This letter was sent by Heisley Park residents lead by Ray Sternot due to the fact that they can't seem to get answer's from the administration with their concerns of waste water issues in their development. It seems the city wants to charge them the stormwater fee on their utility bill, as well as future assessment on their county property taxes. Plus the city expects the Home Owner Association to maintain the retention ponds in the development.
This is what happens when a city seems to put a developer ahead of residents.
Maybe the next time ten residents show up at a meeting someone will take the time to listen to their concerns?

Dear Sirs,
This is to
formally request your assistance in helping Heisley Park, Painesville, Ohio
concerned citizens obtain information and a thorough review of the storm water
system within the Heisley Park development. Residents have seen flooding
of homes and streets in the neighborhood as well as the topping out of storm
water ponds which are part of the storm water infrastructure here. While
we have asked the city to provide responses to our questions, the city’s
position does not seem to want to respond to our questions. This
non-responsive approach causes us concern about how storm water and pollution
standards are being applied recently to this development. We know that
changes to the original (2003) footprint of the development (more homes) and
recently added (2008-1010) external sump pumps and French drains being added to
collect underground water flows and put them in the storm water infrastructure
have been made since the development was started in about 2003.
Additional development is proceeding and while we have requested the city to
review the engineering aspects of the changes over the years, we have gotten
essentially nowhere in our request for pertinent information. In fact,
the City Manager has essentially blocked our ability to directly contact the City
Engineer about our concerns. We are concerned whether these changes
are in compliance with the original environmental study, assuming one was done,
given the issues residents have encountered.
With your
assistance, we propose a meeting with the City Engineer on the morning of
Thursday, September 18, 2014 at the City Engineer’s office where we have been
told some pertinent data would be made available for us to search through to
possibly obtain answers to our questions/concerns.
Your
assistance and expertise in helping Heisley Park residents be assured that the
storm water infrastructure meets Ohio County and State ODNR/OEPA requirements
would be appreciated.

A little news from Aspen, Colorado sent in by a reader. Seems that Harvey's former high school principal Kim Martin has received a vote of NO CONFIDENCE in leadership by her staff.

At the end of July,
representatives from Aspen High School’s teacher association, high school Principal Kim Martin, Assistant Principal Mark Grice, Superintendent John Maloy and Assistant Superintendent Julia Roark met with a third-party facilitator to address concerns and frustrations expressed by the two parties at the end of the 2013-14 school year.
Two issues were identified as needing attention in the upcoming school year — increasing communication and following school and district policies and protocols.
“Solutions to address these concerns were discussed and agreed upon,” Maloy said.
He said the goal of the high school staff and administration is to support a positive work environment and enhance the school’s sense of community. That includes building, and sometimes rebuilding, relationships that will foster more collaboration, cooperation, and communication.
To achieve those solutions, Maloy said the staff and administration would take a more collaborative approach to staff meetings. The school leadership team, a group of teachers put together by the principal and vice principal, also will have a more active role in leading the school rather than just being a conduit of information.
He also said that each school building has a pair of teacher-association representatives who speak on behalf of the teachers in that building. He wants to see those representatives meet with the building administrators, usually the principal or vice principal, at least once or twice a month. “It really comes down to communicating more effectively,” Maloy said. “It’s the intention of the high school staff and administration that Aspen High School continues to be an exemplary high school that maximizes the potential of all students in an open and collaborative learning environment.”
When asked about the status of Martin, who was given a vote of “no confidence” in June by the teacher association, Maloy said she was gearing up for the start of school on Aug. 25.
“She signed her new contract in June and has been at her desk this summer, working hard,” Maloy said. “I would say she’s ready to go for the upcoming school year.”

I'm surprised she lasted this long? She wasn't liked here and sounds the same in Aspen. Aspen? What were you thinking? She ruined Harvey High school and the employees too. Lost job, lost husband maybe she can go back to making commercials on the internet in her underwear again.
Just a thought but maybe the people who purchased homes in Heisley Park would have been wise to check things out before signing on the bottom line?
Didn't the city do a big storm water study not to long ago? Is Heisley Park better than or different than the rest of the city when it comes to flooded basements?
I was never a big fan of Rita McMahon, but it seems she was more transparent than Anthony Carson. Case in point, go to the City website, click on Monthly Departmental Reports. Departmental Reports have not been posted since Mr. Carson has taken over. I believe [maybe I shouldn't believe] that the Department Heads are providing the CM with monthly reports. Why not post the reports?
If the Fire Department Monthly Reports had been posted we would have learned earlier that there was a problem with the "Used Fire Truck". If the County building hadn't caught on fire we'd still be in the dark. We are spoon fed happy news in Painesville Pride and the Newsletter. Thank God for this Blog.
Has anyone ever given any thought to the new CM hiding info. Info presented to him by his employees and then not sending it on? Just a thought.
Where and who posts this stuff? If info is passed on does all of it get shared? Or is it censored and not posted?
It's difficult to check water issues in Heisley Park out, when the city, developer and builder don't make the information available to you. Let's ask why a bond to cover costs of road repair for damage caused by construction has lapsed in violation of ordinances. What about the ordinance that requires a buffer from Railroad tracks? Why has the HOA at Heisley Park yet to comment on these issues. Just to be clear the HOA documents were drafted by the developer and he hired the managing agent that's still on the job.
