"SOLITARY MAN" neil diamond

Another item that arose at Mondays council meeting was that during the meeting councilman Flock asked for an electrical director to give a presentation on how Painesville arrives at our Power Factor (PF) or our Power Cost Adjustment (PCA) now to the city administration's credit as well as the electric department they are more than willing to honor this request. Now comes the rub. For a presentation on anything to be given at least FOUR council members must join together for the request.

Guess what, only councilman Flock who has requested the presentation was alone. With no other council people willing to call for a presentation. This is your city elected official's at work.

Maybe dropping a call or an Email to one of the other six might persuade others to make the request.

I wonder how this request would be viewed under councilman Fodor Strategic Planning? In my view it seems council should learn to walk before they run.

I guess I could understand like not wanting to send formal letters to state officials but why would anyone oppose themselves or the whole community not wanting to understand the process of our utility billing system?

When I asked at the council meeting why an electric fund had grown from $100,000 to over $3,700,000 in six years I received seven blank looks? Odd they voted on the budget and no one noticed or asked?

term,did you know that besides the 2.75 storm water and the 8.00 water improvement fee that shows on our utility bill the city has decided to attach a fee to our property tax, it shows as an assessment of 21.00 on the bill which I will assume is for 6 months because when I questioned the city they told me it will be 42.00 for a year, I knew this was coming because I read your blog but I wasn't aware they were going to give people the slip and assess it to property taxes, I didn't have my utility bill with me only the tax bill so now I'd like to know why we are paying two different fees and not just the higher fee, I assume they put it on taxes to stick it to property owners and not the renters who are less likely to pay their bills and so they could slip it past the people who never see the tax bills because its paid through their mortgages, also I'd like our city to get out of the utility business altogether as they really have no clue what they are doing, they are no longer saving the residents any money and have have no idea how to relate to the residents

1:38 Yes I do it was approved by council last year to get us in a higher tier with storm water solution that the county provides.
it was discussed at the council meeting . Also expect an increase of $.53 on your utility bill increase on SANITARY sewers.

You must start attending council meeting.

I have always wondered the purpose of one community in the county that needed these three utilities. That's why you end up with failed power plant, power investments and other bad deals along with a $9,000,000,000 water line out into Lake Erie. Ever wonder what that breaks down per Painesville water customer? I'm sure council couldn't tell you.

ever wonder how a 9 million dollar project isn't news worthy?
Even a $42.00 one?

This city is a joke. Lets see 2 million for electric plant never built? $100,000 and $100,000 spent on overpriced power. Yet the city still seems obligated to turn off a residents power for $200.00 utility because they can. The resident wasn't responsible enough to pay there bill?

I left a message with my Ward Council person in hopes they support Flocks request. I don't have much hope for a positive response. How about Councilman Flock invite an Electric Rep to his Town Hall meeting or perhaps POC could invite the Electric department?
I was told by an Electric Division employee that the electric fund you speak of is always 'very low' on the years they negotiate their contract and very 'flush' other years. Hummm?

I was told the reason for the electric fund growth was that the state wishes that the utility has 25% of it's yearly business in reserve.

This fund also will pay for the likes of EPA fines and such.

I watched the January 20, 2015 Council Meeting and Councilman Flock stated the Electric Supervisor Paul Morton had reported on the Power Factor in the past and he would like Mr. Morton to return to Council and further explain how the PF is determined. Like TERM, I was also disappointed that the other Council members didn't support Mr. Flocks request. Does anyone remember when the Power Factor Formula was explained? Are there minutes or video of that explanation? That would be a good beginning point. Perhaps, the City could put the power factor formula on the City Web site.There use to be monthly department reports posted on the web site. Why was that discontinued? The lights are on, but we are still in the dark.
Also, can the EPA fine us if we aren't producing power?

Back to the $42.00 a year charge on your property tax bill. It comes out to $3.50 a month for tier 2. It was suggested by the Sandy Point evaluation and discussed and voted on in April/May council meeting. Minutes are available on the city sight.
One interesting note; on the break down of you property tax. This item seems to be the only item voters didn't vote on.ie. school levies and the such.

lake county should pay some Taxes to Cleveland for getting food from there food bank for Painesvilles poor kids! your taking money from us we did our roads repaired in c town! pay your share to Cleveland we have poor too!

I mentioned before and I just don't understand this democratic President with socialist ideals.
We as taxpayers pay for those on welfare, correct. This enables folks to provide food for their family-now I get that it won't provide steak dinners (check out said people in the grocery line though) But now we as taxpayers are giving school students free breakfasts and lunches. I feel the welfare people are double dipping. They have the means to buy PB & J, but don't have to since the taxpayers are providing everything for them. I remember hearing the schools shouldn't close as the kids have no way to eat then. I'm sorry but again I consider this double-dipping and I'm footing both bills. And yes, I do feel for the hungry and homeless but they also have to help themselves too. Maybe someone can reform welfare-be on it for a year to get established then you are on your own.

