QUESTIONS,QUESTIONS,AND SOMEMORE!

Looked at a copy of the 09' Painesville budget, Wow! Maybe we need a WOW person like Lake Erie College has? Almost 300 pages and looks like an increase of over $5 million dollars. Every councilperson should have at least 20 questions to ask before anyone even thinks about voting on this budget. Hard times ahead, not according to this administration. Some comments that have been posted needs an answer from City Hall. An example why if we do not own Lake East Hospital why are we looking for a Grant to demolish the building? From who? Where are the Hospital administration and County Commissioners on this? Remember the building belongs to them. I can see the city on "60 Minutes" explaining why we wanted a Grant or an "Ear Mark" to destroy a perfectly good hospital that didn't belong to us in the first place?
Another resident questioned will the stop signs on "Rita's Parkway" be removed after the election, and will the extra parking spaces be removed?
Someone else reminded me that Mentor Ave. in Painesville will not be made wider only repaved, and this change to 3-lanes will make it very hard to pull onto Mentor Ave.

When will someone from the Hospital or County address this? Why should they have to with the City running interference for them? Why are we being used as fools again. Maybe a Congressman and or Senator should ask? Thats where the money will comes from. Governor Stricklands office should also be notified.

No, I won't be coming to the meeting as I am otherwise committed. I will say that I have placed my faith in the people that run this City, that is what they are there for. I believe in people being accountable for what they do, and feel that this City runs pretty well in my opinion. Knowing this government the way that I do, I would say that if there is more money being spent there is a valid reason. I will not Question things that I have no true understanding of, it is as simple as that. If I was knowledgeable of the ways to run a City in the PROPER way then I would. But I am but a lowly citizen with but one voice, and my voice is spent on those topic which I know. All this just means that I sleep well at night.

I would like to address the others on this blog. Maybe if the foul language that is so offensive to most had not been used, then maybe this blog would be open to your comments today. But instead, it remains closed to your comments and I see the huge decline in what had the ability to be a positive thing. TERM has good insight into the Cities goings on and with the right support and methods has big potential. But throw in a curse word and your value of being a serious contributor goes into the toilet. Term you need to study up on the Hosp. propertie, it belongs to the City Of Painesville, and is leased to the county.

Well, someone should tell Commissioner Sines because he recently stated " I can't sign that property over to the city fast enough." Ask anyone that was at the town hall meeting he was a guest at. There are way to many questions that have to be answered by the Hospital, County, and the City with them all in the same room.
JT. if you think anyone on council or in the administration know more about that budget than you do your probably making a mistake.
Getting elected to any office doesnt make you an expert on finances, safety, construction or anything else they have to vote on.
Your interest will only make everyone more vigilant.
I cam't wait until the shareholders meeting to see what the plans are for the hospital? One thing it shouldn't cost the people of Painesville a dime.

No wise man here, we can talk about the hospital with anyone yet no one gives a straight answer, the land belongs to the county, plus this building but not that one. I haven't a clue who owns what but I'm pretty sure Painesville doesn't own zilch.

TERM, my point was to say that I do not feel that I have the ability to run a government. I think that most people that are in place are there because they have either gotten the education or training to do so. With my education I am suited for another purpose is all and therefore claim total ignorance in the ways to handle such a large budget, as far as what is right and wrong.

As to the hospital, who really knows who owns what anyway? Did not the hospital used to be a county hospital. My mother told me that it used to be called "Painesville Hospital", before it was East, she was born there. Not really sure where the lions share of ownership is and I would surmise that no one really knows. If I had to make a guess I would say the City owns the land and the county owns the building. Lets just hope that the area can get a good plan to make it a viable part of the community and we see it prosper. JT

I want to start by saying there are many good things about the city that I love but if anyone thinks this city runs smoothly and you do not need to attend a council meeting please please please watch your council at work on channel 12.

What should have been a 30-40 minute meeting was turned into a marathon session.

When Hal Werner went off on a tangent last night where was the leadership to shut him down? There should have been a motion on the floor to vote for or against a public hearing and it was the end of the conversation.

The hospital is just the tip of the iceberg and the Titanic is sinking folks.........

JT. No none expects you or me to run the government, but at least we should question some of their decisions? Here's what I talking about the Hospitial has made at least 10 million dollars in up dates in the last 10 years,New Emergency Room, New Operating Rooms, and were looking where to get the funds to tear it down, Yet no one can prove the City owns the building. This "mess" belongs to the Hospital and the County to solve. Why are we involved?

