?

I see council meeting on channel 12 to become a thing of the past, soon.

So in ending let's decide how much the demolishing the parking garage will cost?

Also if you know people who watch the council meetings on channel 12 , please tell them to inform their council members.

I'd like to know how streets are chosen for the road improvement program. While residents on Rockwood will be happy, selecting minor streets like it doesn't make sense, given that there are several heavily-used roads in desperate need of resurfacing. The levy money should be spent on the busiest roads first, such as what's currently being done to North State Street.

8:53 The city has a list that rates streets from 1/4 also the administration asks for input from ward council people. Now this year Rockwood as well as Levan? I find it hard to believe these are the most important in this city. Look at Bank St. between Sate and Walnut, All of South St. Clair it's a mess. You have to ask yourselves how much has been spent on Mentor Ave. near city hall? Jackson St. is also a mess. Now this street levy comes up every five years, how do you think residents will vote on renewal of this levy?
My point is who's got the "juice" to get their street repaved?
Now take my Owego St.? I know no major repair since the early 60's and at the same time a short street that I know carries more traffic than Rockwood or Levan, (It's a cut through street between Sanford and Chester Sts. Because of me and my complaints, The city demanded my neighbor's to replace sidewalks in 2009. I will put up our sidewalks against any in the city. over 80 blocks replaced a few years ago, yet no street or water repairs? I feel sidewalks will again be used as punishment,to keep resident's in line. in the mean time our sidewalks are the best. I will put up our sidewalks against the street any day.
Look at the front table then look at the streets that have been repaired?

Remember that Charlotte St has been done as well.
At least Charlotte is a street that takes you somewhere.
Levan and Rockwood are roads that are used only by the residents who live on them.
I would be willing to bet a lot of money that most City residents couldn't tell you where either of them is located.
While Rockwood definitely needs help, I find it hard to believe that other City streets don't need as much or more.
I guess rank does have privileges.

Maybe I'm cynical, but I suspect that council members aren't above recommending for repair streets on which their relatives/friends/supporters live. How else to explain why streets such as Rockwood and Levan are selected over S. St. Clair, Bank, E. Washington, Richmond and Jackson? You raise a good point about whether this levy will be renewed; for a large segment of voters, it could come down to how much of a direct benefit the repaired roads have been to them. And, yes, I understand that it's better to think of the community as a whole, but let's be real: many, if not most, people prefer to think about what's in it for them. For myself, the only repaired streets that have benefited me directly are Rt. 20, W. Washington, and, eventually, N. State. I voted against the levy, and probably will again.

5:35 I even wonder if they think people notice?
These same people will ask for the renewal of the levy and I expect some resident's to question some of the decisions that were made.

If it's voted down they will only have themselves to blame.

Have anyone looked at how much money they spent or have to spend.. They started N State , that's got to be a bunch, may be that only leaves enough to do two mall streets. Rockwood is down to dirt it is only a thin coat of chip and tar. As was Charrlote St. When it was done. Before you stop the levie I would want to check to make sure the money was spent well... If you vote to stop levie the city will just stop any mass repairers and you will again be screaming.

Well, they always seem to have enough money to do councilman's street, law directors or whoever else is sitting at the trough. It's a selfish practice and one of the main reasons nothing of importance gets accomplished here.

The people we put in charge to spend our money do it incompetently. If it's streets, garbage, water, electricity the administration and council have proven they are inept over and over again! They do take care of each other.
As the above stated soon we will be threatened again.

Mr. flock was a councilman for what 20 years and his street looks like cr*p, I've lived on it almost that whole time they don't even street sweep it, there is so much holes and patch it looks like its a country road. there's so much dirt and patch that when it rains the water flows past the drains collects in the bend and floods it yet according to the city its fine. I have no point really just want to get that off my chest. I wonder if the residents on Taylor street could pay their city taxes to the court and let it be held untill the city improves it. Wishful thinking I guess. it's really that bad but never makes the list. wonder if it's because mostly poor people live on that street

1:03 Hine Ave. was repaved sometime in the past 10 years? Problem was it was repaved from Sanford St. to Transit St. and stopped there. then repaved from N. St. Clair to N. State St.??
So in either direction from councilman Flocks house the McMahon administration must of had a reason not to do 500 feet in either direction from Flock's house?

Presently Andy's is tickled that N.State St. from Erie St. to Chester is being repaved! To the benefit of more residents then other projects presently in the works?

A buddy of mine lives on the section of Hine Ave near the former Councilman. He has asked me many times why the street in front of his house was completely bypassed.
IMO, the only possible reason is to punish the Councilman.
BTW, I am not in that ward so I don't have a dog in the fight.

If you don't or won't make the effort to get out and attend the council meetings, you probably won't even bother to make the effort to look it up on a computer. Now, shut ins, would be another story. They can not get out to attend. Get off your duff and show up at the meetings and for pete sake stop making excuse. Where there's a will there's a way.

12:18 Sometimes the truth is stranger than fiction? Sometimes the former city administration road policy's made absolutely no sense.

12:23 Sometimes your life doesn't make you free to head down to city hall? A job, family responsibilities. Being able to view it at a time convenient for you like on the city website is the best solution. I have no idea the number of people who attempt to watch or listen to channel 12 but I'm guessing more than we might think. The number of people to mention it to me seems to prove that out.