9:28, I don't get your point, but if you want to go there, a lot of food collected in Lake County goes to the Cleveland Food Bank and then we have to buy it back, at a good rate, but we still buy back our donation. The food collected at the Giant Eagles goes to the Cleveland Food Bank. So, 9:28, moot point. Maybe you owe us.

1:23 I understand your comment, but since growing up as well as in adult life I never was hungry. Blessed with people that provided and being able to provide. I know not what a child goes through or feels going to bed hungry.

The solution to this jobs! Socialist ideas? I guess then Jesus was a socialist?

I understand and agree when people milk and cheat the system. I can never understand how a person would be satisfied with a welfare check rather than a paycheck. That said I don't care if you pick hay out horse crap if you work 40 hours a week your pay should not be below the poverty level.
Government responsibility? To make sure there are jobs to put people to work. Recently an amendment was suggested on the Keystone Pipeline that the pipe should be made in the USA, needless to say it was rejected. Who exactly is this government working for?

You sound like a reasonable person so if there is no job or that second grader is now in third grade how does your fix help them?

There are jobs, many wont lower themselves to working at a fast food or retail place. I hear it all the time, "Why should I go out get a job when I can stay at home and get paid". We have become a lazy and entitled society and it is only going to get worse as each generation continues the same path their parent and grandparent did.

I have no idea how old you are but today I see men working at Perkins, Eat n'Park and numerous other jobs because we really don't have the employment opportunities that we had back in the 70's these jobs were exclusive female jobs and fast food jobs for the most part were teenage entry level . We had manufacturing jobs that paid a good wage and people men and women were proud of their jobs because it provided an income that didn't need food stamps, Medicaid as well as earned income credit.
I guess my question to you is if welfare is the bottom rung of the totem pole why would someone live below that with a job?

That's the point - stop the welfare hand outs because as long as they are getting the dole free many will never get off the couch and I for one am tired of paying for everyone's problems. Get out of the house, some I know have to work 2 jobs, some retired had to get another to supplement their income. So according to you those people should continue struggling to do right while those in Brentwood & Kensington continue to milk the system? Most there have big screen tv, gaming systems, electronics, etc and not much desire to make a legal buck.

Have you ever reported someone milking the system? I haven't maybe that's the solution enforcement of welfare rules?
If your tired of paying for everyone else, what about corporate welfare? The new lady Senator form Iowa brags about wearing bread bags to keep her shoes dry, yet failed to mention her family received over a half million dollars in farm subsidies from Uncle Sam. Yes let's get rid of the welfare cheats all of them.

I think we are on the same page basically.
The fact that two "adults" could not keep their legs together should not make it my problem. Birth control is readily available and cheap/free. There is no reason, other than maybe religion, that it is not used.
They way things seem to work now is that the more children you create, the more stuff (money) you get. The children get free breakfast and lunch (you and I never got that) plus the parents spend time going from food bank to food bank getting more "free" stuff. I know that it happens because I am in a position to see it happen.
It is a never ending spiral that needs to stop.
I have long said that I could make a case for one child being created like this and providing help. Maybe (and this is stretching it) even a second child. If you have more than this, you are simply milking the system and you get nothing more. Don't like it? Tough! Don't create more children.
Need to work for food? Tough luck, so do I. It is called life. The rest of society doesn't owe you, me or anyone else a living.
Harsh? Yes it is but we can not continue down this road.

12:55 To a point we are more and more becoming an entitlement society. I remember the day when being on welfare was viewed differently than it is today. It's in all of society from the very rich to the very poor.

You would think it's in everybody's best interest to fund birth control. Good luck with that. I recently heard of an 8th grader having a child what is in that child's future let alone the babies?

Kudos 12:55, that was part of the points I was trying to make. Why stop at 1 or 2 kids when you can have 6-the more you make the more you get. Same for the Hispanic anchor babies. It's a real shame that most people can see through these two kinds of thieves but the government just wont put a stop to them milking it for all they can.

term I love it when kids in your schools bring in food. CANS for the poor? and do they go and get it again? what is the reason for this? because they dont know there POOR! they are entitled! and think is is normal to get free food. Somebody is paying for that free FOOD! They will grow up and be on welfare just like there parents! sad but true!

I guess it's just a good life's lesson to be charitable rich or poor.

So if a child gets a food basket he will automaticly grow up to be on welfare? Many who have been in that position vow to never be on welfare when reaching adulthood.

Should you assume every child in PCLS on welfare? Where have you been man? POVERTY, that's what it's being called and it's all over here. Look at the percentage qualified for free breakfast & lunch. It's over the top so now everyone gets it. And many never want to get off the circle of welfare. Figured its ok for my parents and grandparents, why not me. And those words are out of the mouths of the babes in schools.
4:17 - that was my original thought on double dipping. We are now paying twice for what goes on. Again, DO NOT get me wrong, I never want to see anyone starve but get your hand up and move on. Stop taking everything you can for free.
