"MONEY MONEY MONEY" abba

AS MOST OF YOU KNOW BY NOW THE IDIOT'S DRIVING AROUND PAINESVILLE AND FAIRPORT SHOOTING OUT WINDOWS HAVE BEEN CAPTURED. 2 ADULTS, 2 JUVENILE'S. DAMAGED ESTIMATED OVER $20,000.

I work all night, I work all day
To pay the bills I have to pay
Ain't it sad



A Painesville resident (Ray Sternot) and I have conversed on the refuse contract many times. I guess Ray couldn't understand the high delinquency accounts in our city. "Who doesn't pay their garbage bill!" Well... many I guess.

That said, after all my bitchin' and complaining the administration went out and secured  us a very fair refuse contract. Is it perfect? No, but it's a whole lot cheaper for the majority than what we had. Now the dilemma... how many delinquent  accounts do we currently have, and what should/will the city do?

Ray asked the administration what their policy as well as Republic Services is..... here is their response :

Dear Ray:
 
Per your request, below is the process that Republic Services and the City of Painesville uses to collect on delinquent accounts.  We will working with Republic Services to mail letters to delinquent accounts over the next week.  Please see attached.

The process is as follows:  The account goes on SI in our system. The Resident also gets a letter telling them the account has been put on Service Interruption and that a $35.00 service interruption fee was assessed on their account.  If the resident calls in to make payment arrangements, our Collections team works on that with them and then they come off of SI.  Any broken arrangements, they go back on SI immediately upon that date of the broken arrangement.  Our drivers will have a manual list of residents that they are not to pick up on a daily basis per route so we are sure that they are not being serviced.  When the container is not picked up, a sticker will be placed on the container that explains the interruption in service was due to non-payment.  30 days following that approx. Oct 19th or 20th a Final Demand letter will be sent to anyone who still has not paid at that time letting them know that we are closing their acct and will be sending them to a 3rd party collection company and then the acct will be closed and bins will be removed.  At that time in advance of the close I can again send you over a list of residents.  I have reviewed the letter the City of Painesville will be sending and other than the obvious name change, our hours would be 8am to 5pm M-F and Sat from 8am to noon and our customer service number is 800-968-7789.  Thanks.

So I guess that if you read Section 955.03 of the City of Painesville Code of Ordinances this will be the result?

Got it now!  Looks like it is a misdemeanor (which I assume will mean a resident is ultimately going to be subject to a fine).  And, I assume all services will be interrupted until arrangements made (power, water by the city and trash by the vendor).  I hope I’m understanding it correctly.  I want to be sure as I will post this information on NextDoor Heisley Park.  There will always be someone willing to test the situation without really understanding the penalty/risks involved.

So why go through all this? Ignoring it won't help. Putting the bin next to your neighbors won't (Driver's know how many bins they paid for.)  Along with you can't expect people who pay their bills to have an added cost because someone doesn't.
 
All Services  something to think about.

You 2 always have something to gripe about. Never known people as miserable and whiny as you 2. Term thinks he's the mayor of south Painesville and Sternot thinks he's mayor of Heisley Park. Neither have the backbone to run for council, just sit around looking for yet another topic to keep administration jumping thru hoops for them. People at city hall have a business to run, kindly let them do it.

so are you saying if someone doesnt pay their trash bill and their painesville utility is paid they will shut off your utilities anyways? how is this legal? only in the ville, I almost want to get in this situation just to challenge them.

This can't be true, right? Some unfortunate person/people who are financially struggling get behind on their garbage bill, which is charged as a misdemeanor, and not just a late bill(!???),and then on top of that, all their utilities are turned off, including water service? And somebody thinks that that's okay? And Good? If this is true, why in holy hell would anyone move to this God forsaken POS city with this added on top of everything else? (Rhetorical question, because there was already no reason anyone would want to live here or buy a home here.)

12:02/7:01 All I see is who and how Ordinance 955.03 is 'Interpreted'. Yes you could be summoned to court and made to pay a fine. YOU must have rubbish pick-up. Now I don't see anyone in the administration currently wanting to shut anyone's water or electric off over this issue but the option is there. The same way leaves became your responsibility and no longer the city's?
If you don't like the ordinances tell council and see what you get in response? Look my point was it's so much easier to just pay the bill. And who want's to live in a city where resident's don't pay their bills?

The city is not a "business". If it was, Painesville's leaders would have either gone out of business or filed bankruptcy years ago. As for Term and Ray Sternot, we need more like them, instead of complaining about their so-called griping. They bring to light issues that those in Council and City Hall either overlook, or know about, but don't want us to have the same knowledge. Don't despair, though; there are places for people like you, who are loath to question or criticize those in charge of the government - perhaps you've heard of China and North Korea?

Just because you fall behind on a $50+ quarterly rubbish bill doesn't mean the city should shut off your city provided utilities which might be paid up to date. This illustrates the vindictive nature some of the residents have. I can just picture the author of that statement drooling over the possibility to make someone else's life miserable.

4:32 Well the city operates three businesses Water, Electric and Waste water. They are monopolies but still businesses.
5:31 Vindictiveness? Who's doing that? Plus is it expected that people who pay their bills possibly might have a hidden surcharge due to people who don't? All what was asked and answered was please explain the 'process'? Refuse removal is but a small problem of what ails this community.

2 adults 2 juveniles...When will the adults names come out? How old are the juveniles?
Shame, their names cant be made public, I know the law protects them. But, can you imagine as a parent reading names in the paper - I know my kids wont be associating with them. Public shaming.

This is but one more example of how this city hurts its residents every possible way it can. It is always a get-'em-as-bad-as-you-can scenario here. And they always seem to delight in it. This is really a S##T place to live.

Problem? With the messenger? The messenger is NOT always accurate with his stories when he spreads the messages. The messenger does NOT have any positive solutions to offer up. Only negatives.

I would hazard a guess that Term's ideas/solutions just don't fit with your way of thinking. Doesn't make them negative except maybe to you.
For example, I think he supports the idea of getting rid of of our "power plant" (which is really just a giant switch). Now if you are employed in said plant, you are likely to disagree with his view even though it might have merit.
See the difference?

11:03 Truth be told closing the power plant would cost the pep[le of Painesville millions in brownfield clean-up costs. That said 22 employee's 7 supervisors?
The city has purchased so much long term power contracts they must have known this would render the plant useless? What doomed the jobs at the power plant were the people who voted for PSEC.

The question is now what? The PCA was a fee the city charged you for buying power above what THE PLANT PRODUCES.
Now your whole bill is a PCA!

I understand the clean up costs BUT those will happen regardless of whether the plant is closed now or in 50 years. Some one is going to get to pay for that.
Besides, there are always Federal dollars to offset clean up costs. Everyone benefited so everyone should pay.
Your last statement is SO true.
