Not really!

Here we are again to embark on another Refuse Contract. Again without an elected official or even a resident in on any of the negotiation's.

As I have mentioned in the past I found nothing in the ordinance that it was to enrich the city in any way? But it did last contract to the tune of $96,000 free refuse city and all of their departments. So they pick-up the garbage At City Hall big deal!
Well what is the deal? Well in the new contract it's spelled out. In the new contract specifications known as the  RFP

Wonder what this service would cost? Doesn't matter your paying for it!  I believe the three utilities are illegally getting pick-up due to state law.

But it gets better !

COLLECTION AT CITY FACILITIES

The Contractor shall provide free roll-off containers to the City of Painesville for all refuse containers at City-owned locations specified in Section V. (see above)

There shall be no fee assessed the City by the Contractor for the collection, removal, and disposal of the contents of such containers. ( someone please show me where in the Ordinance this is allowed )


Yard Waste and Leaves Collection and Disposal

The Contractor shall collect yard waste from each prescribed residential unit on the regularly scheduled recycled (bi-weekly) collection day April 1st through the following December 15th Also, included in the unit price bid, is the collection and disposal of yard waste which has been containerized, bagged and/or tied into bundles not exceeding four (4) feet in length with limbs and branches not exceeding four (4) inches in diameter. The Contractor shall collect leaves weekly, 10/01 - 12/15.

So as we all agree the Contractor whomever they be are not in the business to provide FREE services. Someone pays for them. The THEM is you.

Why this administration went into this new contract without an elected official or even a few resident's is beyond me? We were suspicious  then and we are again!

On another note?
Can we quit screwing around with that SRO officer for Heritage Middle School. I have no idea why anyone besides the Painesville Police Department needs to be involved. Forget the Sheriff, Park Rangers Power Rangers, Justice League just fund the damn officer!





In all honesty I have no idea why anybody would pay Hillary Clinton $250,000 for a speech?
More money than brains?

In my own thoughts seems to be Bernie's becoming burned out!

Well, at least this time around you can find the authorization for free collection at City locations. Contrary to what the CM or LD say, it was not there in the previous contract.

No elected officials were involved in the contract? Imagine my surprise! Why isn't anyone from Council involved?

If the esteemed Law Director negotiated this contract for us, we can start bending over now. He is worthless when it comes to doing what is best for the citizens.

Notice also how much the administration cared about a senior rate?

Again Rita could have written this contract! Very disappointed.

Its all just funny money. Whether the utilities pay or not, its still the tax payers that pay. My guess is you don't have much business experience, and even less goverment experience.

I don't have a problem with the way that part of the contact is written. I do have a problem paying more than our neighbors in surrounding locations and being forced to take a "one size fits all service".

Whether the utilities pay or not? First Painesville's utilities are used in Perry, Painesville Twp. and Concord. It's a business with more customers then just Painesville residents. Yet this administration feel free to just pass the cost on to the residents of Painesville.

Business experience? Well if this city was a real business it would have filed for bankruptcy long ago. It appears no one in the administration has much business experience.

Less government experience? Thank God what I do know if you left government in charge it always cost's a whole lot more!

You have a problem paying more? Do tell what you believe the reasons to be? "one size fits all?" That's what happens when a government has a monopoly on services. You take what they give you and shut-up.

People thinking like Yourself is the reason Painesville finds itself in the mess it's in today! Zero accountability.

I think you missed a point that, at least to me, seems to be important.
The Electric dept makes money that, according to what we are told, can not be used for any other purpose.
IOW, "their" money can not be used to pave streets, build water lines, maintain the parks, whatever.
Given that, why is it unreasonable to think that the Electric dept should use "their" money to pay "their" bills.
The way it seems to work now is that you and I pay for their refuse collection while the Electric fund keeps on growing.
Is that right or fair?

I have three very straight forward questions. My neighbor and I are across the line from Township and city. Neighbor has Tony Scheiber Hauling for garbage, $49 a quarter. I called, said he could not pick me up, not allowed by the city. His electric bill last month was $45, me $99. He just loves to rub it in as there is nothing I can do about it.

The plant makes no power and there should not be a car there, only in distribution,
why, why? Garbage contracts are a scam on citizens, and if I want Tony to pick up my garbage, he should be allowed, what is going on?

Third question, is this asphalt parking lot the city's answer to economic development. There was an old song, can't remember who, but "then they put in a
parking lot". Sorry, I am old too.

There is absolutely no reason to try to talk anyone into moving into Painesville, or invest anything, have you tried? What virtues to extol? Ask a realtor.

8:52 Well, that's the ordinance. He's not lying he can't pick you up. As far as your neighbors electric rates although he is in First Energy territory by PUCO he can purchase his power from as far away as Florida and First Energy can only charge transmission fees. Can't do that in the Ville' your stuck with whatever Painesville Power decides on.
That asphalt parking lot which I estimate at a cost north of $35,000 so far and although is not within 100 yards of a building it serves, it has at least three Handicapped parking spots? Along with now the city not even charging to park there? Go figure?
No I see no reason for anyone coming here Economic Development, Community Development.
Year's ago I went into the former city manager's office and above her desk was a large aerial photo of the train derailment near Heisley Park. Cars ablaze scattered all over. You have to wonder what kind of impression that left with visitors?

11:59 Far be it for me to suggest how Father Steve runs his Parish.
The one reason I see in the decline is the closing of the school. Those family's attended St. Mary's and now attend a Parish where their children are schooled.
Also St. Mary's has five Mass's one on Saturday four on Sunday. Each Mass offering must be publishes in the weekly bulletin separately. That would give Father a general idea where the giving is the strongest and the weakest. My guess is he already has that information.

The electric fund is flush with cash. As I listened to problems of erosion and bank collapse on Bank Street and S.State st. I wonder why they don't move the utility lines to the failing side of the street and just use electric money to fix everything, yes in the millions. In fact just throw a light pole on anything that needs fixed around here and it's covered by the electric fund. Maybe council should stop looking at what we don't have and figure out a way to work with what we do have. Maybe a light pole in your garbage tote?

so does this mean our yard waste will be bi-weekly? I really don't think that will go over well with people after paying for bags and taking care of your yard, the bottom of the bags will fall apart before they get picked up and your money will be wasted. People aren't going to like that, I'm already dreading it

7:47 I only copied what was presented? So yes. On another note a representative from Waste Management attended last night's council meeting? Never spoke, never questioned? Pretty good idea who won the contract, uh?
