PAINESVILLE COUNCIL MEETING 07/15/13
Well our one session of council meeting month's have arrived.
Also to those of you who didn't receive an R.S.V.P. invitation to introduce yourself to Mr. Anthony Carson at the Fire Station Gala he will be in attendance at Monday night meeting. It has been report elsewhere that these RSVP are selling for more than $50.00 on E-bay? Yes and maybe the Eagles will be on the program at our Party in the Park?
Wonder if executive session will be moved to after the regular council meeting this week? Maybe because there's a Public Hearing concerning zoning changes at 8:00pm on the agenda.
Looks like the city is going to create a new position. Recreation Supervisor/Senior Services. Hope someone asks the council-president if by creating this new position we will have to cut a safety force employee? That's seems to be his answer when anyone asks for anything? Silence will be golden under 'THE GOLDEN DOME' this Monday night.
Ashlawn Energy will stay tabled. It's really quite simple the damn building has already been built with taxpayers funds. Where was all this concern before construction was started?
And we will purchase a Brand new Sewer Jet/Vacuum for $358,742.20 really 20 cents? Along with a $40,000 trade in! The vehicle even comes with a name "VACTOR" which beat out "SCREW YOUR CITY A LITTLE MORE" and "WHAT A SUCK JET".
Vactor really? Maybe we will hire a licensed Supervisor/ Service Vactor operator too?
With this deal as reported it seems maybe somehow the Mafia might be involved?
Maybe we could have a naming contest for our NEW 22 year-old Fire Truck? Presently named TOWER 72? VACTOR? maybe FACTOR like factoring in your chances of getting down before it goes up?

definition of a family? What? Well lets say you lived in any of our four wards in a designated R1 neighborhood. Someone purchased a home put seven recovering strangers in this home, collected rent individually claims no license is needed for this facility because "WE ARE FAMILY'??

Well it seems even after knowing about all of the city and schools misfortunes somehow you have managed to keep your sense of humor. On the other hand I'm tired of all this high priced incompetency in the city and our schools. It just isn't funny!
It seems as though there are FAR too many houses with "families" that are not a family, in any way, in this City.
Why?
Because some of the folks in the Golden Dome have no interest in doing their jobs and /or applying the rules of the City.
This would seem to be easy to define. Look in Websters, see what defines a "family" and apply it.
I am pretty sure that 4, 5, or 6 unrelated males doesn't meet the definition.
The News-Herald quoted councilman Katie Jenkins that she hopes Mr. Carson CONTINUES on with the present way Painesvilles going. If that's the case missy Why did you run for council? This town is the Titanic and your asking the new captain to find another iceberg! Your political correctness sucks and I would vote for anyone with a new vision.

In fairness to Mrs. Jenkins, the readers here should know exactly what she said...
Ward 2 Councilwoman Katie Jenkins said "He's fresh, he's new, he's coming in with a new eye, and hopefully, he'll be able to help Painesville continue on the path of growth but also encourage more innovation."
She said she is interested in seeing his fresh approach to long-standing problems such as road repairs.
Sounds to me like Katie has a solid grip on reality. "Fresh approach", "more innovation", "new eye." Where in her statement does it sound like "business as usual?"

They have a point if Katie claim meant that the path Painesville has been for the last so many years. I would agree with 9:42. I do not think Ms. Jenkins minds criticism but the miss quotes are not fair. Painesville has shown some growth ,the new housing areas for one . I just wish people would try to find soMething positive once in a while. As far as that six hundred dollar pay I would not even think about that job and all the crap they deal with
I am hoping Mr Carson will have some sort of plan. I am hoping he has reviewed all "issues" this town is struggling with. I am hoping he addresses the residents at an open forum. It has been made clear, council meetings are not the forum. Maybe councilman Flock's town hall meeting?
As to the postcard for the meet and greet. I got one, God knows not why but I am pretty miffed off at the selectivity of the meet and greet. This is on city property, mailed and funded by tax payer dollars. Once again we are off and running to the "good ole' boys" club. I have a big problem with that. It speaks of exclusivity, especially since Mr Carson will be in city booth at Party in the Park, the entire weekend!
I hope he has a plan for economic development, and the AMP Ohio mess, and our Main Street Mess. I hope he has a plan for transparency to and for the residents. I hope he has a plan for line item budgets and paved roads... Yes, I hope he has a very big mop.
And apparently there are wild cats and "families" which are going to be addressed at the council meeting but not sure why when we already spent time writing ordinances, getting them on the books and an inspector capable of writing citations. I would love to hear Judge Ciconetti's ruling on this one!

I also wonder if Joe Hada will fade away or continue to turn the thumbscrews behind the scenes. Off council he will have no accountability. Maybe he is taking lessons from Term .
4:18? I'm not following. Is there an ordinance that states only families may reside in homes? I get where you are coming from and where you are going with the post. Far too many people under one crowded house in this town. If homes are considered "single family dwellings" then why so many living under one roof? So, why isn't this being investigated? AND Please don't tell me because of budget cuts because this has been going on long before the economy tanked. Get with it city hall.

Sandy, The new city manager has agreed to attend Andy Flocks town hall meeting the last Thursday of July. No RSVP only please bring your own lawn chair this meeting will be held at Andy and Marge's home on Hine Ave.
12:36 This is one of the problems I have with council members. Katie in here support for the road levy, claims we can't let the roads get any worse. Then in an article in the Painesville Pride Councilman Fodor claimed the city since 2001 has spent an average of over $437,000 per year on roads? How much money will the levy generate per year? Look you can't have it both ways. In the map on 1/5 roads Jackson St. between Richmond and Newell is a '5' Elm St is a '4'? The same as Skinner being a '4'? Lynch Ave. is a '5' who needs to use Lynch Ave.? You should all view the map.

