Well if you attended Andy Flocks Town Hall you would have learned some interesting fact. First the city will provide as much as $1,500 towards you installing a backflow device for your home after approval of the engineering department. (so the water that used to go into your basement now goes into your neighbors, that's the solution)?  Also if you decide to have a Rain Garden the city will provide the labor if you provide the material? (maybe they will send you a few electric plant workers with time to kill  to lend you a hand)? Boy do I have a cute story to tell as I watched as they cut grass at the power plant. Back to reality. First time I've heard of either of these two programs.

Waste Management. Well we are in the fourth year of a five year contract with cost escalators. Now as we know we have a new administration as well does WM. After reviewing the contract as well as the city ordinance with regards to refuse, Every city resident MUST have garbage pick-up PERIOD. Now take your two totes and recycling bin along with unlimited pick-up OR buy the bags at city hall... One catch WM will keep track of how many bags are used at an address over a certain period. What next Garbage Police? Someone mentioned to me this could get interesting. Can't wait for Judge Cicconetti gets one of these cases "your daughter takes your garbage home with her"?
 No exceptions 9 to 90 you MUST pay for the service by city contract. What next the city deciding what cable channels you have to receive? Paying a private company you never asked for their service?

I know many homes that can't  fill one tote let alone two. That's what your getting charged for also some residents suggested the yellow lid tote should be used for garbage and the 65 gallon green tote used for recycles.

Also no more master bills? Say you owned ten properties in town WM used to send you one invoice now they send you ten. Someone mention they paid the refuse bills for 17 properties with the $4.00 administration fee incluced because that's what WM told them. Hey it's like money in the bank, or in the garbage.

This is what happens when a city council delegates all contracts to an administration  that for the most part doesn't even live in the city. Along with never bothering to ask , well what kind of service do you residents  want?

I believe the ordinance only covers 'occupied' dwellings.

Forcing citizens to have to have to pay for private waste pick up is patently ridiculous, especially since our illustrious city administrators suck badly at negotiating contracts. I can understand not having an opt out when the job is performed by city workers and is covered by taxes but mandatory use of a private company with no cost free alternative somehow seems very wrong.

I also think that we need to bring back the public recycling bins and let people opt out of private pick up if they choose. I'm a firm believer in recycling but I prefer to do it when it's convenient for me rather than have two weeks worth of
cans and bottles sitting around. No matter how well you rinse things out, odors can still linger which presents an open invitation for all types of vermin.

I can't wait to see what's in store for us next year when the contract expires. Are we all going to have to open yet another account and set up online payments again? I fail to understand why that was even necessary this go around. Is WM that incompetent that they couldn't update account information like virtually every other large company does with ease regardless of changes to terms and conditions?

Rather than have the drone from WM at his meeting, I think Mr. Flock should have dragged in the cretin from City Hall who negotiated this mess and let him justify this nonsense to the people who pay his salary. If we had an almost 11% leap in one year, what's next? I just can't wait...

8:02 Your right they can't negotiate a contract because they don't have to live with it. Remember a month or so ago I mentioned that when Painesville residents find out how bad a contract is, the ones that brought it to us will be long gone. I'm willing to bet anyone who had anything to do with the WM contract is either retired or moved on. It's how we roll!

Who negotiates this contract? Council? But they do have to live with it since they are residents.

6:26 Council approved it. I believe the former city manager and service director negotiated it.

Waste Management left me a note they wanted their green tote. Surprise never asked for one or received one.

I read the contract as written in the Painesville Pride. It is appalling. The further I read on, the more appalled I got. I mean, are you kidding me? The details of the surveillance that WM will do, counting our bags for one thing for those who have bag service is insane. I mean, before you would even leave your residence for a week or three, you would have to seriously consider what is, and what is not, going on with your garbage pick up, should the WM gestapo do something to you. And I'd have to go read it again, but don't they say you have to notify them if you'll be away? If so, yeah, that's what we want to do...we want that on record at WM so now there's a whole new way people can see that we're away so they can come burglarize our homes. I wonder if Painesville management needed the okay of council and, if so, exactly what members of council gave their okay. And again I would have to ask, what was in it for former City Manager, Rita McMahon? This is frightening that WM got away with such a contract, and when it is over, (if we cannot fix it beforehand), then they need to be OUT as our waste providers. Anyone who would write such a contract against the citizens of this city has no business servicing the citizens of this city. I mean, did someone from the mafia write that up for them?

5:32 All Term knows is that recently he watched as a water plant employee was cutting grass at the power plant. Guess no one there has the skill to operate a lawnmower?
1:58 In public contractors lingo Painesville is know as an easy "fish" let's hope this new regime changes that. Some of these contracts border on stupidity. The rep. for Waste MisMangement basically told us to bad deal with it. Not quite a people person. Mafia had guns these guys only used a pen.

12:56 You threw me a curve first to answer your question at the time WM was awarded the contract; Fountain, Hada, Hach, DiNallo, Flock, Fodor and Werner were sitting on council. Now going back to October 4,2010 when Mr. Lynch announced starting negotiations with WM and thru June 20, 2011 when he explained the recycling service I can't find where in the council agenda's where city council voted for WM? Maybe I'm wrong but it seems the administration did this on their own? Using the lowest bidder?
Could this have happened, I don't know. Feel free for any of you to explain this, or did I miss something.

That's the question we are all looking for an answer to. Me included.
Don't plan to see anybody step forward do you?
I will look into who's idea that ordinance it was that all city residents must have WM there refuse collector.

I find it odd the residents are required to have WM, but business aren't required [ie Lake Erie College and many apartment buildings] have other vendors [ie Republic]. Aren't Corporations people?

6:24 here's something new to add to the mix.

City Manager Report (02/22/2011) remember this date!

Ms. McMahon reported the city was negotiating for waste hauling and recycling. A summary of the recycling bids were provided to council. There are TWO YEARS left in our current contract. Yet why does WM claim we are in the middle of a 5 year contract?

Cost at that time was $17.16 per month and adding the $1.50 for recycling brought the fee to $18.66 a month $223.92 total 2011 today we pay just shy of $260.00.
So who and when was the contract renegotiated when Ms. McMahon's claim of only having 2 years left in February of 2011? Look it up for yourself Council minutes 02/22/11 on the city website.
