"BOTH SIDES NOW" joni mitchell

Learned about a new word at last Monday night’s council meeting.

"Reciprocity"

That word, as applied by the city, means the city give you credit for city income tax in the city you work in. If you live in Painesville but work in Mentor, you pay Mentor’s 2% income tax and the City of Painesville gives you full 100% reciprocity of that amount.

New rules that the administration seems to be considering.

Let's say Painesville changes its policy and only gives you 75% reciprocity.
Here is the formula. You work at Acme Manufacturing in Mentor and your annual salary is $40,000. You are obligated to pay city income tax and it is taken out of your paycheck… 2% Mentor income tax. This amount is $800.00. [All $800.00 goes into Mentors coffers] Now Painesville with its 75% reciprocity in place will send you a city income tax bill for $200.00 even though you did not make a dime of income in Painesville.

I believe that in order for this to become law it should go to the voters and not left up to council.

Heard a rumor this week about the auction numbers regarding the Chase Bank Building on the square in Painesville. The building and property were appraised at $230,000 with the opening bid at $199,000… could the real estate business be this bad in Painesville as well as the rest of the country.

On another rumor, it seems Sheriff Dan of Lake County would like his commission on selling the Millstone property. I hear it is around $40,000. Want to bet he (as well as the county) will be expecting his commission soon. Whose idea was it to bid that high number for that property in the first place? I heard the city manager tell a resident they received the check from FEMA for the down payment. I wish one council person had the guts to ask please "show them the check."

Seems it will be another uneventful Christmas for all the former residents of Millstone who have been waiting for a "present" for over five years. Yes, go ahead and blame the Bear but I’m beginning to believe there are more villains than we think.

AS one who lives in "Hal's Ward" we are counting the days of his departure. I would suggest contacting our new council person; Katie.

We will no longer be subject to his ramblings at council meetings. After watching the last council meeting the residents of Hal's ward final did the right thing. The police department must be feeling the same way too.

On another note, of course they have to figure out ways to gouge us more--they keep losing millions and millions of our dollars, and they have to make it up SOMEwhere.

And this Millstone property is a whole other mystery to me. I still don't get it. We need investigations in this town, and I mean lots of them.

In the interest of perceptual fair play it would be nice if Sheriff Dan would forego the 'commission' since it is our tax dollars. Sure.. he did his job, which does entitle him to payment...but nothing about this situation is 'by the book'. FEMA money is our tax dollars and the city of Painesville's checkbook is funded by local taxpaying residents...so how come we pay our tax money for this deal? A lot of people are making a lot of money off the backs of those Millstone residents...maybe they should see their money first.

Great...more taxation without representation. I know times are tough for local municipalities too but this just isn't right on so many levels. Sneaking an extra tax (I call it the way I see it) through on residents after the AMP loss (that we haven't even paid a dime on yet) kind of leaves a very bad taste in my mouth. If Painesville would even partially fill up some of its empty storefronts with some taxpaying businesses then maybe they wouldn't be looking so hard for feeble attempts at 'revenue enhancement'. And don't think that the rest of Lake County won't jump on this band-wagon...a short-term solution for a long-term problem.

Let's continue discouraging investment in the city...the locals won't mind picking up the slack for the priviledge of living in the 'Ville. I don't mind chipping in even more for the gnomes under the dome.

First Sheriff Dan, His department seems to have taken a big hit. Now you want an elected offical to for go state law because its our money? Maybe people should look before they leap. Where was the city manager and law director before the sale? That's when you make special arrangements not after the fact. I guess it must have been alot of fun to yell out that bid not pay for it!
11:24 We should call our council people, ward and at large to get the administration to start living in there means. We have to.

why should the sherriffs dept wave there commission,they did there job. why dont the millstone residents give up there FREE money, they put themselfs in the position they are in.it only proves common sense isnt common.no insurance equals no money. quit expecting everyone else to bayle you out from your own mistakes

Bob Gibbs should have to pay the
$ 40,000 it is do to him it had to go to sheriff sale, Gristmill did not have to do that, Gibbs is at fault for this mess, and I don't care if he is your TEDDY BEAR Term......

Hey 6:43pm you idiot, why did Bob Gibbs not complane about there not being enough insurance to cover everything, he was part of the condo owners, plus he said he owned other parts of the property, so why was he not on top of everthing and why did he not have more insurance on his part of the pie ???????
Talk about someone sucking off the system, he just wants more, thats all.

As I understand it, as the deal was worked out by Rita McMahon (city manager) with the residents of Millstone, she left Bob Gibbs out of the picture. I'd be fighting, too, if I were him, plus, his property is intertwined there I think, so it doesn't even make sense. Looks to me like it was first the Homeowners Association/condo owners fault, and now it is McMahon's fault. I believe if she was gone (out of her job), this could easily be fixed. All it needs is someone reasonable to be fair to Gibbs. She pulled nasty, unreasonable stuff and lost us a hospital this way. Now it looks to me like this whole Gibbs scenario was started and perpetuated by her. Why would she work out a deal with everyone but him? How someone like her has kept this job for so long is a frightening commentary about what has been/is going on in Painesville.

1. You got it wrong? Posted the wrong amount, didn't apologize when called on it then made the negative comment about the low price instead of celebrating the better price.
2. "Reciprocity" -it's about time, this has been brought up years ago. Just how would you propose to fund all that needs to be done? Something should have been done a long time ago, not when the ecomomy is in the toilet. I'm for it because this city sure needs a way to generate revenue and you don't help with the constant bad-mouthing. Get on board to help fix the problem or stop shooting your mouth off, still the armchair politician with no answer.

Read the post again. I mentioned the starting bid and an appraisal? No mention of a final price. Thats what I was looking for. Then again if your happy with a piece of prime property selling for that little in downtown, I guess I'm with you. [Why so many empty storefronts]How about we cut the waste at city hall before we ask anyone for more money? I read a bid by Concord in the paper last week about them looking for bids to take care of their cemetery? Maybe armchair but how many directors do you need to run a city with 19,000 residents?
I am on board I just don't like the present direction we seem to be heading.

Ann on.... you must be retired or not affected by this. Term is right before we increase anything we should cut out all the pork at city hall. If that bank is only worth that much how much is the new city credit union building worth? You apoligists for the administration seem to be so misguided. I wonder why?

If Concord does it better, perhaps you should MOVE there or stop comparing us to other communities. If you have 2 or more children is it fair to constantly compare them to each other, No they are all individual, unique and different.

Sherrif Dan isn't gonna give up his share of HIS pie. He won't even pay what he owes the city. He doesn't "feel" he should have to pay for their service so he doesn't. Must be nice to not pay your bills but if you're the sherrif you have that right, right?

A gentleman was at Tuesday's Lake County Commissioners meeting asking them if there was some way to change the amount of commission the sheriff recieves over the sale of the Millstone property.
State Law was explained to him.
Well another $40,000 down the drain i mean river.

I realize that all public officials are in the 'revenue enhancement' mode but to do that on the backs of taxpayers just seems wrong...and to be shameless about it too. I will remember this (and other situations like Painesville's reciprocity suggestion) at every election for officials and/or levies from here on out.

As far as the Millstone saga I understand the first court date is in April with atleast two more to follow. Coming to a close? not soon my friends.