You are 100% correct on this. There is existing legislation on this. The problem appears to be in getting the City to enforce their own rules AND a Law Director who seems to be hung up on how the Court will define a "family".
There are a number of locations (perhaps a lot more than we could imagine) like this but the position of the City seems to be that if they ignore it long enough, it will just become accepted.
I would maintain that R1 zoning means a single family lives in that home. Not unrelated people who are moving in and out all the time.
I would further state that this would never be "permitted" next door to the Law Director's house.
TO post 5:36 ? WHY does't council, pass a copy of the city street's, at their meeting? Why does't council, pass out a monthly, police activity itemized report. Why doesn't council, pass out a monthly, itemized EMS activity report. Why doesn't council, vote ,to MATCH the dollars ,we are being ask for, in the two new levies from the general fund. These are some things which would help communicate with the resident,s

Tucked into last weeks Ohio Budget is another gem.
That let's local government bodies (city councils) hold secret meetings (executive sessions) in some circumstances when a business seeks certain kinds of handouts from taxpayers for specific kinds of economic assistance. like Ashlawn?
A government body can only go into executive session for 7 reasons.
Sensitive personnel issues, (Dr.Hanlon)? property purchases, pending court cases,union negociation STRATEGY just strattegy, secrets pertaining to federal law, security arrangements and trade secrets involving public hospitals. That's it Now the party of smaller government wants to inform you less? Shut those curtians!
Some public bodies ABUSE these exceptions to keep the public in the dark? REALLY who would guess that.
So if no ones getting raises? and what property could the city buy, remember their broke? So what could this executive session be about?

Secret Squirrel told me the former city manager would grace our council meeting, tonight They were wrong.
Wildcat families? Well we talked about the definition of families meant. We also have Feral (wild cats) roaming our fine town.
Well I sat through the council meeting....... What a disorganized meeting. I cannot help but think if there were two meetings a month some of the confusion would be alleviated. Not even Joe Hada could figure out what was going on.
I had the audacity to speak on the Main Street mess but was vehemently reassured the project would go forward. Gotta say as a walker and someone who used love walking around town I now walk my block, no longer venturing downtown. The park we have been promised in the old millstone/gristmill goes abandoned although there again I have been reassured the park is coming. I do not feel safe walking from my house to downtown anymore. I don't feel safe walking past windows cloaked in plastic bags and sheeting. And wasn't there a grand hoopla, black tie opening for the old funeral home next Joughin's? For what? Still empty. Again last night no one steps up to the plate to take responsibility for anything.
They have now split the police and fire levy which I believe just killed any chance of passage. And yes, we were like the exceptional kid in class everybody has to wait for while they get their pencils out. Amazed a notary from the Lake county auditors office had to attend our council meeting to get these two levies on the ballot. And as I listened to Mr. Gurley explain why all the mix up I though you waited until the stoke of midnight to file this levy and when it did not comply with the Auditors rules you sir were screwed. Once again, perhaps two meetings a month in July would help with this problem. I am Hada weary ....... Mr Carson, we will see. Yes, you are new but my God do we need leadership and last night I was not impressed.
As far as the redux battery ....... It was tabled until Mr Carson can come up to speed on that project. One question council, do we have a redux battery in our possession? Yes or no, it's very simple. Yes, the battery was necessary when the hospital was here but as the hospital and other businesses slipped away why would they put a battery in that big empty building tax payers built?
And feral cats..... Yes, it would disturb me to see a pile of kittens run over on my way to work but honestly, every community in the world deals with feral cats. Call Venice Italy or Key West Florida. Some communities embrace the "problem" and some declare war.
And when i heard someone on council declare we are in financial straits I wanted to get up and light my hair on fire while screaming.......ECONOMIC DEVELOPEMENT! It was the elephant in the room no one mentioned!
We hired a full time Senior citizen wrangler and two assistants, leaving me to wonder how feisty are those Seniors? Gee, $45,000 a year for the full time senior manager and two assistants. Not to worry salaries will be covered by the senior center funds..... I wondered if a young grant writer would have been better hired.

I am not one of "us", not one of you and not one of anybody. Just browsing the site now and then. Where are these feral cats at? Will the city going to go after the persons leaving them? What was the outcome definition of family resident? Still don't know who secret squirrel is?
Sandy Painesville city is not throwing a party of any kind. The Painesville downtown improvement org. Is throwing the party and city only allows them to use the park..so stop bitching about it is a great think for the people of the city
The city isn't doing this without getting some funds from PCIC. Great party? Think?
I am not against the party and I am not bitching. Believe it or not I think PITP is something the city does right. I guess what I was bitching about ...... I have attended a few a council meetings or watch from the cities site and we have a councilman who never says a word unless there is a party. Since Joe Hada is stepping down he will be the only one left on council who voted to give AMP Ohio the keys to the city coffers. Yet we hear nothing from this guy when AMP or Prairie State come up, mute. Appears to be pretty busy sucking down that cup of coffee at the council table. Everybody contributes an opinion but this particular council person waits until closing statements are made and he invites everyone out to party in the park. I guess that probably makes him the party planner for the city...... Guess some of us are bit more involved in the city. Guess some of us were pretty fed up with mess of a council meeting. Yup, I'll probably head up to park for an hour or so and head back to work...... we can hear the music from our yard and I guess the chickens will be dancing.....
The PAINESVILLE community improvement corp. (the name city was changed to community) ACCORDING TO THE NEWS HERALD had a very sucessful event. I attended, it was busy. my only thought is, does the city spend anything on this event? The reason for asking, we always are in the need of money. IF it cost the city anything, this should, be disscussed with the residents, first and foremost.