Here is my understanding on the hospital.

The county owns it, leased it to LHS for 100 years, I heard for $1, but couldn't confirm that.

Some options:

1. County could hold LHS to the lease and they would have to maintain the property until the lease runs out, apparently our current commissioners didn't do that.

2. County lets them out of the lease, takes control of the property and has to maintain it. I "think" this is the stage we are currently at.

3. County now has the option that they can just flat out give the property to the City for free to be part of a downtown development plan.

4. The county apparently decided they would unload it on the city, getting property in our downtown back from the county is a VERY GOOD DEAL for the city. This large parcel of prime downtown real estate now go from a non-taxed county parcel to a possible development being taxed and revitalizing part of the downtown.

This is why the city is looking for money to tear it down. This scenario is not the best that could have happened, the county could have helped with the tear down, but again, they just don't give a damn about Painesville.

I hate the thought that the city has to pay for the tear down, but long term it is absolutely the right decision to take back this property from the county.

Could the city lease that building to another Hospital Group or even a College? The property tax that the parcel is a good deal for the city, but think about the city income tax a medical center would provide. Does the Lake Hospital System care about resident in this part of the County? Or do they just look out for their "Not for Profit" bottom line. What is the best use of the building on that site? Plus no one has explained where Hipoint will take care of all the patients with just a little over have the beds?

Hal wasted a lot of peoples time Monday night, Rita would have never let that get out of control. It was a transfer not a new License. Hal will have many disputes in the rest of his term. Lets hope he picks his battles more wisely. License transfers, fire hydrants?

I would agree with this wholly. The county has tried to make a strong hold in the downtown area buying up everything available. They have their reasons, but I would submit that this deal will benefit Painesville one day. Any chance you get to take land, you do, end of story. It is a responsible thing to do. regardless of who pays the tab, the City needs to get the property back and if it means taking a hit, so be it. The county should not dictate what the City does and I for one am glad that the City made this decision.

And TERM to your other post, about why not lease it to another hospital or college group...here are my thoughts on that.

If it was viable then the county would do it. And they would continue to profit off the backs of the City people. Not for me sir, not for me. I would suggest that the City bill this as a chance to revitalize the downtown area and get some pride back. If they just lease it out, then we will only see a temporary stay of destruction. Need I say Plaza Hotel...JT

I did not vote for Hal but what he and Arelen were trying to do was very good,
the State did not send anything out to this area before it did this, I wonder if any one cares that there is an apartment above this place, and 3 feet to the south there is an apartment building with 7 units, there are 6 kids living there, behind this place is a house with kids, accross the street there are 5 units with 2 kids.
This will be the 3rd Mex. food place in there in less then 6 months, I belive there have been 6 diff. food places there, and on top of that the new people drink outside the back almost every night they are open, you can see from 2 to 20 men drinking out there at times.
AND TO TOP IT OFF THERE IS NO PARKING FOR THIS PLACE, IT GET'S BAD AT TIMES, CAN'T WAIT TO SEE THEM PARKING OUT THERE WHEN THERE IS DRINKING.

It was addressed to JT but I take issue with this...
If I believe them to know more about it than because they are educated in public finance or have worked on similar budgets before I have every reason to assume they know more than I do. You have never worked on a budget like this and I can probably safely assume you have not been educated in public finance in any way either. To assume you know as much and any of those people shows your arrogance/ignorance. Yes by all means question them, but don't assume mistakes or wrongdoing from the beginning. You have to actually ask an intelligent question for the discussion to begin though.

As far as I can tell this was not for a new license at that location. They already had a license and it was being transfered to a new owner in the same building. The Painesville Police checked out the new owner with a background check.

Maybe if there was more dialogue and questions from council maybe we would feel more comfortable. When no questions are asked it means all the answers are known, or no one has a clue. What is it?

O.K your standing in the Post Office parking lot, look south down St.Clair St.on the right side of St. Clairyou see a barber shop onthe corner. That building also has the restaurant,and apartments above it. I hope this gives you an idea where its at.

I agree, but I bet some people like Rita are educated more than myself (and you) in local government. Council members should ask questions, or go to seminars and educate themselves if they do not know what is going on. They have a duty to be informed. If you as a resident do not understand you should ask your council person. Simple thing to call your council person and say "I saw this at the meeting (or on tv) and I didn't really get it, what was that all about?" I think this would expose who knows what they are doing and who doesn't. But I don't believe they should go through every nuance at the council meetings, that would take forever.
