Maybe it's a house with no name?

Seems last night's council meeting went on for quite awhile. Everything on third reading passed. Second reading items were left to third reading.

One item was clarified the CDBG (community development block grant) for storefront improvements NOW includes all business's in Painesville not just that precious two blocks of downtown. Thank-you councilman Flock. Although I opposed this use of block grant money due to the reasoning the people who own property downtown are not without finances to improve there own property. The main reason storefronts  are empty is that this is Painesville  not Beachwood but the rents  seem not that much different?

We have a new building inspector a Mr. Zopko who seems more than qualified for the job. A note to you "weekend warriors" that do improvements on the weekend he will be working on some Saturdays. So maybe the days of the mice will play if the cat's away will be over. Also it appears commercial contractors are not following the city's permit code and this will also be addressed.

If the city has to mow your lawn expect a charge of $95.62 charge plus a one time $75.00 charge for the first time only one letter will be sent to you per year  oh, that $75.00 fee is for inspection.

The City also announced it has received in 2014 over $133,000 in vacant property fees, now ask you councilman if how much of that was for commercial property?

I questioned the city about the collection of Waste Management and the city being used as a collection agency? I ask that I and every council person receive a copy of the contract, mine came email this morning with more questions than answer's. If I'm reading this correctly WM is forwarding the city $48,000 this year. For what? It was in the addendum's.

How the city justifies charging an address rather than a person responsible for the charge of and arrearages is beyond me? Why bother putting your name on a utility bill? Why not occupant so-and so address?  I believe the city has over stepped themselves on this one.

Mrs. Jenkins reported house's were again selling in Painesville. You have to wonder how many will be rental properties.

The Railroad Station received it's Historic Preservation District.


On another note I wonder if we will someday have a ribbon cutting for Streetscape and who will cut the ribbon on this bungled idea?

I'm glad the historic district for the Railroad Station was approved. The last time I drove by (admittedly a very long time ago), it was looking in pretty sad shape.

If you understood what you read, the City gets $48K from Waste Management for the "right" to serve us?
Did anyone realize that this is nothing but a hidden tax? After all, you don't have the right to use any other service provider so the amount charged is regulated by the City. Call it what you want but it is a tax.
I assume our former CM is the one who negotiated this sweetheart deal? Why? Isn't it the job of the CM to make the best deal for the residents and not for the service provider? If the service provider doesn't like the deal, they simply withdraw their bid.
Sounds like it is time for the Council members to start doing the job they are elected to do instead of allowing the CM do negotiate the contracts.
This, once again, proves that if you follow the money trail you will find people do what is best for them (or their friends) as opposed to what they are supposed to do.

So on top of paying the property taxes, upkeep, insurance, fees to Waste Management for NOT using their service, etc. on a property in Painesville, along with all the loss of income a vacant business or rental property can create, the owner must ALSO pay the city an extra fee because the property is vacant. JUST ONE MORE REASON WHY IT IS RIDICULOUS TO OWN ANYTHING IN PAINESVILLE. I mean, are the people who run this city KIDDING? No wonder nobody wants to be or own here. This city council and this city manager are just as asinine as the last bunch. Unreal.

the stormwater on our utility bill is another hidden painesville tax, it does not and hasn't ever gone to the county stormwater program, it goes straight to painesville and always has, I went straight to the stormwater office to ask why we pay for two levels and this is what they told me, only the new charge that just started on our property tax bill goes to the county

6:16 If you think about we pay to stormwater fees. one on your utility bill and also an assessment on your county tax bill.
The $8.00 added to your water bill could also be considered a tax.

5:10 There was an empty house on Miller Ct. for over 20 years. You would have never realized it, it was well maintained, grass and landscaping. I even noticed at time the driveway was plowed. Taxes paid. Is it illegal to leave property unoccupied if the owner does this? Now ask community development how many abandoned commercial vacant properties were sited? No if the owner of the old Dollar Bank building chips in The empty building will be painted with awing's ect. What a city!

Talking about inspectors, can't help but wonder why it took CVS contractors so long to put a temporary patch over the holes on St Clair and Jackson. My neighbor said the city made the contractor put in a temporary patch with some cement right after the sewer was fixed because he couldn't get asphalt in December and then he came back in the spring and replaced it with asphalt because thats what the street was made of. At CVS, the potholes were just filled with gravel from October to January before something was done and when they were patched in January they did a lousy job.

The name of the contractor at CVS is Hach, same as the council president. Is this a new city policy to enhance the city? Were the inspectors told to look the other way? Any special treatment here?

I'm really getting tired of dodging the potholes and hearing the same old story about getting them fixed.

Apparently the city took over the Main Street job. Why didn't the city just let them finish it and use the city crews to fix potholes throughout the city? Since they are in the area, why not have the city crew fix the deplorable situation at St Clair and Washington. They fixed half of St Clair just north of Washington last year and did a good job; what about the rest of it? It seems the city leadership doesn't want the crews to do a complete job and would rather bounce the crews around to give everyone the impression they are working on it. Yes, they are working on it but it isn't getting done because they have to relocate so often. There is a difference between being busy and getting it done.

The city didn't take over the Main Street job, the new city manager fired the former crew, lost big bucks and paying a nice chunk of overtime to have them work as much as they can to get it finished. Other employees weren't going fast enough for Mr. Carson, so he gave him the ax like he does anyone that upsets him.

Here is a question for the professionals, all 7 of them. What is the new cost of the Streetscape? I passed 2 city trucks Saturday afternoon working on it. Since the manager fired and lost the grant funding and we taxpayers are paying for the city crews overtime. I sure hope he can answer to council what the heck is going on. Maybe since there is that nice kickback from the trash, that will now fund the Streetscape? Council really dropped the ball on this one.
